Austin Market House Upgrades & Tax Collection

191 Called Meeting of City Council February 01, 1877 Council met at 2,30 P.M. in Mayor being unable to preside on account of sickness Alderman Robinson was called to the Chair. Roll called and the following Members answered Aldermen Cook, Deffenbaugh, Goodale, James, [illegible]mour Robinson and Root. Absent Aldermen Desmond, Chandler and Taylor The Mayor informed the Council that he had called them to gather for the purpose of receiving the report of the Market House Committee and to submit an Ordinance prepared by them for the regulating of Markets for the ensuing year also to lay before them certain ordinances for the collection of back Taxes The Committee on Market House submitted the following report Austin Texas January 29th 1877 Hon T. B. Wheeler Mayor Sir Your Committee on Market House to whom was referred the matter of Market regulation and privileges for the year commencing on the first day of March next, have the honor to report that they have carefully examined the Ordinances of previous years, for the government of Licenses and rent of Stalls in the City Markets, and have prepared an ordinance regulating the Market privileges, Rents, Licenses +c for the ensuing year which Ordinance is herewith submitted and recommend that it do pass Your Committee would also recommend that the City Market House be ceiled overhead with jointed and battened Ceiling, and that the rock floor which is in bad condition be removed and that the old rocks be jointed or squared and laid in the butchers Stalls, and that the Centre of the floor be laid with squared blocks of Stone and the entire floor be laid in cement Respectfully Submitted W H Cook Jr W Deffenbaugh J Larimore Market House Com --- Page break --- 192 On motion of Alderman James the report of the Committee on Market House was received By Alderman Rosh, Be it resolved by the City Council of the City of Austin That the improvements recommended in the report of the Market House Committee be made, and that the Market House Committee together with the Mayor be and is hereby authorized and empowered to contract for all necessary material and labor to complete the same and the work shall be done under their and the City Marshals supervision Carried On motion of Alderman James the ordinance regulating markets & Market privileges was taken up and read Alderman Taylor came in took his seat and was recorded present On Motion of Alderman James the ordinance was received and passed its first reading Alderman Rosh moved to suspend the rules and put the ordinance on its second reading The Yeas and Nays being called the rules was suspended by the following vote Yeas Alderman [illegible], Cook, Diffenbaugh, Goodale, Garmon, Robinson and Taylor Nays Alderman James Alderman Cook moved that further action on the Market Ordinance be postponed, until the absentees which had been sent for had reported Carried The Ordinance to provide for the collection of back taxes aposed since January 1870 was taken up and and passed to its second reading Alderman Rosh moved to suspend the rules and put the ordinance on its second reading, the Yeas and Nays being called the rules was suspended by the following vote Yeas Alderman Cook, Diffenbaugh, Goodale, James Garmon Robinson and Rosh Nays Alderman Taylor The Ordinance was then read the second time and passed to its third reading Alderman Diffenbaugh moved to further suspend the rules and put the ordinance on its third reading The Yeas and Nays being called the rules was suspended by the following vote, Yeas Alderman Cook, Diffenbaugh, Goodale James, Garmon Robinson and Rosh Nays Alderman Taylor The Ordinance was then read the third time and passed by the following votes Yeas Alderman Cook Diffenbaugh Goodale James Garmon Robinson and Rosh Nays Alderman Taylor --- Page break --- 193 1By Alderman Cook An Ordinance to provide for the Collection of delinquent taxes on real & personal property The Ordinance was read and passed to its second reading Alderman Rork moved to suspend the rules and put the ordinance on its second reading. The Yeas and nays being called the rules was suspended by the following vote Yeas Alderman Cook, Deffenbaugh Goodale, James Larmour Robinson and Rork Nays Alderman Taylor The ordinance was then read and passed to its third reading Alderman Rork Moved to further suspend the rules and put the Ordinance on its third reading The Yeas and Nays being called the rules was suspended by the following vote, Yeas Alderman Cook, Deffenbaugh, Goodale James, Larmour, Robinson and Rork Nays Alderman Taylor The Ordinance was then read the third time and passed by the following vote Yeas Alderman Cook, Deffenbaugh Goodale James, Larmour, Robinson, and Rork Nays Alderman Taylor 1By Alderman Cook, Be it resolved by the City Council of the City of Austin, That the City Attorney is hereby instructed to dismiss all suits now pending in favor of the City of Austin against delinquent tax payers, and to immediately deliver to the Clerk of the City of Austin all Tax rolls and accounts heretofore placed in his hands for collection. Petitions of Citizens against the granting the right of way through the streets of the city to Railroad Companies On Motion of Alderman Cook the petition was referred to the Committee on Streets Petitions of Bruggerhoff & Heidenheimer asking for the construction of a Bridge at the intersection of Congress avenue and Mulberry streets On Motion of Alderman Cook the petition was referred to the Committee on Streets with power to act Petition of Mr Bruggerhoff asking that he be allowed a credit of Eighty two and 9/100 on his real Estate tax for the year 1876 which amount he had expended for the benefit of the city in Belasting & Grading the gutters on Mulberry Street On Motion of Alderman Cook the petition was referred to the Committee on Streets for investigation and report Petition of George Grayson, J. W. Chaney, H. C. Badge and others asking that Drays and other Vehicles be inhibited
