Austin's 1874 Fire Engine and Street Improvements

Fire Engine Purchase Approved: City council unanimously endorsed the "Champion Fire Extinguisher Engine" after it successfully prevented a building fire during a public test, and authorized construction of a new engine house for the Central Depot Fire Company.

Fire Response Incentives: Council passed a resolution offering cash rewards ($2.50 to wagon drivers and $1.00 to the first person ringing the church bell) to encourage faster emergency response to fires.

Street and Infrastructure Projects: Approved proposals for opening a new street on College Hill, laying pavement on Congress Avenue near the State Department, and authorized a committee to negotiate lower gas prices for street lighting.

Budget Cuts and Efficiency: Abolished the Recorder's Clerk position effective June 1st and capped the street lighter's salary at $35/month to reduce expenses.

465 report that in pursuance to the City ordinances, the Court of Appeals have bin in session, at different times, for ten days, to arrange and correct the assesment list for the year 1874. We would respectfully state, that ten days notice was made of the meeting of the Court, as required by ordinance, and that there was no complaints filed; I am therefore instructed to deliver to you the assesment, and hereby certify to its correctness. Yours respectfully G. S. Boardman President of the Court of Appeals. There being no further business, on motion the Court of Appeals adjourned Fred Stizing Recorder. Stated meeting of City Council. Austin Texas May 11th 1874. His Honor J. B. Wheeler Mayor in the chair called the Council to order. The roll being called the following named Aldermen answered to their names: G. S. Boardman, Wm Brruggerhop, Ed Christian, J. Dohme, H. M. Metz, N. B. Mitchell, J. H. Robinson, A. Scholz, and S. H. Todd. Absent: Ald. C. Bremond On motion the reading of the Minutes were dispen sed with. Petition of citizens of 6th Ward, asking that Willis Loring be appointed as special police of said Ward, was read and laid on the table Petition of Quast & Risher, praying that the Council take some some action immediately in removing some lumber, chips & shavings in the yard adjoining the residences of the petitioners, was read, and referred to Fire Committee. Petition of Jacob Fountain & other colored citizens --- Page break --- 466 asking some decision from the Council in reference to the title of their lots in the city Cemetery, purchased from Alex. Evans ex-Sexton, was read and referred to Cemetery Committee. Report of C.D. Anderson, in regard to the survey made by him in opening the Street between Lots 20, 21, College Hill, 16 & 15, on the east, and 22, 22½, 35, 36, 49, 50 & 62, on the west, in Div. "D," was read and referred to Street Committee with instructions to open and clear said Street. Reports of Assessor & Collector, and Treasurer, for the quarter ending May 1st 1874, were presented received and referred to Finance Committee. Report of City Marshal for the Month of April 1874, was read received and referred to Police Committee The following report of joint committee on the trial of "Fire Extinguisher Engine" was read, and on motion ordered to be spread upon the Minutes, towit: To the Honorable Mayor T.B. Wheeler of the City of Austin Sir We the undersigned Committee appointed, report on the merits of the Champion Fire Extinguisher, hereby unhesitatingly say, after the test of last evening, when the shells of a building was literally filled with combustible matter and that saturated with kerosine oil and the Engine saved the building from burning. We cheerfully pronounce the Champion Fire Extinguisher a perfect success, and recommend its acceptance by the City. Wm Brueggerhoff Chairman C.R. Johns } Committee Fire Committee J.W. Haynie } A. Report of City Sexton for the Month of April 1874, was presented, received, and referred to Cemetery Committee. An approved certificate of the organization of Central Depot Fire Company No. 3, was presented, received, and on motion confirmed, and the Mayor requested to issue Commissions to the Officers elect. On motion, the Mayor and Chief of Fire Department --- Page break --- 467 was authorized to have an Engine house construefor the Central depot Fire Company No 3. The following resolution was unanimously passed, towit Be it resolved by the City Council of the City of Austin, That a reward of two dollars and fifty cents shall be given to the driver of any Hack, Carriage or Wagon who first arrives at the several Fire Engine or truck Carriages and assist in hauling the same to any fire; and that a reward of one dollar be given to the first person arriving at and ringing the Baptist Church Bell at a fire. A Bill of J. C. Sneed, amounting to $27.00 for services rendered as Milesman, from Nov. 1872, to Nov. 1873. was presented and on motion laid on the table. Ald. Robinson offered the following resolution, towit: Be it resolved by the City Council of the City of Austin, That the Mayor be, and is hereby authorized to issue to J. Sheehan or bearer, $205.00 ten year Austin City Bonds, bearing ten per cent interest from date, the same being for having the gutters on the West sides of Blocks No 69 & 84. on Congress Avenue. The yeas and nays were called on the passage of the resolution, resulting - Yeas: Ald. G.S. Boardman, W. Brueggerhoff, Ed. Christian, F. Dohme, H.H. Metz, N. B. Mitchell, J. H. Robinson, A. Scholz, and S. H. Todd. Nays - none. Ald. Robinson moved that the Mayor and Street Committee be authorized to receive proposals for laying pavement on both sides of Congress Avenue on the State Department ground. Carried. Ald. Brueggerhoff moved that the Mayor and Printing Committee be authorized to advertise for proposals for the City printing. Carried. Ald. Brueggerhoff offered the following resolution which was passed; towit: 1st Be it resolved by the City Council of the City of Austin, that the Office of Recorder's Clerk be, and is hereby abolished. 2nd That this resolution shall take effect on the first day of June 1874. The following resolution was introduced and passed, Be it resolved by the City Council of the City of Austin, that --- Page break --- 468 that the salary of Street lighter shall not exceed thirty five dollars per Month after the first day of June 1874. On motion a Committee was appointed viz Ald. Brueg gerhoff, Dohme and Boardman, the Mayor being added; to confer with Col. Watts in regard to Obtaining Gas for the City at the lowest price.
