Austin's 1875 Water Works Deal

Rejected prisoner amenity proposal: An alderman's motion to provide chewing tobacco to city prisoners was voted down by the council.

One hundred dollars was appropriated out of the City Treasury not otherwise appropriated for charity purposes, by the following vote: Yeas, Ald. Boardman, Bruggershoff, Cullen, Dohme, Piper, Robinson & Todd. Nays – none. Two hundred and twenty-five dollars & 23. cents were appropriated to pay insurance, and freight charges on the new Steam Fire Engine by the following vote: Yeas, Alders. Boardman, Bruggershoff, Cullen, Dohme, Piper, Robinson & Todd. On motion the Council adjourned. Fred. Steging Recorder. Called meeting of the City Council. Austin Tex. April 14, 1875. Mayor J. B. Wheeler in the chair. Present. Aldermen E. G. Boardman, G. Bremond, Wm. Bruggershoff, O. H. Cullen, Ch. Christian, F. Dohme, W. B. Mitchell, S. Piper and J. H. Robinson. Absent: Alderman S. H. Todd. The Mayor stated that the Council was called together for the purpose of receiving the report from the committee appointed to confer with Mr. S. S. Brown with regard to his proposition in supplying the city with water. Thereupon the committee made the following report which was read and amended, to wit: The committee appointed to confer with Mr. Brown and investigate the Water Works question respectfully report. 1st. That the city is not in a financial condition nor is it desirable that she should incur the amount of indebtedness necessary for the construction of Water Works at present. 2nd. We therefore submit as our report &c. --- Page break --- 539 enclosed proposition from Messrs Brown & Freeman. What they propose to do would cover the business portion of the City and render an abundant supply of water accessible. The sprinkling of the principal streets Congress Avenue and Pecan street as proposed is a most important consideration, and the presence of Water under more than One hundred feet of head with Hydrants as proposed would perfect our Fire Depart- ment for this portion of the City. We therefore recommend the Council to accept their proposition as the most speedy, economical and practical method of supplying Water for the protection of the City and for the comfort and convenience of its inhabitants. Gentlemen: We the undersigned hereby agree to furn- ish water for fire and street sprinkling purposes for the following considerations and prices: 1st That the City of Austin grants us the privilege of laying and maintaining pipes, mains or conductors for conducting the water through the streets, alleys, lanes and squares in said city and also of erecting and maintaining a Stand Pipe or water Tower upon the summit of Market Hill immediately north of the Market House. 2nd That the City shall rent fifty (50) Hydrants for fire and street sprinkling purposes, Said Hydrants to be located by the City Council on Congress Avenue South of the Capitol square and on Pecan street between San Antonio --- Page break --- with Mefsrs, S.E. Brown & P.R. Freeman in conformity with said report. whereupon the yeas and nays were called, and carried by the following vote: Yeas – Ald. Boardman, Bremond, Brueggeshoff, Cullen, Christian Dohme, Mitchell, Piper and Robinson. Nays: none. Ald. Robinson offered a resolution to provide the city prisoners with chewing tobacco. which was on motion, lost. On motion the City Council adjourned. Fred Sterzing Recorder. Robinson and S.F. Piper. Absent: Aldermen Wm. Brueggeshoff, Ed. Christian and S. Piper. The minutes from November 2d to December 23. 1874, were read and adopted. Petition from S.B. Smith, asking for the privilege to open a bar room in Ward No. 4 was read and granted. A petition from Cunningham & Thompson was read, asking to be released from the payment of license tax on their ferries, on account of heavy expenses in keeping Boggy street in a good condition, and various other reasons. On motion, the same was referred to the Street Committee, to report back at next meeting. A petition from Jos. Smith was read asking to be refunded the amount of $255 in whole or part for a license paid by him on a “Gift Enterprise,” stating that he had only worked fourteen days under said license, on account of him losing said occupation by order of the District Court.
