Austin Expands Police Force and Updates Vehicle Rules

Police Expansion: The city approved hiring two additional mounted police officers (earning up to $75/month with horses) to serve specific neighborhoods, responding to safety concerns from the 8th Ward.

Vehicle License System: A new standardized number plate system was adopted, with different shapes and colors for different vehicle types and expiration dates tied to June and December.

Fire Department Upgrades: The city authorized purchasing a new steam fire engine and directed repairs to all fire cisterns to improve emergency response capabilities.

Street Improvements: Multiple petitions were granted to install additional street lamps throughout the city and open a new alley in Block 29.

Fish Protection & Public Meetings: The council drafted ordinances to protect fish in the Colorado River and scheduled a November 9th community meeting to discuss water-related matters.

505 powder or other combustable matter is stored therein in quantities in excess of those allowed by articles 448 449 and 460 of the ordinances of this city, and report any and all violations of said articles to the Mayor without fail at once. On motion of Ald. Brueggerhoff the Street Committee was authorized to make any necessary change in the construction of the public well on Hickory Street. On motion of Ald. Brueggerhoff the Mayor and City Marshal were impowered to fill vacancy on police force. On motion of Ald. Brueggerhoff the Mayor and Aldermen Robinson and Boardman were appoin ted a committee to confer with Messrs Dewey, Jimpelman and Shelly with regard to leasing a certain piece of their city property. On motion Council adjourned. Fred. Sterping Recorder. Stated meeting of City Council. Chester Ky. Nov. 2nd 1877. Mayor J. B. Wheeler in the chair. Aldermen present: G. T. Boardman, Wm. Brueggerhoff, T. Dohme, H. H. Hietz, N. B. Mitchell, J. H. Robinson, and D. H. Seidel Aldermen Absent: C. Bremond, Col. Christiaan and A. Schoff. Minutes of the months of September and October were read and adopted. Petition of Brush & White and others, was read, asking for a lamp to be put up at the corner of Pine and Bragg streets. On motion the petition was granted and the Street Committee authorized to have twelve more street lamps put up at different places about the city. Petition of C. Krohn and others was read, praying for the opening of an alley of twenty feet, in Block 29, Division C, in accordance with the ordinances of this City. On motion the petition was referred to the Street Committee with power to act in the premises. Petition of residents from the 8th Ward was read, asking that a special policeman be placed on --- Page break --- 506 duty day and night in said Ward, whereupon motion of Ald. Brueggerhoff it was Resolved: By the City Council of the City of Austin, That two more Policemen shall be appointed on the regular police force, one to be a resident of either Wards 7 or 8, and the other to be a resident of Wards 5 or 6 who shall be mounted; but no more than seventyfive dollars per month shall be given them as salary, including their horses. These mounted police shall be exclusive for the Wards as above designated, except when otherwise needed by the City Marshall. The Mayor's financial report was then read, received and referred to the Finance Committee with instructions to have the same published. City Treasurer's report for the fiscal year ending October 31st 1874 was presented and referred to Finance Committee to report back the same at the next meeting City Assessor's and Collector's report for the fiscal year ending October 31st 1874 was presented and referred to Finance Committee to report back the same at the next meeting. City Marshall's report of the month of October was read, received and referred to Police Committee. City Marshall's report on the conditions of Fire Cisterns was read received and referred to Fire Committee with instructions and power to have all repairs made that may be found necessary on any of the Fire Cisterns. City Sexton's report of the month of October was read and referred to Cemetery Committee. City Physician's report of the month of October was read and received. Report of Fire Committee upon condition of the Fire Department was read and received; in connection therewith Ader. Brueggerhoff introduced the following resolution which was unanimously adopted: to wit Be it resolved by the City Councils of the City of Austin, That the Chairman of the Fire Committee tee is hereby instructed to negotiate with builders of Steam Fire Engines and report at the next regular meeting upon what terms the city of Austin can purchase another steam Fire Engine, --- Page break --- 507 together with rubber hose and hose cart, payment to be made in Austin City twenty-year bonds. Said Engine to be of same size as the one now owned by the city. Report of B. D. Anderson on survey of water level was read, received and ordered to be filed for future reference Whereupon Ald. Brueggerhoff moved that the Mayor be authorized to call a meeting of the citizens at the Mayor's office on the evening of the ninth day of November, seven half past o'clock, to discuss this matter. Carried Ordinance Committee introduced an ordinance to be entitled "An Ordinance to protect fish in the Colorado river." The ordinance was referred to City Attorney to put the ordinance in legal form and report the same back by next meeting. On motion of Ald. Boardman it was resolved by the City Council of the city of Austin that the Cemetery Committee be authorized with the City Sexton, to have the City Cemetery put in such a condition as to secure it from the dangers of fire. Ald. Robinson introduced the following resolution Resolution regulating the license number plates of vehicles. Be it resolved by the City Council of the city of Austin: Sec. 1st That from and after the passage hereof all licenses, for vehicles required to be licensed by the ordinances of this city, shall be issued so as to expire on the last day of December and the last day of June in each and every year, and in the issuance of licenses for any unexpired portion of said terms the month in which said license is issued, shall be counted for a full month. Sec. 2nd That whenever any license is issued as above, the owner or driver of the vehicle so licensed shall be required to return his old number plate, if he has any, and shall be furnished by the city Assessor with a special number plate to conform to the number expressed in the license. For vehicles kept for the transporta- --- Page break --- 508 lion of persons said plate to be of an elliptical shape; for other vehicles drawn by one animal, of an octagon shape; drawn by two animals, of a rectangular shape; drawn by more than two animals, of a round shape; Sec 3d That all of the special number plates so issued shall be of a uniform color for any one of said terms, but a different color shall be used in and for each of said terms. On motion the yeas and nays being called, the resolution passed by the following vote: Yeas Boardman, Brueggerhoff, Dohme, Abgety, Mitchell Robinson and Dodds, Nays none. On motion of Ald. Brueggerhoff the Fire Committee was authorized to purchase the necessary amount of stone coal for the use of Washington Steam Fire Engine No 1. Request of City Marshal to release H. H. Fox from the police force on account of sickness, was read and granted. Special committee, which had been appointed at a prior meeting to consult with the Pastors of the two African churches in the Third Ward, reported - that they had consulted with the Pastors and had effected an agreement that the said churches are to close their meetings at 10 oclock. P. M. & T. Boardman was then discharged from the committee and Ald. Brueggerhoff added, to effect the same agreement with the Pastors of the African churches in the 8th Ward.
