Austin Bridge, Railroad & Market House Approvals

Bridge Construction Approved: City council granted a petition from 50-60 residents to build a private bridge across Waller Creek at Cedar Street crossing, pending final approval at the next meeting.

Railroad Support Committee Formed: A committee was appointed to consult with citizens and draft recommendations regarding support for the Austin City Rail Road Company, which had received a state charter in May 1871.

Market House Lease Granted: The Board of Trade was given free monthly use of the Market House on the second Thursday of each month.

Financial Growth Reported: Mayor's report showed property values doubled to over $3 million, with license revenues and court fines nearly doubling year-over-year, though the city faced constraints on tax collection limits.

Infrastructure Planning: Council approved an iron stairway for a downtown building and appointed a committee to oversee opening new streets (Chestnut, Linden, and Magnolia Avenue), while discussing future water and gas works projects.

132 City Council Room Austin March 04, 1872. City council met at its regular meeting. Absent. His Honor the mayor Present. Alderman J.L. Buaas, " S. Mussina, " H. Madison, " J.H. Robinson " E.M. Wheelock Alderman S. Mussina President of the council. The minutes of the last meeting read and adopted. The report of the city Sexton for the month of February 1872 was read and accepted. A Petition was presented to the council signed by between fifty and Sixty of the Residents of the City, "petitioning the privilege of Building, by private Subscription, a bridge Across "Waller Creek" At the crossing on Cedar Street, Petition granted, and laid over for the consideration of the council at its next meeting. Petition from the board of directors of the "Austin City Rail Road Company," accompanied with a copy of the Charter granted to them by the Legislature of the State of Texas, May 19th 1871, Asking the Approbation and Encouragement on the part of the City Government in such a manner as they may deem Just and Equitable in the premises; it was moved and seconded. That a committee be appointed to consult with the Citizens of the City and to draft resolutions with reference to the same, and Report at the next regular meeting of the Council. Alderman J.L. Buaas " Hen Breuggerhoff E. M. Wheelock, were appointed by the President. Petition from the Board of Trade was Read, and on motion of Alderman Breuggerhoff the following Ordinance was past. --- Page break --- 132 Be it ordained by the city Council of the city of Austin that the use of the Market House be granted to the Austin Board of Trade, on the Second Thursday of each month free of charge until this ordinance shall be revoked by the City Council. And on motion of Alderman E. M. Wheelock, the rules were suspended, and the ordinance passed to its Second and Third reading. And on motion of Alderman Madison, a vote was taken, to wit: Aldermen J. L. Buaas " S. Mussina " H. Madison J. A. Robinson E. M. Wheelock. Petition of H. J. Dutton was read and failed to receive support, was laid on the table. Petition from Mefrs Rust & Moore was read, and on motion of Alderman J. A. Robinson the following Petition was passed, Resolved by the City Council of the city of Austin that Mefrs Rust and Moore be permitted to erect a stairway on the South Side of their Red Brick Building Situated on Bois de arc Street, Said Stairway to be ornamented and of Iron, and not to exceed three feet in width, Provided Said Mefors Rust & Moore Extend the Sidewalk So that the Said Stairway will be no obstruction to the citizens in passing, and provided further more that Said Rust & Moore take down the Said Stairway when So ordered by the city Council, On motion of Alderman Brenggerhoff the Resolution was adopted by a unanimous vote. --- Page break --- 134 Petition of J. M. Miller, J. P. Mitchell, B. B. Brush and others was read and postponed, indefinitely. The committee on building Sheds for the market for vegetables, begged leave to report at the next meeting of the City Council. Committee on Hay Scales reported that they had agreed on the location for the site to be on Brazos Street. On motion of Alderman Breuggerhoff the following resolution was passed, Resolved by the City Council of the City of Austin that a committee be appointed to Superintend the opening of chestnut & Linden Streets in Division E. of the City, Also Magnolia Avenue, if said committee deem it advisable to have them opened. Gentlemen On January 31st last one Year of our Administration of the Affairs of the City of Austin expired. It was marked by events of Great importance. Amongst which I distinguish Our connection with the Rail Road system of the country by the completion of the branch of the Houston and Central R.R. to Austin, and an estimated gain in population so far of at least two thousand inhabitants and a corresponding increase of business. In these matters I congratulate you upon the influence the Council has exercised in making these advantages permanent. On several occasions the measures proposed by you have met with considerable opposition by a very respectable portion of our citizens. When that opposition was not actuated by mere factious views It was respected and you gave way. It is due to our citizens that I should say that in those instances the people were right, as subsequent events abundantly prove. And it must be a source of gratification to you that in obeying the advice of the people Even against your judgement, the results have patronized you both. I should have liked to have been improvements contemplated by you come out, and I naturally felt much disappointment in the necessity of temporarily abandoning them. Now, however it is plain to us that the expenses incident to properly carrying them out, coupled to the voluntary subscription to the Rail Road, and the partial failure of last years crops - Would together have created a burden so great as to have been seriously felt by our citizens, and I feel sure you unite with me in congratulating ourselves upon having avoided imposing additional burthens upon those whose burthens we Should strive to lighten rather than increase. --- Page break --- 140 Finance Some necessary improvements had been predicated upon our supposed power to collect a tax of one half of one per cent - When a carefull Examination of our organic law, showed that the limit of our power to levy and collect - was but one twelfth of one per cent, which it was apparent would furnish but an insignificant amount towards carrying on the affairs of the City Which, up to that time you had contemplated. A radical change became at once necessary, for already at that time certain steps had been taken in the improvements proposed. Our first duty was to protect those who confiding in the integrity of the City, had become its Creditors, and You resorted to the only avilable expedient and authorized the payment of all amounts due the City for taxes* by open accounts against against the city which were first approved by the Chairman of the Finance Committee, as is always the case with expedients, they proved not only most expensive in the end, but it caused much temporary confusion, for pernicious accounts Credits on open accounts had to be certified into the Treasury as so much cash. for which there was no voucher but the account, And that was retained by the holder until finally liquidated. A Measure of protection was accomplished by requiring all open acc-ounts to be registered in the office of the Assessor and Collector. Experience has enabled the accounting Officer of the City to perfect such a system as that now confusion is avoided. Our assessment list for 1871 shows the total value of property in the City $3,067,038.00 Which is double that of the preceding year. The fines Collected in the Mayors Court are nearly double that of the preceding year, While the receipts from licenses show a very large gain. Such publication will furnish proper ground for criticism, and when we have conscientiously performed our duties, Criticism, however severe, will but tend to good results. I am in hopes by a continuance of rigid economy to materially --- Page break --- 143 reduce the outstanding liabilities of the City, by the end of this year upon the present basis of revenue. Improvements When the season shall have so far advanced as to assure us of good crops, and the consequent Commercial Prosperity, I hope the general opinion of our Citizens will sustain you in your desire to improve Congress Avenue and Pecan Streets And secure both water and Gas works in the City. All must admit that the possession of them is desirable if the burden is bearable. Already efforts have been made to secure Water Works, but the demands of the Council were deemed too exacting, and responsible persons could not be found to construct them on the terms proposed by ordinance. I recommend that you pursue such a liberal policy towards both Water & Gas works as will induce their speedy construction. The wisdom of your proposition to extend the limits of the City, is now admitted by all, though at the time there was a successful opposition. I [illegible] that our Citizens will so thoroughly discuss the subject of extension, that they will be prepared to approve a suitable mea[sure] for the same at the next legislation. Police Owing to our financial condition the force is small consisting of [illegible] men, but the peace and order we enjoy and the absence of Drunkenness upon our Streets prove their efficiency. Fire Department We may well be satisfied with its effici[ency] for all have the most unlimited confiden[ce] in it, and it has fairly earned that confidence. I recommend further legislation by you as to the chief of the Fire Dept. whose duties and responsibiliti[es] --- Page break --- 144 /Arc under the present ordinance- too vague. It is a very important office, Commanding the best talent of the Department, and should be raised in the dignity of its responsibilities to correspond. Streets Our streets are sadly in need of permanent Repairs, but I see no prospect of giving them such repairs until the council is empowered to collect a tax greater than one twelfth of one per cent. In the mean time no exertions will be spared to accomplish all that is possible by the labor from the prison, and such small disbursements of money as we may be able to make. The extraordinary prosperity of our city during the past year has been tinged with shades of sadness to our citizens. Some of our oldest and most respected citizens have paid the last debt of nature, and have been followed to their last resting places by a mourning Community. Heroes of the struggle for independence of the Republic and those whose hearts and minds fitted them for so many years to sympathize with our people in their sufferings, and lead them in their prosperity - were among them. They were of the links which bound us to the past. They are now broken, and but few others live of this class. We are indeed a new generation upon whom the responsibilities of the present rest. Let us prove equal to the task by energy and devotion to our trust. It will not be long before we will be required to surrender to the hands of our successors Elected by the people the interest heretofore Confided in us, Let it be our aim to surrender an administration unblemished and not altogether unsuccessful.
