Major infrastructure investment: The council voted unanimously to hold a public election on August 16, 1873 for citizens to decide whether Austin should invest $100,000 in a new gas and water works system.

Mounted police force approved: City leaders authorized the creation of a new mounted night police unit consisting of two officers selected from existing police staff, each earning an additional $25 in salary and required to provide their own horses.

City ward redistribution: Austin was officially divided into ten new city wards with detailed boundary lines, effective November 1873, to better organize municipal governance and representation.

Female academy development: The city granted a 10-year lease of half the Academy Block to establish a German-American Female Academy (to be built in stone or brick, costing at least $8,000), with the city retaining purchase options after the lease term.

Business regulations: The council limited meat markets to one per ward to regulate commercial development in growing neighborhoods.

Austin Tex June 11th 1873 To the Honorable Mayor and City Council: Gentlemen: I take great pleasure in thanking you for your kindness and attention, in voting to me the free use of the City Hall, for the examination of my Music Class. My pupils join me in thanks. Most respectfully your humble servant Eliza M. Jackson. City Council Room Austin Tex July 10th 1873 Called meeting His Honor T. B. Wheeler in the Chair, called the Council to order, the roll was called and the following Aldermen answered to their names to wit: Alds. E. Remond G. S. Boardman Geo Sisfemann Wm Brueggerhoff J. H. Robinson J. H. Hannig H. H. Langley S. Thompson Absent. Ald. J. C. Sneed and A. Scherly His Honor the Mayor stated to the Council that the meeting was called for the purpose to take in consideration the propriety of holding an Election to get the sense of the citizens in regard the city of Austin taking stock to the --- Page break --- 370 amount of One Hundred thousand Dollars in Gas and Water works Whereupon Ald. Longby offered the following resolution to wit Be it resolved by the city Council of the city of Austin That His Honor, the Mayor be and is hereby authorized and requested to issue his Proclamation ordering an Election by the qualified voters of Austin. On Saturday Aug= ust 16th 1873 to take their sense as to whether the City of Austin shall take $100,000 stock in Gas and Water Works as authorized by an Act of the Legislature of the State of Texas Approved June 2nd 1873. Which resolution passed unanimously Ald. Brueggenhoff moved that the Ordinance to authorize the Marshall to appoint two mounted policeman out of the present police force already appointed as a night police be read the second time. As follows to wit Be it ordained by the City Council of the City of Austin Sec 1st That the city Marshall of the city of Austin be and is hereby authorized to appoint two out of the policemen already on duty as a mounted night police who shall be required to furnish their own horses as well as the provender for the same. Sec 2nd That the said mounted Police appointed as aforesaid shall be liable to be called upon to execute any process either night or day, that the city Marshall may require. Sec 3rd That said mounted police appointed in accordance with the provisions of the first Section of this ordinance shall have and receive a salary of twenty five dollars in addition to the salary already received by them. Sec 4th That this ordinance be in force from and after its passage The Ordinance was read the second time, on motion of Ald. Brueggenhoff the rules were suspended the ordinance read the third time, the yeas and nays being called the ordinance passed by the following vote to wit: Yeas: Ald. G Bremond G.T. Boardman " " Geo. Special Committee to whom was referred the petition of Miss Eliza Stoel and Miss Van Schenk reported as follows: To the Honorable J. B. Wheeler Mayor of the city of Austin Your Committee to whom was referred the petition of the principals of the German American Boarding School on the Academy Block in the city of Austin, have had the same under consideration, and have instructed to report the following resolution and recommend its adoption. Boardman Be it resolved by the city Council of the city of Austin, 1st That the city of Austin ~~of Austin~~ grant to the principals of the German American Boarding School the use of one half of the Academy Block, for the full term of ten years, upon which to erect a Female Academy that said Academy to be built of stone or brick to be two stories high and not to cost less then eight thousand dollars in coin 2nd That the Mayor be, and is hereby authorized to enter into a contract in accordance with section 1st first. Conditioned that the parties therein shall within a reasonable time from the date of said contract erect said Academy building. That it shall be used only as a Female Academy, that at the expiration of said ten years, the City of Austin to have the privilege of purchasing said building at its then value or in case said City does not purchase, the said parties to have the refusal of leasing said half Block from the City or to sell to any other parties that the city may lease to for the purpose herein designated On motion of Ald. Longley the rules were suspended the resolution read the second time, on motion of Ald. Brueggerhoff the rules were furth• suspended the resolution read the third time, the yeas and nays being called the resolution passed by the following vote, to wit: Yeas Ald. Longley offered an Ordinance "To Regulate City Sewers, and define the duties of the City Engineer," which ordinance was on motion of Ald Brueggerhoff read once by caption, and then referred to Committee on Ordinances. His Honor T. B. Wheeler, appointed Ald. Longley on the standing Ordinance Committee, and Ald. Thompson on the standing Street Committee. Petition of B. Philipe W. B. Denny and others praying to reimburse certain citizens to the amt of $116.22 cash for digging and curving a well in center of Bean Street on lot 4 Div H. was read referred to Street Committee Ald. Brueggerhoff offered the following resolution to wit: Be it resolved by the city Council of the city of Austin: That from and after the passage of this resolution no permit will be granted for the establishment of more than one meat Market in each ward, provided that this resolution shall not effect the permits already granted. Which resolution passed unanimously. Ald. Brueggerhoff offered the following resolution to wit: Be it resolved by the city council of the City of Austin That no more policemen be added to the present force until the city is better able to support a larger Police force except in case of actual necessity and so represented to the Board by the city Marshall. On motion of Ald. Longley, further action was postponed on the resolution until next meeting. Ald. Brueggerhoff offered the following resolution to wit: Be it resolved by the City Council of the city of Austin that the Mayor and Recorder of the city of Austin are hereby authorized and instructed to issue Bonds of the City to the amount of Fifteen Thousand Dollars, and sell them for seventy five cents on the dollar, either for money, City Warrants, or any approved & endorsed City Grafts, and that the proceeds of said Bonds be paid into the Treasury of the city of Austin. On motion of Ald. Brueggerhoff the rules were suspended the resolution read the second time, on motion of Ald. Thompson- Ways: None Committee which was appointed to apportion the city into ten regular wards offered the following ordinance to wit: Be it ordained by the city Council of the city of Austin that the limits of said number one (1) shall be as follows, Beginning at a point in the Colorado River where the centre of Congress Avenue intersects the centre of the channel of the same; Thence up the centre of Congress Avenue to Pine street; Thence up Pine Street to West Avenue; Thence in a direct line to the N. E. Corner of Block number Eleven (11) in Division J; Thence with the North line of said Block number Eleven and Block number one (1) in said Division to the N. W. Corner of said Block number one (1). Thence South with the West line of said Block number one (1) and the Reserve to the centre of the channel of the Colorado River. Thence down said River to the beginning. Sec. 2nd That the limits of Ward number two shall be as follows Beginning at the North East corner of Ward number one; Thence West with the North boundary of said Ward to the North West corner of Block number one in Division J; Thence North with the West line of Block number three in said Division to the North West corner of the same. Thence East with the North line of Block Number three and Block number two in Division J to the N. E. corner of Block number two; Thence in a direct line to a point on West Avenue where the centre of Hickory Street intersects said Avenue; Thence down Hickory Street to the centre of Congress Avenue; Thence down Congress Avenue to the beginning. Thence down Congress Avenue to the beginning. Sec. 4th That the limits of Ward number four, shall be as follows Beginning at the North East corner of Ward number three. Thence with Magnolia Street to a point where Congress Avenue intersects the same. Thence down Congress Avenue to the be- ginning. Sec. 6th That the limits of Ward number six shall be as follows. Thence down the East line of Block number ten to Waller Creek; Thence down Waller Creek to the point where Magnolia Street intersects thy same; Thence West with Magnolia Street to the beginning. Sec. 7th That the limits of Ward number seven shall be as follows. Beginning at the South East corner of Ward number six on Magnolia Street; Thence East with said Street to the North West corner of Lot number forty three in Division B; Thence with the North line of said Lot to the North East corner of Lot number thirty-nine in said Division; Thence with East lines of number thirty nine, thirty eight, and fifty six in Division B to the South East corner of Lot number fifty-six. Thence South across Lot number sixty-one in said Division, to the North East corner of Lot number five in said Division. Thence West with the North line of Lots number five, four, three, two and one in said Division to East Avenue; Thence up East Avenue to the point opposite where College Avenue intersects the same. Thence with College Avenue to the centre of Capitol square; Thence up Congress Avenue to the beginning. Sec. 8th That the limits of Ward number Eight shall be as follows. Beginning at the South West corner of Ward number seven; Thence East with the line of said Ward to the North West corner of Lot number five in Division B; Thence with the West line of said Lot to the South East corner of the same; Thence with the South lines of Lots number five, four, three, two and one in said Division to East Avenue; Thence up East Avenue to the point where Hickory Street intersects the same; Thence with Hickory Street to Congress Avenue; Thence up Congress Avenue to the beginning. Sec. 9th That the limits of Ward number nine, shall be as follows Beginning at the South West corner of Ward number Eight. Sec. 11th That this ordinance take effect and be in force from and after the first Monday in November A. D. 1873. On motion of Ald. Brueggerhoff the rules were suspended; the ordinance read by caption the second time; on motion of Ald. Brueggerhoff the rules were further suspended; the ordinance read by caption the third time; the yeas and nays were then called and the ordinance passed by the following vote: Yeas, Ald. B. Wheeler asked if any complaints had been made in regard to change of any Assessment of property in the new addition of the City, whereupon the Recorder announced none had been made. Ald. A. H. Longley of the 9th ward, declared the Assessment of said ward satisfactory. Ald. E. Thompson disapproved the Assessment of L. Moret and others of the 11th ward, whereupon a carefull examination by the Court of Appeals it was moved by Ald.
