Austin Prison Plans & Fire Equipment Funding

Prison Security Committee Formed – Council appointed a committee (including the Mayor, City Marshal, and three aldermen) to develop a plan for improving the city jail and better securing prisoners, after rejecting an initial proposal to set up a prison at the Market House.

Fire Equipment Purchase Approved – Council voted unanimously to pay $253 to the Silsby Manufacturing Company in New York for buckets and hoses for the Hook and Ladder Companies (volunteer fire brigades).

Water Company Inspection Pending – A committee tasked with inspecting the Austin City Water Company's compliance with its contract to the city requested more time to complete their report.

Called Meeting of the City Council Council Chamber Austin Texas March 23' 1876 Council called to order at 4.30 P M Mayor Wheeler in the Chair Roll called and the following Members answered Aldermen Chandler. Cook Deffenbaugh. Goodale. James. Darmour. Robinson Sheeks and Taylor. Absent Alderman Bremond The Chair announced Quorum present. The Mayor then informed the Council that the Meeting had been called for the purpose of hearing the report of the Committee appointed to inspect the Works of the Austin City Water Co and to ascertain it the said Company had complied with its contract with the City of Austin. The Committee not being ready to report were granted further time. Alderman Sheeks offered the following resolution Resolved that the Mayor and City Marshal be authorized to have the arrangements made for a City Prison in accordance with the suggestion of the Communication of the Mayor of late March 14" 1876. Alderman Goodale moved that the resolution be amended by inserting Market-House Committee to act with the Mayor and Marshal. Alderman Sheeks accepted the amendment The Yeas and Nays being called the reso- lution as amended was lost by the following vote Yeas. Aldermen Chandler. James Robinson. & Sheeks Nays Aldermen Cook. Deffenbaugh. Goodale Darmour and Taylor. Alderman Chandler moved the Council adjourn. Motion lost Alderman Cook moved that the Mayor appoint a Committee of Three to devise some plan and to arrange and provide for the better security of the City Prisoners. Carried Aldermen Cook Robinson and James was was appointed on the Committee --- Page break --- 88 On motion the Mayor and City Marshal and Alderman Larmour was added to the Committee. On motion of Alderman Robinson the Council adjourned John T Herbert. Mayor Wheeler in the chair Roll called and the following members answered Aldermen Chandler. Cook. Deffenbaugh. Goodale. James. Robinson. and Taylor Absent Aldermen Drummond Larmour and Sheeks The chair announced a quorum present The Mayor informed the Council that they had been called together for the purpose of granting authority for the payment of a Draft for Two hundred and Fifty Three (263) and [illegible] dollars in favor of the Silsby Manufacturing Co of New York for Buckets for H.d. Co. Alderman Cook offered the following resolution Resolved that the Draft now due. Hose & Buckets purchased for the Hook and Ladder Companies. and approved by the Fire Committee. be paid out of any monies in the hands of the City Assessor and Collector. and that the Mayor draw his Warrant for the Same The Yeas and Nays being called The resolution was passed by the following vote Yeas Aldermen Chandler. Cook. Deffenbaugh Goodale James.
