Independence Day Planning: Council appointed a special committee to coordinate with fire departments, military companies, and civic groups to organize Austin's Fourth of July celebration, with recommendations due at the next meeting.

Police Officer Confirmations: Two men—John Robinson and J.H. Patterson—were unanimously confirmed as police officers after the mayor's nominations.

City Accountant Hired: Council passed an ordinance authorizing the mayor to employ an accountant to audit the city's books, with funds allocated from the general budget.

Safety Investigation: A dangerous chimney or stove pipe at a house next to the Raymond House was referred to the Fire Department committee for investigation and safety assessment.

City Engineer Support: Council agreed to prepare an ordinance defining the city engineer's duties and compensation, and to consider purchasing surveying instruments upon request.

282 with this resolution be and they are hereby repealed Carried On Motion the Council adjourned Thos S Herbert City Clerk Called Meeting of City Council June 21, 1877 Council called to order at 4.30 PM Mayor De Gross in the Chair Roll called and the following members answered. Aldermen Deffenbaugh Jarles Garrison Maas Robinson Taylor Ward and Arthurs Absent Aldermen Desmond and Bourt Quorum present The Mayor informed the Council that he had called them together at the request of a number of citizens to see what action if any they would take in the celebration of the 4th of July. Alderman Taylor moved that the Fire Committee be requested to confer with the Chief and other officers of the Fire Department. And that a Special Committee of three be appointed to wait upon the officers of the several Military companies. Civic Societies and citizens generally regarding the proper Celebration of the 4th of July and report at next meeting. making such recommendations as they deem best Carried --- Page break --- 283 The Mayor appointed Aldermen Hard. Beffenbargh and Withers as the special Committee On Motion of Alderman Taylor the Mayor was added to the Committee The Mayor stated that complaints had been made to him regarding a Chimney or stove pipe at the house next to the Raymond House. as being dangerous Alderman Hard moved that the matter be referred to the Committee on Fire Departments for investigation with request to report at next meeting. So carried The Mayor presented a Bill of costs from Travis County Court amounting to $16.25 in Case #107. John Dougherty Vs City of Austin On motion of Alderman, the matter was referred to the City Attorney The Mayor presented the names of Joh Robinson and J H Patterson as having been appointed by him as Police Officers and asked their confirmation. Aldermen Taylor and Robinson were appointed tellers The vote was taken by ballot and the Nominations confirmed unanimously Petition of L D Anderson City Engineer Asking the City to purchase Certain Surveying Instruments Alderman Taylor moved that the petition be received and referred to the Committee on Ordinances. and that the committee prepare an Ordinance defining the duties of the City Engineer and fixing his compensation and report the same at the next meeting of Council. Carried on motion of Alderman Robinson the Mayor [was] added to the Committee The Mayor requested the Council to authorize the employment of an accountant to examine the Books of the City and to make an appropriation to pay for same. Whereupon Alderman Withers introduced the following An Ordinance Authorizing the Mayor to employ an accountant to examine the Books of the City and, Making an appropriation for the same The Ordinance was read and passed to its second reading Alderman Robinson moved to suspend the rules and put the ordinance on its second --- Page break --- 284 reading The Yeas and Nays ordered and the motion to suspend the rules passed by the following Vote Yeas Alderman Deffenbaugh James Garnmour Maas, Robinson. Taylor, Ward and Withers Nays None The ordinance was read the second time and passed to its third reading Alderman Robinson moved to further sus- pend the rules and put the ordinance on its third reading. The Motion to further suspend the rules passed unanimously The ordinance was read the third time Alderman Deffenbaugh Moved that the ordinance do pass The Yeas and Nays ordered and the Ordinance passed by the following vote Yeas Alderman Deffenbaugh James Garnmour Maas Robinson Taylor Ward and Withers Nays None By Alderman James. Resolved that the City Clerk be hereby authorized to purchase Ice during the Summer Season for the use of the Mayors City Clerks and Marshals Offices. not to exceed Ten Cts per day, the same to paid for from the general revenue of the City. -- Carried By Alderman Withers a Resolution autho- rizing the appointment of Market Master By request the resolution was withdrawn.
