Fire Station Project Approved: Council confirmed Alderman Crooker's emergency decision to rebuild a truck house for the local fire company under budget at $347.85 (out of $400 appropriation), with the city purchasing the completed structure.

Street Development Decisions: A petition to open a new street from Pine to Burnet Street was rejected for lacking sufficient property owner signatures; however, the council approved $178.17 to open a street near J.H. Raymond's property.

Bridge Repairs Funded: Approved $200.22 to repair and extend the Chestnut Street bridge, with the contractor required to guarantee the work would last at least 12 months.

Public Safety Updates: Hired August Tiedeman as a mounted policeman (receiving 7 of 10 votes) and Michael Riley as a special policeman to replace a resigned officer.

City Infrastructure: Granted a street lamp for the Alta Vista Institute and accepted a land donation from A. Jeff Johnson for street purposes.

681 Regular Meeting of City Council Austin Tx. Sept 1st 1879. Mayor De Gress presiding. Roll called; present, Aldermen Lemr, Crooker, Millett, Metz, Nalle, Platt, Raven, Sheehan, Strong, and Vaughn. The minutes of the meeting of Aug 4th were read and approved. Petition of S. W. Jolts and others for the opening of a street from the west end of Pine street to Burnet street. On Motion, the consideration of the petition was postponed until Wed- nesday, September 3rd, at 8 o'clock P.M. Petition of R. M. Swearingen for a street lamp at the Alta Vista Institute. Petition granted and the city marshall instructed to have the lamp established. Reports of city sexton, city physicians, and city marshall for the month of August were read, approved and ordered filed. Report of special committee on account of J. J. Campbell, for $36.00 for extra work in removing the city clock and tower, recommending that the account be allowed. On motion the report was adopted. A resolution appropriating ($36.00) Thirty-six dollars to pay J. J. Campbell for extra work in removing the city clock and bell tower, was introduced. Resolution read first time, and on motion, the rules were suspended and the resolution passed to its second reading by the following vote: Yeas:— Aldermen, Lemr, Crooker, Millett, Metz, Platt, Raven, Sheehan, Strong and Vaughn. Nays— Nalle. Communication from S. W. Crocker as follows: To the Honorable Mayor and Board of Aldermen of the city of Austin: Gentleman: - On the fourth day of August, 1879, you made an appropriation of ($400.00) Four hundred dollars to rebuild the truck house for Protective Hook and Ladder Company No. 3. His honor the Mayor authorized me to get up plans & specifications for the same, which I did. I went to the Mayors office and found he had been called away. I then look- ed for Col. Lemr, acting Mayor, and could not find him; concluded then to let the matter rest until the Mayor returned. That evening I met the foreman and other members of the company, who insisted that the building be put up as early as possible, as the truck was getting damaged. I asked Mr Johns, city attorney, when the Mayor would return; he said he could not tell. I then went to the Stationary office and put in an advertisement for bids. I re- ceived five, which I sent to Col. Lemr. He opened the same, and sent me the re- sult as follows: Texas Building Association, $680; Hall and Hurlbut $628; J.J. Campbell, $698; Phillips & Trigle, $694; Nunn, Thirlappa & Brunt $595.75. You will see from these figures that the lowest bid is $195 in excess of your appropriation. I saw Col Lemr; he told me he could not tell when the Mayor would return. I then made out a bill of lumber, tearing off the awning in front; gave the same to Mr De Leon, foreman of --- Page break --- 683 the company; he submitted the bids to C. F. Millett and Loomis J Christian, and received a bid from each as follows; Loomis J Christian $2,60.70; C. F. Millett $248.80. He then got bids for the labor with the following results; Phillips J Jeigh $25.00; Burson $100.00; Thui-lapoppa J Burnt, 94.00. By putting the lowest bid for labor and the lowest bid for lumber together you will see that we are able to get the house for the appropria-tion. C.F. Millett, lumber $248.80, Theillappa- pa J Burnt labor $94.00, Pfanelzencher, stone $5.00 $347.85 Leaving a balance of $62.15 for chimney, hardware and painting. Painting was not included in the original body. So you will see that we will get the house com- -pleted for the appropriation. Now gentleman, as I have no authority for going on with this work, and as it was necessary to get the truck under cover as soon as possible, I hope you will see proper to confirm my actions in this matter. On motion, the action of Alderman Crooker was confirmed by the Council and the city purchased from Mr Crooker, at the price paid by him for the same, the house built for Protection Hook and Ladder Company No 3, and the Mayor was author- ized to draw his warrant for the amount in favor of L. M. Crooker. Petition from Protection Hook and Ladder Company No 3. Referred to com- mittee on fire departments. Account of H. Kammacher for dirt furnished for filling in at West Pecan street bridge. On Motion, the finance committee was instructed to approve the account and the mayor authorized to draw his warrant for the same. Deed from A. Jeff Johnson and wife, to the city of Austin of a cer-tain tract of land in block 167, sixty- --- Page break --- 684 -seven-, division D for street purposes. Read referred and the deed ordered to be recorded Resolution appropriating ($200.22), two hundred dollars, to repair and extend the wings to Chestnut street bridge. Read third time. Alderman Raven moved that the person to whom the contract was awarded be required to give a bond that the work done by him should last for four years. On motion of Alderman Metz, the motion was laid on the table. Alderman Vaughan moved that the contractor be required to give a bond that his work would stand for twelve months. Alderman Metz moved to lay the motion on the table. Motion lost. The question then being upon the motion of Alderman Vaughan, the same was carried. On motion, the ordinance was then passed by the following vote: Yeas:- Aldermen Conn Crocker, Metz, Nalle Sheehan, String and Vaughan. Nays:- Aldermen Millett Platt, J Raven Resolution appropriating $178.17 for open-ing the street near the property of J.H. Ray- -mond Esq, as per resolution of the city council of August 4th 1879. His honor the mayor nominated for the position of mounted policeman, vice John Delfs resigned, the following gentlemen; F. W. Sevenson, August Tiedeman, A. Montgomery, L. a. France, and J. L. Watts. Aldermen Platt and Crow were ap- pointed tellers. The ballot being taken, the following was announced as the result: August Tiedeman 7 votes, F. W. Sevenson 2 and J. L Watts, one. Mr August Tiedeman, having received a majority of the votes cast, was declared duly confirmed. His honor the mayor nominated Mr Michael Riley as a special policeman. On motion, the nomination was con- firmed by acclamation. Council adjourned to Sept. 3rd at 8 P.M. Approved Oct. 6, 1879 L. M. Falls and others for the opening of a street from the West End of Pine street to Burnet Street. On motion the petition was referred back to the petitioners the council having deci-ded that the petition had not been signed by the necessary number of property holders On motion the Mayor was authorized to insure the new House of Protection H. & L.
