Austin Street Improvements and Meat Market Permits, 1880

Street Improvements Approved: The council allocated $50 each to improve Wall Street (between San Jacinto and Rector) and West Ash Street near Leon Creek, with unanimous support from aldermen present.

New Meat Markets Authorized: Five residents received permission to open meat markets outside city limits, including P. Morgadun, Allen Bradley, Jan Skowr, Floura H. Luckeniger, and Phillip Schiedieker.

Youth Crime Concerns Raised: A physician's letter warned of increasing juvenile vagrancy and petty crimes, proposing the creation of a workhouse to punish and reform young offenders rather than recruit them into criminal life.

Police Rewards and Reorganization: The council debated pistol case rewards for police officers ($25-$200) and considered restructuring the police force, though final decisions were deferred or tabled.

100 Regular Meeting of the Council Austin Texas, June 24, 1880. L. M. Crooker President of the council and mayor protem presiding. The council called to order at 8.30 P.M. Present Aldermen Freuhand and Tobin. Absent. Aldermen Boardman, Fretz, Galle, Platt, Reichman, Robertson and Warren On motion of Alderman Tobin, the council adjourned. June 25th Adjourned Regular Meeting of the City Council Austin Texas, June 25. 1880. Hon L M Crooker, Mayor protem pre- siding. Roll called. Present Aldermen Fretz, Galle, Platt, Robertson, Shuetran and Thrashenberger. Absent. Aldermen Boardman, Reich- man and Tobin. No quorum present. Alderman Galle moved a call of the coun- cil, which being duly seconded the Ser- geant was dispatched for the absent aldermen. Minutes of the meetings of May 3 and 24, and June 7 read and approved. During the reading of the minutes Al- dermen Boardman, Reichman and Tobin appeared and answered to their names. Alderman Galle moved the call be suspended. carried. Petitions of P Morgadun Allen Bradley Jan Skowr, Floura H. Luckeniger and Phillip Schiedieker to open outside meat markets were granted. Petition of Ernest Bohn Adouin to have refunded a fine was granted. A Resolution appropriating the sum of $2to reimburse Fred B. M. Dancy was read first and second time and passed. --- Page break --- was placed on its second and third readings and passed by the following vote: Yeas. Aldermen Boardman, Hall, Scutz, Platt, Robertson, Richman, Sheehan, Tobien, and Wahrenberger. Nays - none. Petition of citizens of the city with the words asking that a cattle scales trough be erected in Nolin Park Hill, received. Petition of Alderman Robertson. The petition was referred to the fire committee to report at next regular meeting. Petition of Alderman Tolles asking for an exemption from all dues against certain city real estate of the city on account of sickness, received. Petition of F. J. Heavitt asking for a right in full for all losses. Provided he did not press the Austin House for tax. Laid on the table. Report of the city Sexton, city physician marshal, market master and pound keeper for July 1880. read and ordered filed. Resolution appropriating the sum of fifty dollars to make improvements on Wall street between San Jacinto and Rector streets. Read the second time on motion of Alderman Richman the resolution was placed on its third reading and passed by the following vote: Yeas. Aldermen Boardman, Scutz, Tolles Platt, Robertson, Richman, Sheehan, Tobien, and Wahrenberger. Nays - none. A resolution appropriating the sum of fifty dollars to improve West Ash Street. commencing at Leon Creek, and running at Leon River. Avenue. Read the second time and on the motion of Alderman Boardman the resolution was placed on its third read- ing and passed by the following vote: Yeas. Aldermen Boardman, Scutz, Tolles --- Page break --- 102 Platt, Robertson, Richman, Freeman, Tobin and Weisenberger. Nays - none. A resolution appropriating $124.90 to build a bridge over the gutter on Congress Avenue and West Bois D'arc street. On motion of Alderman Robertson, the resolution was laid on the table. An ordinance amending article 48.10 of the revised ordinances of the city of Aus tin. Read second time and on motion of Alderman Hielz, the ordinance was laid on the table. A bill for rewards in pistol cases, in favor of S. de Blake and S.A. Gaskett for $25.00 each, was refered to the council for action. On motion of Alderman Richman, the Finance Committee was authorized to approve the bill in favor of Capt. Platt and Alderman Hielz moved that they be requested to draw up an ordinance repealing article 726 of the revised ordinances of the city of Austin. Carried. A bill for two hundred dollars rewards in pistol cases due regular police officers was laid on the table on motion of Alderman Hielz. An ordinance redistricting the police force of the city of Austin. Read first time and on motion of Alderman Robertson was refered to police commit tee. An ordinance to amend article 684 of the revised ordinances of the city of Austin. Ordinance read first time and on motion of Alderman Robertson the same was placed on its second and third readings and passed under a suspension of the rules two thirds of a full council voting in the affir- mative, by the following vote: Yeas Aldermen Boak, Hielz, Platt, Robertson, [illegible], Freeman --- Page break --- 103 Gleason, Tobin and Boardman. Yeas - Nays - None. An ordinance repealing articles 724 of revised ordinances of the city of St Louis was read first time and placed on its second reading, by the following vote: Yeas - Aldermen Boardman, Crookes, Miller, Platt, Robertson, Reichard, Sheehan, Tobin and Wahrenberger. Nays - None. Aldermen Boardman moved that said ordinance be read second time. On which motion, the rules were suspended, and the said ordinance placed on its third reading, by the following vote: Yeas - Aldermen Crookes, Metz, Miller, Platt, Robertson, Reichard, Sheehan, Tobin and Wahrenberger. Nays - Aldermen Boardman. The said ordinance was read third time and finally passed by the following vote: Yeas - Aldermen Crookes, Metz, Miller, Platt, Robertson, Reichard and Tobin. Nays - Aldermen Boardman and Sheehan. The following communication from H. I. D'Oench M.D. was read, received and referred to the Charity committee. Whereas, the absence of any custom and designate punishment for offenses committed by youthful vagrants within a block of this ward is larger now in its proportioned by parental dis- restraint, authority, or by beggary, by pilferring and stabling, or to the pimps and irresponsible agents of confirmed and corrupt thieves, burglars and recei- vers of stolen goods, and- Whereas, the depredations and losses sustained by our citizens and the same is increasing daily. --- Page break --- 104 play board Whereas By failing to provide for their timely punishment if possible, of this class of offenders, we are convinving at their education, instead in crime and vice, therefore be it Resolved that the commissioners of the county court are respectfully re- quested to consider the advisability of providing for the erection of a work- house, in connection with or near, if possible, the poor house, for the purpose of securing the labor of the county convicts, but at the same time for the punish- ment by imprisonment and possible reformation of youthful vagrants and criminals. An ordinance repealing an ordi- nance entitled an ordinance amending ar- ticle 3 of the revised ordinances of the city of Austin. Was read first time, and on mo- tion of Alderman Robertson, was referred to the Police committee. Alderman Reichmann moved that the council adjourn, lost. Alderman Platt moved to reconsider the vote on the veto message of Mayor J. C. Jones, in reference to an ordinance passed, authorizing the mayor, of the city of Austin to enter into a contract with a. d. Forman for lighting the oil street lamps. Motion to reconsider lost by the follow- ing vote: Ayes - Aldermen Crooker, Platt, Robert- son, Gibson and Wahrenberger. Nays - Aldermen Boardman, Kutz, Talle, Reichmann and Threshar.
