Austin's 1873 Market Hall & Fire Department Plans

Market Hall Lease Approved: The city council voted unanimously to lease the City Market Hall to F. Dohme for two years at $300 annually, with quarterly payments required in advance.

Butcher & Vendor Regulations Passed: New rules allowed licensed butchers to deliver fresh meat anywhere in the city at any time, and vegetable vendors to deliver without a license fee after 8 a.m.

City Physician Position Under Review: A special committee was appointed to consider hiring a full-time city physician after receiving an application from J.B. Shepherd.

Fire Department Engine House Authorized: The council approved plans to construct a new fire engine and truck house without delay and established a process for electing a Fire Department Chief.

Monthly Budget Approved: The council appropriated $150 for city office expenses in March 1873 and authorized the City Marshal to sell warrants to fund the fire cistern.

313 City Council Room Austin Texas March 8th /73 Regular monthly meeting. The Council was called to order by his Honor T. B. Wheeler. Present Ald. F. B. Sneed, J. W. Hanning " Geo. Sefmann, A. Scholz " F. H. Robinson Ed Christian " Wm. Brueggshoff Absent " E. Bremond Petition of M. Faggie asking to have reduced the license tax on his Flying Horses, was read. Ald. Brueggshoff moved the Petition be granted and license be issued monthly at the tax of fifteen dollars per month. On motion of Ald. Robinson the rules were suspended and passed its second and third reading, yeas and nays being called it passed by the following vote. Yeas Ald Sneed Brueggshoff " " Christian Hanning " " Scholz Robinson " " Sefmann Nays " None Petition of G. Pew, asking for financial relief was read, and on motion of Ald. Sneed was refused to Finance Committee. Petition of J. Fallows Harrison asking for an Alley way through Block No 68 in Division "E" of the city of Austin, was read, On motion of Ald. Brueggshoff it was referred to Committee on Streets. Petition of J. Hallam asking privilege to retail spiritious liquors, which on motion was granted. Bill of Geo. W. Robertson against the city amt. of three dollars for keeping dead poor man Eves. Was presented. On motion of Ald. Brueggshoff the Mayor was authorized to pay the same out of fines. Petition of J. B. Shepherd, making application for city Physician, was read, whereupon Ald. Sneed moved that a special Committee of three be appointed to take in consideration the propriety of employing a regular city Physician. His Honor the Mayor appointed on that Committee Ald. Sneed Hanning and Robinson. --- Page break --- 314 The Resolution to allow The Recorder a clerk was taken up and read, whereupon motion of Ald. Brueggerhoff the rules, were suspended and after [gaping] its second and third reading the yeas and nays were then called and passed by the following vote. Yeas Ald. Sneed Brueggerhoff " " Robinson Scholtz " " Supman Christian " " Hanning Nays " None The Ordinance appropriating the sum of three hundred and fifty dollars to cover the judgment now pending in the District Court of [Hewbud] & Fitch vs. P.W. Glenn and W.C. Evans which was vetoed by his Honor J.B. Wheeler was taken up for action whereupon Ald. Brueggerhoff moved a postponement until the next regular meeting which motion passed unanimously. Ald. Sneed moved that P.W. Glenn and W.C. Evans be informed to be present at that meeting, and The Mayor and Aldermen be requested to invite every one sanctioned in this matter, which motion was unanimously carried. The Ordinance introduced by Ald. Sneed allowing butchers to rent meat in different parts of town by paying the minimum price fixed on stalls in The Market House was taken up but no action. Ald. Sneed offered the following resolution: Be it resolved by the City Council of the city of Austin, That the minimum price of stalls in the City Market house be fixed at One Hundred and fifty Dollars per annum. And that hereafter any licensed butcher in the City shall have the right to deliver fresh meat to his customers at any hour or place within The City; and That hereafter any vendor of Vegetables within The City shall have the right without license Tax to deliver vegetables to their customers at any hour after eight oclock A.M. and at any place in The City. On motion of Ald Sneed --- Page break --- 315 the rules were suspended, the resolution passed to its second and third reading, the yeas and nays being then called it passed by the following vote. Be it resolved by the City Council of the City of Austin: That the sum of One Hundred and fifty Dollars be and is hereby appropriated to pay current expenses pertaining to the different City Offices for the month of March 1873. On motion of Ald. Brueggehoff the rules were suspended and after passing its second and third reading the yeas and nays being called, it passed by the following vote. Yeas Ald. Sneed. Brueggehoff " " Christian. Hanning " " Scholz. Sufsmann " " Robinson Nays none. Ald. Brueggehoff moved that the City Marshal be instructed to sell enough warrants to cover the amount for filling the Fire Cistern, on which motion the rules were suspended, passed its second and third reading, the yeas and nays being called it passed by the following vote. Yeas Ald. Sneed. Robinson " " Brueggehoff. Scholz " " Sufsmann. Christian " " Hanning Nays none. Ald. Brueggehoff offered a Resolution, authorrising the Committee of Fire Department to instruct the select Committee of three of the of the Fire Department to build Engine, and Truck house without delay, as set fourth in the resolution. On motion of Ald. Sneed the resolution was refused to Fire Committee and make report --- Page break --- 316 thereon by next meeting. Bills of Dr. J. W. Stalnaker, Dr. J. B. Shepherd, and Ed. McCool against the City, amounting to forty five dollars coin were presented. Ald. Robinson moved that the bills be allowed, which motion was carried. Speed, J. Bremond. His Honor the Mayor announced to the Council that the meeting was called for the purpose to take in consideration the propriety of renting the City Market Hall for a number of years to Mr. F. Dohme. Whereupon Ald. Brueggerhoff offered the following Resolution Be it Resolved by the City Council of the City of Austin That the City Market Hall be leased to Mr. F. Dohme for the term of two years at Three hundred Dollars in coin per annum, payable quarterly in advance, and give the security usually required. Which resolution paſsed unanimously. Ald. Hanning moved to amend lines (10 and 11) in the resolution providing for election of a Chief of the Fire Department to make it read thus: appoint one member from each of the organized fire companies, who shall, act as Judges at said election. On motion the rules were suspended the resolution paſsed its second and third rea= ding and after the year, and nays were called it paſsed by the following vote: Yeas: Ald.
