Water Works Project Moves Forward Cautiously – Austin's city council received a proposal from a St. Louis engineering firm to conduct preliminary surveys for a new water system. Multiple Liquor Licenses Approved – The council granted three petitions allowing merchants to sell liquor in smaller quantities (less than one quart) in different wards of the city, streamlining the licensing process for local retailers.

Street Improvement Request for Fourth Ward – Residents petitioned the council to improve passable conditions on Fourth Ward streets, particularly Nurses Street and the intersection of Nurses and Walnut Streets, which was referred to the Street Committee for consideration.

Ordinance Committee Tasked with Poison Sales Regulation – A petition requesting regulations on the erection of privies and the sale of poison by druggists was referred to the Ordinance Committee for further action.

509 Called meeting of City Council Austin Tex. December 03, 1874. Mayor J. B. Wheeler in the chair. Aldermen Present: G. S. Boardman, Wm Brueggershoff, Ed. Christian, F. Dohme, J. H. Mitchell, J. K. Robinson, and S. H. Todd. Ald. absent: C. Hammond H. M. Hetz, and A. Scholz. His Honor said that the meeting was called to receive the report from the committee of citizens on the supply of water or water works. The report from said Committee was then read substantially, as follows: "Whereas the Committee appointed to consider the subject of Water Works for the City of Austin have had before them a proposition of G. & G. Gray of St. Louis proposing preliminary Lany survey by competent and experienced Hydraulic Engineers, which proposition meets with the views and approval of the Committee; Therefore, Resolved that said proposition be referred to the Common Council of the City of Austin, with the recommendation and Request that the Mayor call a meeting of the City Council at an early hour to consider the same and to make the appropriation necessary for the preliminary survey and estimate. Adopted unanimously by the Committee. Dec 3rd 1874 J. S. de Cordova Chairman." Ald. Brueggershoff moved that the report from the Committee be received and Committee consists discharged. Carried. Ald. G. C. Gray then read his proposition with regard preliminary surveys etc. Whereupon Ald. Boardman moved that the report from the Water Works & G. & Grays propo- position be referred to a select Committee of 3 of the Board of Aldermen, and said Committee make report conclusively at 4 o'clock Dec 7/74. Christian, J.S. Dohme, N.B. Maitschalk J.H. Robinson. Aldermen absent: H.M. Hoely A. Scholtz and S.H. Todd. Select Committee which had under consid= eration the report from Citizens Committee and Ald. C.C. Gray’s proposition with regard to preliminary surveys on Water Works, made the following report. To wit: To His Hon the Mayor & Board of Aldermen: Your Committee to whom was referred the proposition of C.C. Gray agent of the National Water Works, through recommendation of a Committee of Citizens of Austin, proposing preliminary surveys by competent hydraulic Engineers, for the purpose of establishing Water Works in Austin, beg leave to report that we have carefully considered the same and while cordially approving and conscious of the importance of an early survey, we cannot approve the engagement of said Engineers, or make the appropriation requested until sureties are furnished that said Works can be constructed & paid for, in Austin City Bonds. The finances of the City being such as to preclude the payment of said works in any other way; and the failure in effecting this, with the preliminary surveys paid for, will be money if not expended in vain, for an indefinite time useless. On motion, the same committee with Aldermen Richmond added, were instructed to correspond and confer with various Companies & builders of Water Works so as to gain as much information as possible upon the subject.
