Regular Meeting of City Council Council Chamber Sept 4th 1896
The Council was called to order at 4.45 P.M. Mayor Wheeler in the Chair Roll called and the following members answered Aldermen Drummond. Cook. Chandler. Diffenbaugh Goodale. James and Shuts. Absent Aldermen Larmon Robinson and Taylor Quorum present The Journal of August 26 was read and adopted Petition of E P Caigler stating that [illegible] March last he leased the City Market house and [illegible] Market privileges belonging thereto. That butchers and others are interfering with his rights by peddling meats within the limits belonging to said frontage and that he has no protection And asking the authority and permission to establish a butchers stall on Pecan Street one block west of Colorado Street and next door to Jaquas feed Store, and by granting this request it will enable him to protect himself. Alderman Cook moved that the petition of E P Caigler be granted The Yeas and Nays Ordered and the motion carried by the following Vote Yeas Aldermen Drummond. Cook. Chandler. Diffenbaugh. Goodale. James. and Shuts Nays None Petition of S J Munshiem asking to be released from the payment of Seventy five dollars due the City for license on the Austin Opera House for the last Quarter Alderman Drummond moved that the petition of S J Munshiem be granted The Yeas and Nays being ordered the resolution was carried by the following Vote Yeas Aldermen Drummond. Adjourned Meeting of City Council September 6. 1876 The Council met in Committee of the whole at 4 Oclock P.M. Present Aldermen Bremond. Cook. Chandler. Toffenbaugh Clondale and James. Absent Aldermen Garmoir. Robinson. Shute and Taylor. T.W.Chandler President of the Board of Aldermen in the Chair. After discussing the various propositions for the reduction of the expense of the City Government. It was resolved that the Committee prepare a report recommending such reductions and changes as they deem best for the interest of the City. and submit the same to the City Council for their action. The Committee then rose to meet in Council on Thursday next September 9" 1876 at 12 Oclock M.

The Council met at 12 oclock M pursuant to adjournment Mayor Wheeler in the Chair Roll called and the following members answered Aldermen Bremond, Cook, Chunder, Daffenbaugh, Woodale and Sheds. Absent Aldermen James, Harmon, Robinson and Taylor Quorum present The following report from the Chairman of the Council sitting in committee of the whole was presented
Hon F.B. Wheeler, Mayor of Austin Texas The City Council sitting in Committee of the whole, would respectfully recommend the following changes and reductions in the expenses of the City Government, to wit. I That all Oil Lamps which are being used at the expense of the City be discontinued II That the salary of each Policeman be reduced to Fifty dollars per Month, and that the general and special Police be allowed a fee of One dollar for each arrest when the party is convicted and pays his fine and cost in money. Provided that the Night Officer who remains at Police Head Quarters shall receive Twenty five dollars per month, and Provided further that in addition to the Fifty dollars per month allowed to the Policeman acting as Health Officer and Market Master, shall be allowed Fifteen Dollars per month for the feed and use of his horse and the same fee for arrest as allowed other Police Officers III That as the City is doing very little work at this time except by prisoners, and consequently need the services of the City Engineer but seldom, That the Salary of the City Engineer be reduced to Fifty dollars per Month IV That the City Attorney shall hereafter receive a fee in no case unless the party convicted shall pay such [illegible] in money V That the Twenty dollars per Month heretofore allowed from the Charity Appropriations for the support of C. W. Montgomery be discontinued VI That the amount heretofore [paid] [illegible] Jacot Fountain from the Charity Appropriations for the boarding of Paupers be discontinued VII That the Salary heretofore allowed for payment of Pound Keeper

be discontinued VIII That these changes and reductions go into effect on and after the first day of October next, and that the Mayor give all parties, interested, notice to that effect, and that the Ordinance Committee be instructed to prepare and report an Ordinance conforming to the recommendations in this report and report the same at the next meeting of this Board for the action of the Board

On Motion of Alderman Cook the report was received Alderman Bremond moved that the report be Acted on by Sections Carried Section One was read and Alderman Deffenbaugh move its adoption Alderman Shults moved to amend section one by adding the following That the Mayor and Marshal be required to keep Pumps at such Places as they may deem necessary, to be approved by the Council. The amendment was accepted The Yeas and Nays ordered and the section as amended was adopted by the following vote Yeas Alderman Bremond, Cook Chandler, Deffenbaugh, Goodale, and Shults Nays None Section Two was then read, and Alderman Goodale moved its adoption Alderman Shults moved to strike out of Section 2, after the word convicted, the following words, and pays the fine and costs in money amendment accepted The Yeas and Nays ordered and the Section as amended was adopted by the following vote Yeas, Alderman Bremond, Chandler, Deffenbaugh, Goodale, and Shults Nays Alderman Cook Section Three was read and Alderman Shults moved to strike out all that part of section 3 which gives a reason for the reduction of Salary.
