Austin Fire Safety and Cotton Storage Rules

New city leadership sworn in: Mayor J. C. De Gress and ten aldermen took their oaths of office, with L. W. Crooker elected as board president.

Key city positions confirmed: L. M. Bradley was confirmed as city clerk, but the council rejected Dr. R. H. L. Betts as city physician (voting 4-6 against confirmation). C. L. Kirschke was confirmed as city sexton.

Fire safety petition addressed: The board of underwriters submitted a formal protest against storing cotton and other flammable materials in certain areas of the city—a critical concern given Austin's fire risk—and the matter was referred to the fire committee for action.

Standing committees established: The mayor appointed committees to oversee finance, streets, police, fire department, market house, cemetery, and other municipal functions.

257 Regular Meeting of the City Council Austin T. November 13-1879 Mayor De Gress presiding. The oath of office was then administered to J. C. De Gress, mayor elect, by Erwin Eggleston Esq. notary public. His honor, the mayor, then administered the oath of office to the aldermen elect of the differentwards, to wit: First Ward, N. B. Metz; secondward, Jeremiah Sheehan; third ward F. L. Boardman; fourth ward, J. J. Tobin; fifth ward, James Nahsenberger; sixth ward, L. W. Crooker; seventh ward, Fritz Reichman; eight ward, Geo. L. Robertson; ninth ward L. L. Coombs; tenthward, Joseph Nalle. The election of a president of the board being announced in order, Alderman Metz nominated Alderman Crooker. Alderman Robertson, nominated Alderman Tobin. On motion, the nominations were declared closed. Aldermen Nalle and Nahsenberger were ap- -pointed tellers. The ballot being spread the following way announced as the result: Crooker, 7 votes; Tobin, 2 votes; Nalle, 1 vote. Alderman Crooker having received a majority of all the votes cast, was declared elected Pres-ident of the board. His honor, the Mayor, then administered the oath of office to C. A. Johns, city attorney; Ed. Gray, city marshal; J. H. Howard, city treasurer and J. H. Jenkins, city engineer. Mr. Fred Sterzing, city assessor and collector elect, being absent on account of serious sickness in his family. The mayor then appointed the following standing committees, to wit: Finance. — J. Nalle, F. L. Boardman, L. W. Crooker. Streets. — L. W. Crooker, J. Nalle, and Jas. Nahsenberger. Ordinance. — F. L. Boardman, L. L. Coombs and N. B. Metz. Fire Department. — F. Reichman, G. L. Metz The mayor placed in nomination for the position of city clerk, the name of L. M. Bradley. The ballot being taken, the following was announced as the result: For confirmation, 7 votes against confirmation, 3 votes. Mr. Bradley having received a majority of all the votes cast, was declared confirmed as city clerk. The name of Dr. R. H. L. Betts was next placed in nomination for the position of city physician. The ballot being taken, the following was an -nounced as the result: For confirmation, 4 votes; against confirmation, 6 votes. The council refused to confirm. Mr. C. L. Kirschke was then placed in nomi -nation for the position of city sexton, and con -firmed by a vote of 6 for confirmation to 4 against. The bond of L. M. Bradley, as city clerk, was presented to the council and approved. The annual itemized statement of the city treasurer was presented and ordered filed. Alderman Nalle raised the point of order, that the only business which could be properly trans -acted at this meeting was the installation and organization of the city council, and that they should have adjourned as soon as that was ac -complished, subject to the call of the mayor. On motion, the mayor ruled the point of order not well taken, stating that this was the first regular meeting of the new council, and that they could transact such business as might properly come before it. Alderman Nalle appealed from the decision of the chair, and the decision of the chair, was sustained.
