Austin Fire Department & Police Force Changes 1875

Fire and Police Operations: The city authorized a new shelter for the fire department's hand engine and hook-and-ladder truck, and reduced the police force from an unspecified number to eleven officers at the Marshal's discretion.

Peddling Regulations: Austin passed a new ordinance requiring all street peddlers to obtain licenses before conducting business in the city.

Cost-Cutting Measures: The city switched to a competitive bidding system for prescription medications to reduce healthcare expenses, requiring the mayor to solicit proposals from July through December 1875.

561 Be it resolved by the city Council of the city of Austin, That the Chief of the Fire Department be authorized to get a suitable house or shelter for the old hand engine and the new Hook and Ladder Truck, on the best terms for the city. Alderman Cullen introduced the following resolution, which was adopted, to wit: Be it resolved by the City Council of the city of Austin, That the city Marshall of said city is hereby required to reduce the police force of said city to eleven; and that he uses his discretion as to any removals he may make. Alderman Cullen introduced an ordinance to be entitled, "An Ordinance to prohibit peddling without license" The ordinance was read the first time and laid over under the rules. On motion the Council adjourned Fred Sterzing Recorder. Regular Meeting of the city Council City Council Chamber Austin Tex, July 6th 1875 Alderman G.T. Boardman presiding. Present— Aldermen Wm Brueggerhoff, O.H. Cullen, F. Dolme, N.B. Mitchell, J.B. Robinson and S.H. Tood. Absent— Aldermen C. Bremond, S. Pfifer, and Col. Christian. The minutes were read from December 23rd, to February 16th 1875 and approved. Petitions. Frank Reinboldt complaining about there being a coffee stand opened near the city Market House which is within the market limits; said Reinboldt having rented the coffee stand in the City Market House and claiming protection in this matter, asks the consideration of his complaint. Read, received and referred back to the petitioner. --- Page break --- 562 informing him that the City Council have no control to act upon the petition. W. B. Smith & R. H. Smith, asking permission to store coal oil, gun powder and Turpentine in small quantities in acces to that allowed by the ordinances of this city, to be stored in one place of business, in their warehouse near the freight Depot. Read, and on motion, laid upon the table. B. C. Wells praying to be refunded the amount of $75.00 for an acces of license paid by error, he having made in rendering his average stock in trade to the city assessor at $11,000. where he should have rendered it at $6,000 in the year 1874. Read, received and the assessor instructed and authorized to examine the books of B. C. Wells. to arrive at the average stock carried by him during 1874 and to make a report at the next regular meeting. G. Hofsman & P. H. Fitzhugh, in behalf of the Colorado Boom Company, praying to obtain the use and control of the east or north bank of the colorado river at said boom for a distance of one hundred and fifty yards below then running up the river to a point opposite the upper end and fastening of said boom, and running back three hundred yards. Read, and on motion referred back to the petitioners informing them that the City Council have no control to act upon the petition. J. C. Akers, C. S. Moore and many others, praying for permission to erect a parsonage upon the north west quarter of block 101, which portion of ground was granted to the A. M. E. Church for church purposes. The building to be erected to be only used for a parsonage and S. S. Library. Read and granted with the provision that said building be located by the Street Committee. Reports of Officers. City Sextons for the month of June 1875 Recceived and referred to Cemetery Committee. A bill in favor of Ed. Plaster of $40. for plastering, and white-washing the engine room of Colorado Steam Fire Engine Company No 2, was read, and allowed. An ordinance, No 61, to be entitled "An Ordinance to prohibit peddling without license" was taken up, and read the second time. On motion, the rules were suspended, the ordinance read the third time and passed by the following vote: Yeas— Ald. Boardman Brueggerhoff Cullen Dohme, Mitchell, Robinson, and Todd. Nays— none. Alderman Brueggerhoff introduced the following resolution, which was adopted, to wit: Be it resolved by the city Council of the of the city of Austin, That from and after date, prescriptions for city patients shall be filled by the lowest bidder, and to this end the Mayor shall advertise three times, for proposals for prescriptions for city patients from July 15th to December 31, 1875. The following communication was read, to wit: Austin Texas July 11th 1875 --- Page break --- 564 To the honorable the May and City Council of the city of Austin. Gentlemen. The City Water Company respectfully request that your honorable body take such action as to relieve them of such portions of their contrat as requires them to erect and maintain a stand pipe or Water Tower. We agreeing in that event to release to the City of Austin our right so to do on Market House Hill. And to erect elsewhere a suitable reservoir of a capacity of not less than (750,000) seven hundred and fifty thousand gallons, before the first day of May 1876. David V. Whiting President. On motion, the communication was received and granted. And the following resolutions unanimously passed, to wit: Be it resolved by the City Council of the City of Austin: That the Mayor of said city be authorized, with the consent of the city Water Company, to change the original contract with said Company so that they may be relieved from building a stand pipe, of the dimensions thereof contemplated, provided; they shall by the first day of May 1876, erect a reservoir of not less than 750,000 seven hundred and fifty thousand gallons capacity, from which to furnish the City with water. And provided further, that said Company shall furnish water in their mains as mentioned in said origi- nal contract, sufficient to sprinkle the streets and for fire purposes by the first of January 1876, according to said orig- inal contract. And be it further resolved, that said city water Company shall file their bond with said Mayor, in the sum of $10,000, ten thousand dollars, within thirty --- Page break --- 565 days after the change shall have been made in said original contract as con- templated by the first section hereof. The following petition was then read, towit: To the Honorable City Council, Gentlemen: On account of the great demand for choice blocks in the City Cemetery, and scarcity of ground left in the same to furnish the demand, I think it would be much to the interest of the city as well as a measure of economy to purchase some tract adjoining the present Cemetery, which can be cut up in suitable blocks and sold at once at a large advance on the purchased price, thus providing for the present and future needs of the city.
