228 Yeas Aldermen. Bremond. Cook. Deffenbaugh Goodale. Larmour. Robinson. Root and Taylor Nays Alderman James On motion of Alderman Deffenbaugh the Council adjourned Jno. T. Herbert. City Clerk Called Meeting of City Council March 26 1877 Council called to order at 2:45 P.M. Mayor Wheeler in the Chair Roll called and the following Members answered Aldermen Chandler. Deffenbaugh. Goodale. James. Larmour. Robinson Root and Taylor Absent Aldermen Bremond and Cook Quorum present The Mayor informed the council that he had called them together for the purpose of laying before them a Petition from Olof Garden proprietor of the Capital Theater asking for a permit for certain purposes which he had declined to grant. And to submit the specifications made by the City Engineer for the building of the Sewer at the foot of Congress Avenue. Also to take such action relative to the location of Fire Hydrants Stock Fountains and extending the time for the completion of the Reservoir that will be just to both the City and Water Is company. Alderman Taylor moved that the Ordinance passed on the 20th ult for the location of Fire Hydrants Stock Fountains, and extending the time for the completion of the Reservoir, be reconsidered as said Ordinance did not fully meet the object desired and that the Ordinance had not been approved The Yeas and Nays ordered and the --- Page break --- 229 motion to reconsider carried by the following vote Yeas Aldermen Duffenbaugh, Goodale, James Larmour Robinson Rork and Taylor Nays None. Alderman Chandler was excused from Voting Alderman James moved that all papers relative to the locations of Hydrants and other business between the city and the Water Company be referred to the Fire Committee with instructions to report at next meeting Carried Petition of Alf Gardner, Proprietor of the Capitol Theater asking that permission be given him to sell Spirituous Liquors in the hall where the Variety Theater is exhibited, by his paying the proper license and complying with all regulations governing the same Alderman Chandler said that as the petition was not addressed to the council but was simply addressed to the Mayor for his action, it was not properly before the council. He therefore moved that the petition be laid on the table The Yeas and Nays ordered and the motion to lay on the table carried by the following vote Yeas Aldermen Chandler, Duffenbaugh, Goodale, Larmour, and Taylor Nays Aldermen James Robinson and Rork Austin Texas March 5 1897 To the Hon Mayor and City Council Your Committee to whom was referred the Petition of the Local Board of Underwriters, have the honor to report that they have carefully examined the same and would respectfully recommend that the license for each and every Insurance Agent except Life Insurance Agents be fixed at Ten dollars per annum and that each and every Life Insurance Agent be fixed at Fifty dollars per annum. And that all licenses be paid for in advance and before such license is issued On motion the report of the Committee was received Alderman Robinson Moved that the report of the Committee be adopted. Petitioner represents that on the 24th day of March 1877 he applied to the Mayor for a permit as shown by an exhibit Marked "A" which is attached, said permit was refused him. he now asks the Board of Aldermen to grant him said permit Alderman Read moved that the petition be granted The Yeas and Nays ordered and the resolution to grant the petition was lost by the following vote Yeas Alderman Goodale James Robinson and Read Nays Aldermen Deffenbaugh, Larmour and Taylor Alderman Chandler declined voting Alderman Chandler Moved to refer the Petition of Alf Gardner to a special committee of three for investigation and report Carried Aldermen Chandler, Taylor and Goodale were appointed on the committee On Motion of Alderman Deffenbaugh the counadjourned subject to the call of the Mayor John L.
