City Council Room, Austin, March 06, 1871 The City Council of the City of Austin met pursuant to adjournment. Roll called. His Honor the Mayor in the chair. Present - Aldermen Mess'rs Tho's Adams, J. L. Dusas, Henry Madison, S. Mussina, J. H. RobinsonAbsent - Mess'rs J. Bromond, C. Eggleston. Alderman J. L. Dusas, to be excused from attendance during the meeting, whereupon, on motion of Alderman J. H. Robinson, the Council adjourned until Wednesday night, March 8th, 1871, at 7½ o'clock P. M. O. P. Eggleston, chairman of the committee on the Cemetery, offered the following Report, to wit:
Austin, March 7th, 1871 Hon. John H. Shaw, Mayor of Austin: Your Committee on Cemetery beg leave to report that they have examined the Cemetery and found it in good order. The present burial place for Colored persons is now nearly filled, and we would recommend that an Ordinance be passed setting apart all that portion of the present Grove yard beginning at the South east corner of Lot No. 47 and running thence to the eastern boundary of the grave yard, and setting apart all of that portion lying north of the said line, for sale to the colored persons for Burial Lots, to be laid off under the supervision of the Committee. We would also report having instructed the Sexton to have twenty-four large cedar posts and a like number of smaller posts at the proper corners of lots. There is one lot sold on the above corner to Mr. W's Harrison; and we recommend that he have title issued for one other in another portion should he elect; also, that there are six persons buried in what is known as the Stranger's Burial Grounds. On motion of Alderman S Mussina, the preceding report of the Committee on Boundary was adopted, and said Committee discharged. Alderman S Mussina, Chairman of the Committee on Fire Department, offered the following report, to-wit:
Austin, March 8th, 1871
Hon. John W. Shon Mayor of Austin.
Your Committee on the Fire Department of Austin the city beg have to report that they find the suction hose of the Washington Fire Engine Co No. 1 to be perfectly worthless; that since our last meeting there have been two fires in the city, at which there was no water to be had. And, except the two cisterns on the Avenue, there has been no provision made by the city for a supply of water. We accordingly recommend that there be at least six (6) new cisterns built, at as early a day as possible, and at such points as we may recommend. The Suction Hose has been ordered by telegraph, in accordance with your instructions to that effect, and we may expect it here in ten or twelve days, having given instructions to have it forwarded by the most expeditious route. We would advise that (for) those cisterns now built, and any which may be, (that they) be located in the middle of the streets, and that they be constructed so that they can be filled with water from theiversity roof, instead of from the gutters, as in the latter case great quantities of dirt is (are) coming in, which works great damage to the Valves of the Engine, besides decreasing the supply of water. It is probable that the Washington Fire Engine Company will soon be able to purchase a new engine; and we find their present engine house on Pecan street ought not fit for use, and in consideration of the good of the city, we recommend that a suitable Engine House, with a second story be built, say feet long by feet wide, to be built of stone or brick, the lower floor to be long enough to store the Engine and Hose Truck, and also to stretch the hose, so that they can be cleaned, dried and properly greased after having been used. Pending the discussion on the preceding report of the Committee on Fire Department, Alderman J Bremond made a motion to request the Mayor to appoint a permanent Committee of Four on the Fire Department, which, on motion of Alderman Mussina, was adopted. His Honor, in accordance with said motion, thereupon appointed Messrs Aldermen J Bremond J L Buas } a permanent Committee on Henry Matison } the Fire Department. J. Mussina }
Alderman C. Eggleston offered the following Resolution, to-wit: Be it Resolved by the City Council of the City of Austin, That the Committee on the Fire Department be and are hereby authorized to have constructed and built three (3) Cisterns at such points as in their judgment, are most needed, and of such dimensions as may be most useful to be built at the lowest price. On motion of Alderman J Bremont, the foregoing resolution was unanimously adopted. Alderman Buas offered the following Resolution, to-wit: Be it Resolved by the City Council of the City of [illegible], That the Mayor be and is hereby authorized to apply the notes given by the lessees of the Stalls in the Markethouse formerly in payment of such parties to whom the City is indebted on building the market house; provided, the rate of discount on said notes shall not be more than at the rate of twelve (12) per cent per annum. On motion of Alderman Bremont, said resolution was unanimously adopted. Alderman Mussina offered the following Resolution, to-wit: Be it Resolved by the City Council of the City of Austin, That the Committee on Market house be and are hereby authorized to have the City Hall furnished with suitable seats and lights to fit it to be used for public purposes. Which Resolution, on motion of Alderman Thomas Adams, was adopted. Alderman Bremont presented a petition by citizens of this place for the purpose of reducing the present license imposed on Real Estate Brokers or Land Agents, which petition, on motion of Alderman Mussina, was deferred for further consideration at the next meeting of the City Council. Alderman Eggleston offered the following Resolution, to-wit: Be it Resolved by the City Council of the City of Austin, That the Mayor be and is hereby authorized to pay all Accounts and Bills which may have been approved by
