Called Meeting of City Council February 09, 1878 Council called to order at 8.45 P.M Mayor DeGress in the Chair Roll called and the following Members answered. Aldermen Grow. Brooker. Millett. Markley Mertz Nalle and Platt. Absent Aldermen Moller Sheehan and Strong Quorum present. His Honor stated to council that he had called them together for the purpose of presenting to them for their action an Ordinance Regulating Markets; and to present his message vetoing a Resolution ordering the sale of a certain number of the Horses, Carts, and Harnesses, and also for the transaction of such other business as may be properly brought before them. His Honor also stated that he had two other vetoes which he would present at the next regular meeting. The following message was presented Mayor Office Austin Texas Feby 6th 1898 To the Honorable Board of Aldermen City of Austin Gentlemen I have the honor to return here with a Resolution authorizing and directing the Mayor to have sold at public Auction all Carts, Horses, Mules, and Harness belonging to the City of Austin, except the one used for Sanitary purposes, passed by your Hon Body Feby 4th 1898, with my objections thereto Rule 5 of the Rules of Order of the City Council requires all resolutions of a general Character to be read in Council on three several days unless two thirds of a full Board shall vote a suspension of the Rule This rule was not complied with, but the Resolution was only read once and passed, even if it had been passed in accordance with law, I do not think it judicious at this time, when money is scarce, to sell this property, and especially at public Auction, the city would realize but little
