Petitions read and disposed of. W.P. McDannell, asking for a license to retail spirituous and malt liquors in quantities less than one quart in Ward No 9. Granted. Charles Olsan, asking for a license to retail liquor spirituous and malt in quantities less than one quart in Ward No 9. Granted. A. Roggio & Co. asking for a license to retail spirituous and malt liquors in quantities less than one quart in Ward No 1. Granted. H. Praggi, asking for a license to retail spirituous and malt liquors in quantities less than one quart in Ward No 1. Granted. Alderman Brueggerhoff offered the following: Be it resolved by the City Council of the City of Austin, That the Assessor & Collector be, and is hereby authorized to extend the penalty of ten per cent on the collection of real estate tax to October the first 1875 and that he be further authorized to have this resolution published for the information of delinquent tax-payers. On motion the resolution was unanimously adopted. Ald. Brueggerhoff introduced the following: Be it resolved by the City Council of the City of Austin, That an appropriation is hereby made of $2810.00 (two thousand eight hundred & ten) dollars, out of any money not otherwise appro= priated, to pay for work and material and the building of the stone bridge across Shoal creek on College Avenue. Carried unanimously. Ald. Todd asked for an appropriation to dig the public well in the sixth Ward a few feet deeper so as to afford a sufficient supply of water. On motion, an appropriation of twenty dollars or so much thereof as may be necessary was allowed out of any money not otherwise appropriated The Mayor recommended the opening of a street running parallel with Cypress Street from East Avenue to the line of the city limits. On motion the same was referred to the Mayor and Street Committee with power to act in the premises. The Mayor recommended the passage of an ordinance authorizing the fencing in, surveying and beautifying the new grounds lately purchased for the extention of the city Cemetery. On motion the same was referred to the ordinance Committee to draft an ordinance and report the same at next meeting. On motion, the Mayor was authorized to take such steps as he may deem necessary with regard to the registering of city voters, for the next general city election. On motion, the Mayor was authorized to appoint two special policemen, to receive the same salary

as the other regular police, one for duty in the day and the other for duty in the night time, and to remain in service so long as the Convention remains in session or the Mayor may deem necessary. A claim in favor of Chale Louis, amounting to $109.00 for the building of a foot bridge across Waller creek on Ash street, and filling up the embankment to the same, was presented, and on motion, a city warrant of the amount of $100.00 was allowed by the following vote: Yeas — Ald. Boardman, Brueggerhoff, Cullen, Dohme, Whitchell, Piper, J. H. Robinson and Todd. The proposed amendments to the city Charter were read, and on motion, further action thereon was postponed to Wednesday evening 7 oo o'clock. Sundry bills were presented for work done on the Truck of Hope Hook and Ladder Company, amounting to $644.00. Referred to the Fire Committee to allow the same after the work has been received and found correct. On motion the Council adjourned to Wednesday 7 oo o'clock p. M. September 8th 1875. The proposed amendments to the Charter of the City of Austin were read, and amended so as to read as follows, towit, Amendments to the Charter of the City of Austin, to be submitted to a vote of the citi zens of said city at the next general election,

to be held on the first Monday in November 1870. Additional powers of City Council 42. That the city Council shall have full power to provide, by ordinance for the prompt collection of all taxes assessed or levied, and imposed by the City Charter, and to that end, may and shall have full power and authority to sell or cause to be sold real as well as personal property, and may and shall make, all such rules, and regulations, and ordain and pass all ordinances that they may deem necessary, to the levying or laying, imposing, assessing and collecting the taxes provided for in the City Charter. 43. To tax and regulate the keeping of dogs within the limits of said city. 44. To regulate and prohibit the running at large of any stock or any animals in said city 45. To create the office of City Recorder, to provide for his election or appointment, define his jurisdiction and duties, and prescribe his compensation and term of office. 46. To order special elections to fill vacancies for unexpired terms of all city offices that are elective, and to regulate the duties of all officers, servants, agents and employees of the city. Other Officers Amend Article 9, paragraph 1, 3 and 5, to read as follows: Article 9.[1] There shall be a City Attorney, a City Marshal, a City Treasurer, a City Assessor and Collector and a City Engineer. Said City Engineer shall by virtue of his office, be Street Commissioner. The City Attorney shall be authorized to administer oaths to persons making complaints in the Mayor's or Recorder's Court. Article 9.(3) The City Treasurer, City Marshal City Attorney, City Assessor and Collector, and the City Engineer shall be elected in the same manner as as the Mayor. They shall hold their offices for two years, and until their successors are elected and qualified, unless sooner removed by the City Council by a two-third vote of a full Council.

That the fines imposed in the Mayor's or Recorder's courts for the violation of the city ordinances shall not be less than five (5) dollars nor more than one hundred (100) dollars, and no fees shall be taxed in such cases, except for jury and city Attorney. That the Mayor nor Recorder shall have any right to remit any fines or fees imposed by either, or by a jury. Compensation of Officers. The officers of the City of Austin shall, after the adoption of these amendments, receive the following compensation and no other for their services. The Mayor shall receive a salary of two- thousand (2000) dollars per annum; The City Marshal a salary of eighteen hundred (1800) dollars per annum; The City Attorney a salary of six hundred (600) dollars per annum, and such fees as shall be allowed by the City Council. The City Treasurer a salary of six hundred (600) dollars per annum and no commissions. The city Engineer a salary not to exceed twelve hundred (1200) dollars per annum; The Assessor and Collector shall receive such compensation as may be allowed by the City Council. Alderman Bruggerhoff moved the adoption of the amendments as amended. Carried by the following vote: Yeas — Aldermen Bruggerhoff Cullen, Dohme, Robinson and Todd Nays — Aldermen Boardman and Mitchell. On motion then the amendments as adopted were referred back to the select committee having drafted the same to revise and prepare them for publication in the city news-papers.
