Austin's 1878 Tax and Business Regulations

Tax ordinance passed: Council approved a 1% property tax for 1878, with one-sixth of revenues dedicated to paying off city bonds.

Corporate property assessment rules established: New regulations were passed to standardize how companies and corporations would have their property assessed and taxed within Austin.

Liquor licenses granted: Two petitions for retail liquor licenses were approved for Max Pehrmann and W.E.H. Dymock.

City appraisers funded: The council allocated $200 to pay the Board of Appraisers and Equalization for their services in assessing property values.

Street lighting ordinance stalled: A proposed ordinance regulating street lamps failed to advance, with the motion to move it forward defeated by a narrow vote.

Called Meeting City Council Austin, Texas, May 24, 1878. Mayor De Grisse Presiding. Roll Called. Present Aldermen Brooker Raven, Sheehan & Strong. No quorum present. Alderman Brooker moved a call of the council. The Call being sustained by three aldermen the Marshall was sent for the absentees. Aldermen Millett, Platt & Vaughan appeared and answered to their names. On motion Alderman Metz was excused and the Call suspended. * An Ordinance levying taxes for the year 1878 and providing for their collection. First time. Alderman Brooker moved to insert in the blank left for the rate of ad valorem tax in section one, the words one per centum and to add after the words 1898, the following - "one sixth of which shall be set aside for the redemption of city bonds. Motion Carried. On motion of Alderman Brooker the rules were suspended and the Ordinance placed on its second reading by the following vote: Yeas Aldermen Brooker, Millett, Platt Raven, Sheehan, Strong & Vaughan - 7 Absent Aldermen Brow, Metz & Halle- 3. The Ordinance was read the second time as amended and on motion the rules were further suspended and the Ordinance placed on its third reading by the following vote. Yeas Aldermen Brooker, Millett, Platt, Raven, Sheehan, Strong & Vaughan - 7. Absent Aldermen Brow, Metz & Halle 3. The Ordinance was read the third time and on motion the rules were suspended and the ordinance passed by the following vote: Yeas Aldermen Brooker, Millett, Platt, Raven, Sheehan, Strong & Vaughan- 7 Nays none. And on motion the rules were suspended and the ordinance placed on its third reading by the following vote: Yeas Aldermen Brooker, Millett, Platt, Parbn, Sheehan, Strong & Vaughan- 7. Absent Aldermen Crow, Metz and Stalle 3 An Ordinance providing for the registration and numbering of City informants and fixing the payment of the do." Read first time and on motion of Alderman Parm amended by adding to Section four the following words, "and after such notice shall have been given, they shall not draw any further interest." Read first time and motion to suspend the rules to place the ordinance on its second reading lost by the following Vote. On motion of Aldermen Brooker the per diem pay of the members of the Board of Appraisers and Equalization was fixed at [illegible] dollars. By Alderman Brooker. A Resolution appropriating $200.00 to pay the Board of Appraisers & Equalization for their services.
