Infrastructure Projects Approved: Council authorized $1,000 to build a stone bridge in Ward #8 and approved a 1% tax on property owners along Block #69's alley to fund street paving, plus authorized an iron pipe or culvert installation on Pecan Street.

City Election Set for November: First Monday in November designated for city officer elections, with specific polling places assigned across all 10 wards and judges/clerks appointed to oversee voting.

Street Improvements: Multiple lamp posts ordered for Guadalupe & Mesquite Streets and Wilmon Boulevard; street repairs authorized in Wards #6 and #10.

Property Disputes Resolved: A property owner's assessment was reduced by $1,000 after the city acknowledged an appraisal error, and a contractor received partial payment in U.S. currency after being paid in devalued city warrants.

Building Permits Granted: Permission granted to add an external stairway to Bremond's Bank building on Congress Avenue.

Called Meeting of City Council October 5" 1874 Council called to order at 8.15 P.M. Mayor DeGrees in the chair Roll called and the following Members answered. Alderman Bremond, Daffenbaugh, James Robinson Taylor and Millins Absent Alderman Cook, Larmon, Maas and Hard. Quorum present The Minutes of the last Meeting (Oct. 1" 1871) was read Alderman Taylor moved to amend the minutes of last meeting on the question of post poning action on the Ordinance making an appropriation to build a bridge in Ward #18, so as to read that the Mayor cast his vote in the negative and the motion to postpone was lost. Carried On Motion the Minutes of last Meeting (Oct.1) as amended was approved Alderm Robinson moved a call of the Council Call sustained, and the Marshal was directed to bring in the absenters On Motion of Alderman Robinson the call of the Council was suspended Petition of G W Erwin stating that in February 1875 he contracted with the Fire Committee of the City Council to fill the Fire Cisterns for the sum of $75.00 in U.S. Currency, but he received instead City Warrants which he was compelled to dispose of at a discount. That he now is indebted to the city in the sum of $80.00 which the city collector demands the U.S. currency in payment. He asks that the collector be authorized to re= ceive city warrants in settlement of said debt Alderman Bremond moved that the petition of Mr Erwin be granted Alderman Robinson moved to amend by authorizing the City Assessor and Collector to pay Mr Erwin Fifty dollars in U.S. Currency for his City Warrants for Fifty dollars The Motion as amended was adopted Petition of Eugene Bremond, stating that he is the owner of the building known as Bremonds Bank --- Page break --- 342 situated on the Corner of Pecan Street and the alley between Congress Avenue and Brozos Street And asking permission to erect a Stairway running from the alley to the second of said building On Motion of Alderman Withen the pe= tition was granted Petition of August Milbacher Stating that he is the owner of Lot# 3 in Block #65 in the City of Austin, That the Board of Appraisers had assessed the Lot $1000 above the assessment of the other lots in said block, That the board of Appraisers had Acknowledged the error in the assessments and asking that the Assessment be reduced $1000On Motion of Alderman Robinson the petition was granted and the Mayor was authorized to make the Corrections as petitioned for. The City Attorney to whom was referred the resolution presented at last meeting declaring the amendments to the City Charter unconstitutional null and void, presented a report on same citing various authorities and giving as his Opinion that said amendments are Constitutional and in force and having be [illegible] by competent authority On Motion of Alderman James the report of the City Attorney was received and adopted On Motion of Alderman James the report of the City Attorney was ordered printed in the Statesman and Gazette Austin Texas October 5th 1874 To the Hon Mayor and City Councile of the City of Austin Your special Committee to whom was referred the report of the City Engineer. have the honor to report that they have carefully examined the same, and respectfully recommend that a Tax of One ton and be levied upon all the property fronting on either side of the Alley of Block N° 69 and that an Ordinance be passed Authorizing the levy of said tax, also authorizing the Mayor to let the contract to the lowest and best bidder at a sum not to exceed 98 cents per square [illegible] J. An Ordinance to levy a tax of One per and for the purpose of Paving the Alley in Block #69. City of Austin The Ordinance was read and passed to second reading By Alderman Taylor. Be it resolved by the City Council of the City of Austin. That the Clerk of the City of Austin be authorized to purchase a copy of Barkleys Digest of Parliamentary rules for the benefit of the City Council On motion action on the resolution was postponed Alderman Taylor moved that the Mayor be authorized to lease the property known as the Old Mill property as soon as the term expires by which J.T. Patterson appointed at last meeting as one of the Judges of Election On Motion the Ordinance to levy a tax of one per cent for the purpose of Paving the Alley in Block #69 City of Austin which passed its first reading at last Meeting, was taken up and read the second time and passed to third reading Alderman Maas came in and answered and took his seat Alderman Deffenbaugh moved to suspend the rules and put the Ordinance on its third reading The Yeas and Nays Ordered and the motion to suspend the rules carried by the following vote Yeas Aldermen Ormond Cook. Robinson Taylor and Withins Nays None The Ordinance was read the third time Alderman Robinson moved that the Ordinance do pass --- Page break --- 345 The Yeas and Nays Ordered and the Ordinance passed by the following vote Yeas Aldermen Bremond, Cook, Deffenbaugh James, Darmon, Mase, Robinson, Taylor and Withers Nays None On Motion of Alderman Bremond the Street Committee was authorized to have an Iron Pipe laid or build a Culvert across Pecan Street where the Alley of Block No 69 crosses said Street Alderman James moved that the Mayor be authorized to fill vacancies should any occur in the Judges or Clerks of the Election ordered, and to designate places for holding the Election should any of the places which have been selected be unsuitable or cannot be secured Carried By Alderman Cook Be it Resolved by the City Council of the City of Austin, That the Street Committee be authorized and directed to erect a Lamp with Post on the Corner of Guadalupe and Mesquite Streets- Carried By Alderman Withers Be it Resolved by the City Council of the City of Austin, That the Street Committee be authorized and directed to erect a Lamp post with Lamp at Wilmon Blvd in Ward No 4. Carried Petition of John T. Miller asking that an Iron top be put on the top of the Cistern situated on the edge of Bois d'Arc Street in front of the House occupied by Washington Hose Co No 1 On Motion of Alderman Bremond the Petition of J. T. Miller was referred to the Street Committee with power to act On Motion of Alderman Darmon the Street Committee was authorized and empowered to employ a Team and Plow to do certain work on Streets in Ward No 6 On Motion of Alderman Cook the Matter of doing certain work in Ward No 10 was referred to the Street Committee and City Engineer with power to act On Motion of Alderman Deffenbaugh the Ordinance appropriating One thousand dollars to build a bridge in Ward No 8 which [illegible] it --- Page break --- 346 first reading October 1st 1879, was taken up and read the second time Alderman Janes moved to amend the ordinance by inserting the word Stone before the word bridge Carried Alderman Dremond moved to further amend the Ordinance so as to read as follows An Ordinance Appropriating the sum of one thousand dollars out of any money not otherwise appropriated to build a Stone bridge in Ward #8 Carried The Ordinance as amended was read and passed to third reading Alderman Robinson moved to suspend the rules and put the Ordinance on its third reading The Yeas and Nays ordered and the motion to suspend the rules carried by the following vote Yeas Aldermen Bremond Cook.
