Stone Quorum present The Journal of last Meeting was read and approved The City Attorney submitted the following report Austin Texas Nov 19th 1879 To the Hon Mayor and Board of Aldermen At the last meeting of your honorable body my attention was called to the ordinances and amendments thereto existing - relating to the running at large in the City limits of horses cattle and other animals enumerated and set out in said ordinances. is whether the Ordinances and amendments now existing in the City Code are of any binding or efficacy My opinion is they are. I have given the question no little study and can find no legal grounds that can be urged against their legality In short I do advise that the ordinances and amendments in regards to the running at large within the City limits of Animals as legal and constitutional

On motion of Alderman Heartley the report of the City Attorney was received Alderman Miller made a verbal report of the Committee appointed to meet a Committee from the Board of Trade to consider the propriety of giving certain matters from various cities a public reception. he stated that the committee had held a meeting and appointed sub committees in order to facilitate the business and that there was no doubt of the successful carrying out of the object in view On motion the report was received and the Committee continued. The Committee appointed to examine the work on East Pecan Street submitted the following report Austin Nov 22nd 1897
To the Hon Mayor and City Council of the City of Austin Gentlemen Your Committee appointed to examine and report upon the condition of the new gutters on East Pecan Street, whether executed according to specifications, and what alterations should be made, beg leave to submit the following Our examination was made immediately after a heavy rain, which had the effect of exposing certain defects in the work which could not be easily detected before, such as cobble stones of greater or less dimensions than called for, carelessly and irregularly laid down and not properly rammed, and in some instances not rammed at all, this latter fault being due to the fact that the City had been unable to

fill in so as to sustain the outside curbing in its position while the ramming could be done, the smooth stones next to the main curbing as well as the entire pavement in places was found to have a steeper slope than was intended, and curved upward instead of being straight Some of the street crossings were too deep and rough causing too great a shock to wheels. We also found that the gutter on the North side and extending Eastward from the first Block was incapable of containing the water which flows into it from what is known as Post office Alley, as well as from the extensive water shed lying all along that side of the street. As the most economical and effectual remedy for this objection we have directed that this portion of the gutter be lowered four inches and flattened, and that the street crossings be also flattened. As a further relief to this gutter we recommend that the Post office Alley be extended south across Pecan Streets and the length of another Block and paved in the same manner. We recommend further that two lines of flat stones six inches thick, fifteen inches wide and three feet apart be laid at the side street crossings from one pavement to the other for the accomodation of foot passengers in the other
We have also agreed to allow the Contractor an extra compensation of one hundred and twenty five dollars for making the alterations in the gutters and street crossings herein recommended Very Respectfully Your Obt Servts Joseph Nalle H. M. Strong J Shypham R Platt
