70 City Council Room, Austin, May 01, 1871 The City Council met pursuant to adjournment. Present his Honor, the Mayor; Aldermen J. Bremond, J.L. Burnet, E. Eggleston, Henry Hausson, I. M. Marrison, Thomas Atwood, J.H. Robinson Being absent. The Report of the City Treasurer and Assessor & Collector for the second quarter of the fiscal year 1871, embracing the time until April 30 was laid before his Honor the Mayor and adopted. His Honor the Mayor laid before the Council the following Telegram, to wit:
San Antonio, 29, 1871. Hon. J.H.W. Sherman, Mayor. Sir! Bremond returns his sincere thanks for the invitation of the City Council of Austin and regrets that engagements made in advance on his proposed visit to Austin made it impossible for him to visit Austin. Geo. E. Sherman, Pay Mr. N. S. A. Said communication was received in answer to the invitation extended to Gen! Sherman in accordance with a former resolution. Alderman E. Eggleston offered the following Resolution, to wit: Be it Resolved by the City Council of the City of Austin, That Mr. Joseph A. Ragle, First Assistant Foreman of Washington Fire Engine Company, No. 2, be requested to proceed to Galveston, for the purpose of taking charge of and bringing up, the new Steam Fire Engine now built for Washington Fire Engine Company No. 2; And be it further resolved, That a sufficient amount of money be appropriated to defray the expenses, as well as the charges on the engine. The motion of Alderman J. Bremond, the rules were suspended, the resolution made more expedient, read for 1st & 2nd time, and thereupon the first part of said resolution, requesting Mr. Jos. A. Ragle to proceed to Galveston, was passed by unanimous vote. The Ayes and Nays being taken on that part of the Resolution providing for an appropriation to cover expenses, resulted as follows: Ayes – Messrs. J. Bremond, J. L. Burnet, E. Eggleston, Henry Marrison, J. M. Marrison, Thomas Atwood, J. H. Robinson. Nays – none. The Resolution was thus divided into two parts and passed by unanimous vote on each part thereof. Alderman E. Eggleston offered then the following Resolution.

71 Be it Resolved by the City Council of the City of Austin, That the military Association known as the "Garrison Varieties" shall be relieved from paying any License Tax on their theatrical performances to the City of Austin, as long as they confine their performances within that lot of ground known as Block No. 100 on the Map of said City. A communication from Thd. P. McTramer, Agent of the Sephton Oil Company, was referred over to the Street Committee, to report on the proposal made therein.
Alderman Brunsen offered the following Resolution, to-wit:
Whereas Horace Greely, the veteran leader of American journalism and philanthropy, has ever been the advocate of the working masses, their education, and our country's progress;Be it Resolved, by the City Council of the City of Austin that the hospitalities of the City be extended to Horace Greely; and the Mayor is hereby authorized to invite him to visit Austin. Adopted. A communication from C. F. Fribilley & alias, praying that the signers thereof, be received as an organized Fire Company under the name and style of the "Colorado Fire Company No. 2", and that the use of the present Hose Fire engine be granted to them, as soon as the Washington Fire Company No. 1 may be ready to dispense with its use, was received and read. And on motion, upon said petition, Alderman A. Fribley offered the following Resolution, to-wit: Be it Resolved, by the City Council of the City of Austin, That C. F. Fribilley & alias, be admitted as a lawfully organized Fire Company, under the name and style of the Colorado Fire Company No. 2; And be it further Resolved, That the "Colorado Fire Company No. 2" shall be entitled to the use of the Fire engine "Washington" now held by the Washington Fire Engine Company No. 1, whenever said City shall have [illegible] arrived at this city.
On motion of Alderman J. Brunsen, the rules were suspended, the resolution was put to a second and third reading, and was finally adopted by an unanimous vote. Alderman A. Fribley submitted the following report of a special Market House Committee, to-wit: To Hon. J. M. Shaw, Mayor of Austin, Sir,-- Your Committee appointed to inspect the accounts of Messrs. A. H. Booth and Loomis & Christian, with the City of Austin for Building a Market House, beg leave to report, That they have carefully examined the building and find it agrees in the main with the specifications of the contract; that owing
