Austin's 1875 Bond Sale & Fire Engine Dispute

City Bond Sale Approved: Council passed an ordinance to sell forty $500 bonds to fund city projects, with a $100 appropriation for printing costs.

Fire Company Conflict Over New Equipment: A committee was formed to resolve tensions between fire companies fighting over possession of a newly purchased steam fire engine.

Water Works Plan Presented: A citizen proposed a feasible plan for bringing water service to Austin; council appointed a committee to review the proposal and cost estimates.

Market House Improvements: Council directed the Market House Committee to develop plans and cost estimates for vegetable stand sheds to be added to the city market.

Staff Changes: The City Market Master resigned and was replaced by W. P. Hulbert, confirmed unanimously by council.

529 Called meeting of the City Council Austin Tex, Feby 23/75 Alderman G. F. Boardman in the chair. Present - Ald. G. F. Boardman, O. Bremond, Wm. Brueggerhoff, O. H. Cullen, S. B. Atitchell, S. Fickett, J. A. Robinson and S. H. Todd. Absent. Ald. Ed. Christian and F. Dohme. On motion the reading of the minutes were dispensed with. A petition from D. L. Croop was read. stating that he had purchased two cemetery lots Nos. 297, and 296, but some time, after the purchase of the same he discovered that one of the deeds called for lot No. 298, that by some mistake the city deeded him the wrong number of lot; and that the lot he desired, No. 296 had since been sold, but that he would be satisfied with one half of lot No. 298, which joins the first bought lot, Provided; the city will allow him to put under one fence the lot No. 297, and half of No. 298, and refund him the money for the other half. The petition was referred to the Cemetery Committee with power to act in the premises. A petition from S. Schuwerk was read, asking permission to change part of a canvass house and substituting a glass instead, to be used for a Photograph Gallery, situated on a lot fronting Pecan Street, and belonging to the estate of P. R. Brush deceased. The petition was then referred to the Fire Committee. Mayor T. B. Wheeler in the chair. An ordinance was introduced No. 59. to be entitled "An ordinance authorizing the sale of forty, $500, bonds of the city of Austin." The ordinance was read. On motion of Alder. Brueggerhoff, the rules were suspended, the ordinance read the second time. On motion of Ald. Brueggerhoff the rules were further suspended, the ordinance read the third time and passed. --- Page break --- 530 by the following vote; Yeas – Ald. Boardman, Bremond, Brueggerhoff, Cullen, Mitchell, Robinson, and Todd. Nays – Ald. Piper. Ald. Bremond moved that the Mayor appoint a committee of three to confer with the Chief of the Fire Department and the different fire companies, with regard to compromising the unpleasant feeling now existing among some of the fire companies about the possession of the new steam fire engine lately purchased. Carried. Alds. Brueggerhoff, Cullen and Mitchell were appointed as the committee; to which the Mayor was added. On motion, a committee of three was appointed consisting of Alds. Brueggerhoff, Cullen and Piper to investigate the occupation followed by Mr. Jobe Smith, and make report at next meeting. Ald. Cullen moved that the Mayor Finance Committee act in conjunction with the Mayor in the negotiation and sale of the forty, fivehundred dollar city bonds. Carried. Ald. Brueggerhoff moved that the sum of one hundred dollars or so much thereof as may be necessary be and is hereby appropriated out of any money not otherwise appropriated to pay the expenses of getting the bonds printed, authorized to be sold. Carried. Ald. Brueggerhoff moved that the Market house Committee be instructed to have a plan and an estimate made for sheds to be attached to the city Market House for vegetable stands. Carried. Mr. S.B. Brover, read a communication upon the water-works question, presenting a feasible plan for watering the city. Aldermen Bremond, Robinson and Boardman, were appointed a committee to confer with him upon the subject, and report at the next meeting upon the plans, estimates and proposition he is to submit for their consideration. --- Page break --- 531 In motion the Council adjourned to 7 o'clock P. M. the first Monday in March. Fred. Steging Recorder. Regular meeting of the City Council Austin, Tex. March. 1st/75 The Hon. J. B. Wheeler, Mayor in the chair. Present – Aldermen J. J. Boardman, Wm. Brueggerhoff, C. H. Cullen, J. Bohne, H. B. Mitchell, S. Piper, J. H. Robinson and G. A. Gold. On motion the reading of the Minutes were dispensed with. A petition from H. Hefferty was read, requesting that the Street Committee be authorized to have a ditch dug on Cedar Street in a line with the Austin City Railway Cos. track to prevent the water from running through the alley in Block No. 35. Referred to Street Committee. Report from the City Marshall, for the month of February was read and referred to Police Committee. Report from the City Sexton, for the month of February was read and referred to Cemetery Committee. Report from City Physician, for the month of February was read and received. Resignation of Charles Marshall City Market Master, was read and on motion accepted. Whereupon His Honor the Mayor appointed W. P. Hulbert for the position of City Market Master. The ballot was spread and counted, and the appointment unanimously confirmed, by seven votes. On motion the appointments of the following named police officers, were unanimously confirmed to wit: H. Musgrove, C. P. Fahay, James Farnall B. F. Steel and C. C. Loch.
