Regular Meeting of City Council Austin Tx Oct 6th 79. Mayor De Grey presiding. Roll called. Present - Aldermen Cour, Crocker, Nalle, Platt, Raven, Shuchan, Stung & Vaughn Absent — Aldermen Millett and Metz. Minutes of Sept. 1- 3 and 30 read and approved. Petition of Reisner & Meyer to open a saloon in Ward No. 2 was granted. Petition of Henry Nain to open a saloon in Ward No. 9 was granted. Petition of J. A. Chasey & Co to open a saloon in ward No. 9 was granted. Petition of H. W. and J. J. Cowin to have a lamp-post erected on corner of Cedar and San Jacinto streets, and that the street be opened on two sides of Block No 41 as folle Cedar to Brazos from San Jacinto, and San Jacinto from Cedar to Pine. Referred to street committee. Memorial of Wm. Radams, asking that article 309, section 8, of the city ordinances be amended. Read and received. The following report of Alderman Platt, of the ordinance committee, was read and received: To the Honorable Mayor and City Council. Your committee, to whom was referred an ordinance "regulating markets, article 307, section 8, would respectfully recommend that it be so amended, that it so read as follts from the fifth line, from the top and after the word provided, that any person, after taking out peddlers license, may sell at any time within the city all fish, meats or vegetables or any produce of his own soil." Reports of city marshal, city sexton and city Physician for the month of September 1879, read, received and ordered filed. The election proclamation of the mayor was read, and, on motion, approved. Alderman Vaughan, introduced the following resolution, viz: Be it resolved, That Alderman Nalle be excused from all fines now pending against him. Carried. The report of the street committee upon the petition of John Raney and other citizens for the erection of a stock fountain on West Pecan street, as follows: We recommend that the within pe- -tition be granted, and acted on as soon as it can well be, and also that a stock fountain be established at the corner of Lavaca and Mulberry streets. Recommend that the within petition be granted, and would not recommend the es-tablishment of a stock water trough at the corner of Lavaca and Mulberry streets, as there is no petition asking for the same and no information that the people in that vicinity want one established. Alderman Strng, offered the following amendment: And be It further ordained that the City Water Company refuse to allow the transfer of the fire hydrant situated on East Avenue, near the Blind Asylum to a point to be selected by the street committee in block 55, division B, and converted into a stock fountain, and the mayor be and is hereby authorized and required to enter into a contract with said water company for a stock water fountain at the rate per annum above named, to be located in said block by said street committee. • Laid on the table. Alderman Crooker moved to amend by insert-ing two other fountains — one on Pecan and one on the corner of Lavaca and Mulberry streets. Carried. Motion made to suspend the rules and put the ordinance on its third reading. Lost by the following vote: Yeas — Aldermen Cmr. Crooker, Sheehan and Vaughan. Nays — Aldermen Nalle, Platt, Raven and Strng. Two-thirds of a full council not voting in the affirmative. Alderman Platt moved to reconsider the motion by which the petition of Hon. Oliphant and others was referred to street committee. Motion carried. Alderman Vaughan moved that the further consideration of the petition be postponed until the next regular meeting. Carried.
