Regular Meeting of City Council. Council Chamber Austin Texas March 06, 1876. Mayor F. B. Wheeler in the chair. Present: Aldermen C. Bremond, F. W. Chandler, A. H. Cook Jr. A. Deffenbaugh, F. O. Goodale, D. A. James, J. Larmour, J. H. Robinson and W. A. Taylor. Absent: Alderman David Sheeks. The Minutes from February 7th to February 21st 1876, inclusive, were read and approved. Petitions read, Received and disposed of. Petition from W. S. Hotchkiss and others, asking for the repeal of the ordinance passed February 10th 1876 "Regulating the impound- ing of Animals running at large within certain limits of the city". Laid on the table Petition from a committee of the Travis County Medical Society, recommending the establishment of a Hospital, was, on motion, referred to a select committee, consisting of Aldermen Bremond, Taylor and Deffenbaugh. Petition from Charles Alson Agt. ask- ing for a license to sell spirituous and malt liquors in quantities less than one quart in Ward No 9. Granted. Petition from J. H. 85 A resolution increasing the duties of deputy city marshal and fixing his salary. Be it resolved by the City Council of the City of Austin: That for the present the Deputy City Marshal shall perform all duties required of the Assessor and Collector, as ex- officio Recorder of said city; that he shall keep a strict account of all receipts and disbursements of the city; shall record all appro- ved bills against the city and issue warrants upon the same, under the direction of the Mayor; shall keep the minutes and records of the Mayor's court, and the minutes and record of the proceedings of the City Council, and do and perform all other duties which are ordinarily required of a city clerk; Keeping his books at all times so that the finan- cial condition of the city can be understood by referring to said books. He shall be required to enter into bond for the faithful performance of his duties in the sum of one thousand ($1000) dollars, to be approved by the Mayor and City Council. For his services as Deputy Marshal and the additional duties required by this Reso- lution he shall be paid a salary at the rate of fifteen hundred dollars per annum. On motion the resolution was adopted by That this resolution take effect from and after its passage. On motion, the resolution was adopted by the following vote: Yeas — Aldermen Bremond, Cook, Good- ale, Larmour, Robinson and Taylor. Nays — Aldermen Deffenbaugh & James Alderman Taylor moved that a select Committee be appointed to provide an ordinance establishing the office of a city clerk and defining his duties and report the same at the next meeting. rdinance, No 74. entitled: An Ordinance defining and providing the punishment of vagrants. The ordinance was read, On motion the rules were suspended the ordinance read the second time, On motion the rules were further suspended the ordinance read the third time and passed by the follow- ing vote: Yeas — Aldermen Bremond, Chandler, Cook, Deffenbaugh, Goodale James Larmour, Robinson and Taylor, Nays — none. Alderman Goodale introduced an ordinance No 75. entitled An Ordinance amending Article number (358) of the City Code. The ordinance was read, On motion the rules were suspended the ordinance read the second time. On motion the rules were further suspended the ordinance read the third time and passed by the following vote: Yeas — Aldermen Bremond, Chandler Cook, Deffenbaugh, Goodale James Lar- mour, Robinson and Taylor. Nays — none. Alderman Bremond, moved that a select committee be appointed to audit all claims presented against "Hospital." Carried. Aldermen Bremond Cook Jr. and James were appointed said committee. The report from Charity Committee in regard to the proposition of Mrs. Henry taking charge of city patients was received. The report of special committee on the opening of Cypress street was received and the Mayor instructed to issue warrants to all who comply with the terms agreed upon by the committee appointed for this purpose and to proceed to open the continuance of said street according to law.
