His Hon. T. B. Whyler Mayor presiding Present:- Ald. G. S. Boardman, Wm Brueggerhoff, T. Dohme, H. M. Heitz, N. B. Mitchell J. H. Robinson and B. H. Todd, Absent: Ald. C. Bremond, Col. Christian nd A. Scholz Minutes of the month of July 1874 were read and adopted. Petition of Cunningham & Thompson praying to be released from payment of city license on Ferry for the current year for various reasons, was read and referred to Street Committee Petition of J. M. Blackwell, praying to be appointed on the police force was read and on motion laid over to next meeting. Petition of Ed. Creary, chief of police, asking that the City Council take some action for the adoption of a suitable uniform for the city police, was read and referred to Police Committee. Petition of J. W. Howard, asking to be permitted to take credit for a ten dollar counterfeit bill, taken from the Assessor & Collector, was presented and on motion allowed. A verbal proposition was made by Dr. M. A. Taylor in regard to taking care of sick Paupers at the price of $1.00 per day. On motion of Ald. Brueggerhoff the matter was referred to the Mayor, Ald. Boardman and Dr. Shalmaker, City Physician, with power to act as they may deem proper. The Mayor's report for the quarter ending July 31st 1874, was read, received and referred to Finance Committee. Reports of City Treasurer and Assessor & Collector for the quarter ending July 31st 1874 were presented, received and referred to Finance Committee. Report of City Sexton for the month of July 1874, was read and referred to Cemetery Committee. Report of City Marshall for the month of July 1874, was read and referred to Police Committee.

Reports of City Physician of the months of Jan. Feb. March, April, May and June 1874, were presented and received. Petition of H. C. Brey, asking to be appointed on the police force, was read, and on motion laid on table. The following report was read and on motion received, to wit: We the Fire Committee to whom was referred the petition of the new organized Hope Fire Company, beg leave to report as follows: That we don't think it advisable to put the old Hook & Ladder [strikethrough] truck in repairs, as it is now entirely worthless— besides, do not think it necessary to have another Hook and Ladder Co. but do recommend that if the City is in condition to purchase a small hand Engine for the new Fire Company, that the Mayor be instructed to communicate with builders of hand Engines, at what price and on what terms a suitable hand engine can be purchased for. {Wm Brueggerhoff H. McMetz Fire Committee. } D. Behtoly. Ald. Dohme moved that the Mayor and Street Committee be authorized to advertise for proposals and let contracts for the grading of gutters on the Avenue in the crossing of other streets. Carried Ald. Brueggerhoff offered the following resolution: Be it resolved by the city Council of the city of Houston, That from and after the last fiscal quarter which ended on the 31st day of July 1874, that there shall be no list of three kinds of city funds, namely a general fund, and an interest and sinking fund, and that the City Collector and city Treasurer shall transfer any balances of any other fund on hand to the general fund. That this resolution shall be in force from and after its passage. The resolution was read the first time. On motion the rules were suspended the resolution read second time. On motion the rules were further suspended, the resolution read third time and passed by the following vote: Yeas Ald. Boardman, Brueggerhoff, Dohme, Metz, Mitchell, Robertson and Todd.

The following resolution was introduced to wit, Be it resolved by the City Council of the City of Austin. That the Mayor be and is hereby authorized to issue to J. Limerick sixteen one hundred dollar Austin City Bonds bearing ten per cent interest from date, Said Bonds being given in payment of work done for excavating and filling up the approaches to the stone bridge on Ash street. On motion the rules were suspended the resolution read the second time. On motion the rules were further suspended the resolution read third time and passed by the following vote: Yeas Ald. Boardman Brueggerhoff Dohme Metz Mitchell Robinson and Todd Nays: None His Hon. the Mayor appointed R. Bertram as city [illegible] and placed his name before the Board of Aldermen, By ballot the appointment was confirmed. A bill for gas for the month of July 1874 amounting to $164 also a bill of $702 for the erection of twenty street lamps, posts connections, etc. was presented and referred to Finance Committee. Hopkins it had been reported to him by the city Marshall that Police Officer P.L. Hopkins had entered the Saloon of J.H. Robinson and there conducted himself in a very improper manner by endeavoring to disturb and provoke a quarrel with Mr. Monroe Pratt the barkeep- er of said Saloon.
