Downtown Fire Safety Standards Enacted: New construction rules mandated that all buildings along Congress Avenue must have fire-resistant exteriors (brick, stone, or concrete) and fireproof roofs, with the city authorized to demolish non-compliant structures at the owner's expense.

Market Bond Payment Restructured: The council adjusted payment terms for $5,000 in municipal bonds, spreading repayment over three years instead of the original schedule.

Fire Chief Elected: Captain John H. Robinson was elected as the city's fire chief with 39 votes, defeating competitor P.H. Hopkins who received 18 votes.

14 The following resolution passed unanimously at a regular meeting of the City Council held March 11, 1870 Resolved, that so much of section five of an Ordinance in regard to Market bonds passed February 7, 1876 as related to the time of the payment of the said bonds, be, and is hereby repealed, and the following substituted therefor Two thousand ($2000) dollars in one year from date of issue. Two thousand ($2000) dollars in two years from date of issue. One thousand ($1000) dollars in three years from date of issue Adopted Attest Leander Brown A. O. Horne Mayor Recorder City Council Met. Austin March the 11th 1876 City Council Called together by the His Honor Leander Brown, Present Aldermen: Bennett, Baker, Collins, Fox and Hounsike The following Ordinance was then intro- duced and unanimously passed, this by a Suspension of the rules it was passed to its second and third reading and Signed by the Mayor Be it Ordained by the City Council of the of the City of Austin. That Section 1 of Article 2 the City Ordinance be, and is hereby repealed and the following substituted in its place, Viz, Article 2nd Section 1 Be it Ordained & That no building or part of a building shall hereafter be erected upon any lot or part of a lot fronting on Congress Avenue City of Austin, unless the outer walls of the same shall be constructed of rock, brick, concrete or cast iron; and the roof of the same, shall be of slate, metal or other fire proof substance Section 2 The City Council, upon being informed that any person is erecting a building in violation of this ordinance, shall forthwith require the City Marshall to raze the same, which officer shall execute said order, and collect the expense incident thereto from the person owning or erecting the same. Committee Resolved that the Mayor be Authorized to have the Fifty bonds printed according to a form adopted by the Committee. Committee Resolved to meet tomorrow at 4 PM for the purpose of laying out the ground for the building the Cistern D W C Baker Secretary of the Committee Austin March 11th 1870 8 oc PM Present the Mayor in the Chair, Alderman Bennett, Donahke, Fox and Baker Building Committee then met and was called to order by the Mayor. Resolved to open the bids for building the Market House. Bids were then opened from A H Cook and Loomis and Christian .............. $10090 00 Millett and Ohime .............. 10600 " 20 Phillips and Townsend .............. 18000 " 00 Resolved that the contract be awarded to Messrs Cook and Loomis & Christian as the lowest and best bidder. Unanimously passed Resolved that the Mayor be requested to require the City Attorney to draw up a building Contract Containing the specifications for the building of the building of the Market House and City Hall to be signed on the part of the City by the Mayor and by the Contractors themselves, and that the Contractors Shall bind themselves to furnish the work within Six Months from the 1st of April next. Robinson by 39 Votes P.H. Hopkins, had received 18 Votes The City Council upon being informed that Mr. A.M. Whites or some other person is erecting a wooden addition to a building on a lot fronting on Congress Avenue, passed the following Resolution Resolved that the City Marshal inform Mr Whites or such person that is acting in Violation of Ordinance Article 14th Section One and that unless the building is removed or made to conform to the Ordinance the same will be done by the City Marshall under the provision of Section 2 of said Ordinance. Resolved that J N Raymond be allowed to construct a Stair Case reaching to the Second Story of the Hancock building on Pecan Street as requested by him The petition of Sundry Citizens of Austin requesting the removal of what they consider a dangerous Nuisance, said Petition was received and referred to City Street Committee --- Page break --- 17 The following appropriations were made by a reconvened Vote ...
