Monday, October 15, 1877 special called

Meeting Called for Mayor's Report: Mayor De Gress convened the city council to present his mandatory annual report to aldermen, a key accountability measure for the city's leadership.

Quorum Issues: The October 15th meeting had to be adjourned due to insufficient attendance—only 4 of 10 aldermen showed up, preventing any official business from being conducted.
