Hoffert Recorder Called Meeting City Council Council Chamber June 9" 1876 Council Called to order at 1.15 PM Mayor Whelan in the Chair Roll called and the following Numbers answered. Aldermen Bremand, Chandler, Cook, Teffenbauch, Goodale, Jinns, Larmour, Robinson, and Taylor Absent Alderman Stuts Guroom present The Mayor informed the Council that the object in calling them together was to take action on a petition presented by T Selva for license to be issued to him to sell spirituous and Vinous liquors in Ward #1 Alderman Robinson moved that the petition be granted and the Mayor authorized to issue the same The Yeas and Nays being called the resolution was lost, by the following VoteYeas Aldermen Bremond, Teffenbaugh and Robinson Nays Aldermen Chandler, Cook, Goodale, Jinns, Larmour and Taylor Alderman Chandler moved that the Mayor and City Attorney be requested to examine the laws on the subject of License and the powers of the City Council to regulate and enforce the same, and that the Mayor be authorized to employ additional Counsel if in his Judgment the same is necessary Carried Alderman Bremand moved that the same be now be presented regarding the power and authority of the City Council to regulate or change the tax assessment polls from the amounts as given in by the property owners. also as to the authority of Council in regulating or prohibiting the erection of or repairs to wooden buildings in the fire limits. And that a report on the same be made to Council at the next meeting On motion of Aldem Robinson the Council [illegible] --- Page break --- a adjourned 123 John S Horbach Recorder Court of Appeals Opie Chamber June 10" 1876 The Court of Appeals met at 12 o’clock, P.M. pursuant to a adjournment. The Chamber Present in the chair Roll call and the following members answered Aldermen Pool, Steffensburgh, Grossall, Jones, Larmour Robinson, Shute and Taylor Absent Alderman Bremond. Quorum Present Petition of John Nichols stating that he is the owner of ½ half Lots in Block # 181 and that he rendered them at $600 which he considers a fair price but the Board of Appraisers raised them to $750- and he asks a reduction. ✓ On Motion of Alderman Shute the property ✓ was reduced to $600. Petition of JM. Mansfield stating he owns Lots No 2. 3. 4. 5. 6 & 7 in Block # 87, that he rendered them at $1200. and the Board of Appraisers raised them to $2400 and he asks that they be reduced to the assessment as rendered by him ✓ On Motion of Alderman Shute it remained ✓ remains as fixed by the Board of Appraisers. Petition of Francis Dunlog stating that she owns Lots No 2.3.& 4 in Division “E” and that she rendered the improvements at $1000 and that it is more than they are worth and asks that they be reduced to $800.On motion the petition was not granted ✓ On motion of Alderman Grossall the vote just taken be reconsidered On motion of Alderman Robinson the petition of Mr Dunloge was granted and the improvements fixed at $800. F W C Harden President in the Chair. Roll called and the following members, answered Aldermen Cook, Deffenbaugh, Goodale, Jones Gormley & Robinson. Absent. Aldermen Bremner, Shirk and Taylor Grosvenor. Petition of H. Roden stating that he owns Lots Nos 5 + 6 in Block No 156 that he rendered his assessment at $2000 and it had been raised to $2460. He asks that his property be reduced to $1800. On Motion of Alderman Cook a reduction of $200- was made on improvements. Petition of Sophia Burnham stating that she owns Lots Nos 11 + 12 in Block No 100 that she rendered them at $1200 and that the Board of appraisers had raised them to $1600 each and asks that they be reduced to $600 each. On motion the petition was granted and the Lots reduced to $1200Petition of George Hancock stating that he owns Lots Nos 7 + 8 in Block No 29 rendered at $1500 and raised by Board of appraisers to 1800 On motion of Alderman Shirk the assessment was ✓ reduced to $1500Lots. 3. 4. 5. 6. in Block No 55 owned. Lots No. 9.10.11 + 12' in Block No 70. Lots Nos 3+4. in Block No 124 and Lots Nos 7+8 in Block No 172. rendered at $2300 = and raised by Board of appraisers to $2900 asks the assessment to remain as given in by them. On Motion of Alderman Gormley the assessment ✓ was reduced to $2300. Black No [illegible] was rendered at $500 the Board of appraisers raised it to $700 he asks a reduction of the $700. On Motion of Alderman Shirk the assessment stands as rendered by Board of appraisers $700. Petition of John W. Robinson stating that he rendered his assessment on E 1/2 Lot No 16 "Bremner" 'E' including improvements at $2000 - That the Board of appraisers has raised the property to $2750- he asks that the assessment be reduced to $2000 - --- Page break --- 125 On Motion of Alderman Laylor the Petition was granted and the afsessment fixed at $2000. Communication from J. H. Raymond was laid over on Motion the Council adjourned to June 15" at 12 o’clock M. John H. Herbert Recorder Court of Appeals Council Chamber June 13" 1876 The Court of Appeals met at 12 o’clock M. pursuant to adjournment, F. M. Hollander, President in the chair Roll called and the following members answered Aldermen Look, Steffenbaugh, Janes, Robinson Shook and Taylor Absent, Aldermen Bremond, Goodale, Larmour Quorum present Petition of Elias Palms stating that Lots #1 & 2 in 13 Block #170 had been raised by the Board of Equalization from $1000 to $1300 and the improvements they had afsessed at $1000. He is satisfied with afsessment on Lots but asks that reduction be made on improvements and that they be fixed at $750 or $800 on Motion of Alderman Taylor the improvements was fixed at $800 Also asks that Piano be reduced from $700 to $200 on Motion of Alderman Robinson the petition was granted and the Piano afsessed at $200. Also, improvements on part of Lot #6 had been afsessed at $2000- and Lot at $500 (100 ft). asks that the improvements be fixed at $1500 and the Lot at $3200 on Motion of Alderman Janes The Lot was afsessed at $3200 and Improvements at $1500 Petition of J. H. Raymond Trustee Austin Bank Block, Building less asking reduction in the afsessment of the Raymond House property from that made by the Board of Equalization to that as rendered by him on Motion of Alderman Shook the petition was --- Page break --- 126 ✓ Grantee and the afsesfment fixed at $3100 Petition of F M Swanson stating his Lot 3/4 & 77o 6 Block #84 afsesd at $7500 asks that it be reduced ✓ to $6,500 On motion the petition was granted and the property afsesd at $6500Petition of John M Tebault for self and others Lots 9.10.11 & 12 in Block #86 (M A Hampton) states that they had been raised to $1000- each and asks a reduction On motion of Alderman Gaylor the afsesment fixed at $750 for corner and balance of Lots at $700- each Lots # 4.5. & 6 Block #136 (P M Tebault) raised by Board to $1000- each asks that they be reduced to his own afsesment On motion of Alderman Shakes the afsesment remains as rendered by Mr Tebault afsesed at $750Lots # 7 & 8 in Block #9 rendered at $500- each raised by Board to $600- each asks reduction On motion of Alderman Shakes the afsesment stands ✓ as fixed by Board ($600' each) Lot # 8 Block #172 (Mrs Ann Hampton) rendered $600 raised to $750 asks reduction On motion of Alderman Lovell the afsesment remains ✓ as rendered by Mrs Hampton ($600-) Petition of J R Cummings was not considered On motion of Alderman Gaylor the Court of Appeals will continue their session for ten days and sit on Monday, Wednesday and Friday.
