113 Regular Meeting of the City Austin July 12, 1880. Mayor Ingersoll Presiding – Roll called Present Aldermen Beard, Brookfield, Platt Reichman, Richmburg, Steinbach, & Weinberger. Absent Aldermen Stalle. Quorum. Minutes of preceding meeting read and approved. Alderman Reichman moved that so much of the report of the fire commit tee be adopted as provides for the erection of brick wall. Carried. Petitions of butchers presented by citizens asking the council for relief from taxes in hands of the assessor and collector read and received. Petition of S.L. Jones to allow him to erect and operate a telephone line in the City and also have a system of telephones in the City. Petition of citizens asking for the opening of a street leading to the city cemetery be ref. to the Street Committee. Proposition of Alderman Weinberger for relief from license to be referred to the Police Committee. The following report from the police committee was read and by the council was laid on the table. To the honorable Mayor and Board of Aldermen – Your committee to whom was referred the matter in your hands, has carefully examined the police on the fifth day of April 1880. and we would recommend that the same be served by the letter with the and further consider it. 114 of citizens and have arrived at the necessity, which we are unable to see that the police force has in any way, but on the contrary, it has increased. The large number of cases having been brought there, by the cooperation of National and State Officers, who are generally of a class requiring more than usual care and attention; and should we attempt to attack ourselves from whom our people require pro- tection. Taking into consideration the above facts, & seeing no good reason why we should lessen the protection of our lives and property, we Respectfully recommend to your Honorable Body, that our police force be as follows: Eight patrolmen, one day clerk, one night clerk, and one officer to remain in the prison as keeper and Jailor, to be relieved in place of the patrolmen, and an amount for horse to be given out for horse by order of the appointed officers, and whose uniform shall be like that of the policemen, except the cap, which shall be like that of the Sergeant. Alderman Flenniken from the special committee on ordinances recommen- ded to him to confer with the Committee on ordinances in reference to the said ordinances at the next meeting. on June 25th 1880. Carried. Alderman Flenniken was appointed on said Committee with Robertson and Platt. The following report was read from the special committee appointed July 12th 1880, to confer with said committee on article 480-131 of the revised ordinances of the City.
St. Louis July 14th 1880. To the Honorable Mayor and Board of Aldermen City of St. Louis. Gentlemen Your committee to whom was referred the accompanying commu- nication of the Honorable H. R. Platt together with the ordinance of said City "An ordinance with the ordinance "A revised ordinance 25th 1880 entitled an ordinance "amending article 488731 of the revised ordi"nance and the ordinance supplemental "thereof as passed by the said Board of the "special police officers in the hands of the "President of the Board recommend that this "and accompanying bill should be passed that all "Mayor is by the appointing power. And further recommend that the special police officers in the hands of the Board of Police Commissioner be made to take an oath of office. Further recommend that an ordinance be passed providing a reward to special police officer or other person for detecting and securing persons guilty of violations of the City ordinances relating to the preservation of health.

116 The City Police officers, who are daily over prone to take in arresting persons when arresting they therefore by duty did no more sick of go, when this Ordinance is offered without pecuniary reward may be however your Committee loss to the City. Alderman Booker moved to lay the report and ordinance on the table. The ordinance became the arrest of persons violating article 141 ordinance and first time. Resolution of Alderman Platt, the ordinance was laid on the table. The following communication was read from Mr. Grees:
Austin, July 15th 1880. To the Honorable, The City Mayor, Sir – I have the honor to ask for your council, to make provision for such work as you or may as they may deem best by contractor to do the necessary grading and filling of streets. Very respectfully etc J. H. Martin Engr. Alderman Hahmberger moved that the communication be received & that the Mayor be authorized to advertise for bids.
The following communication from the City, upon the motion of Alderman Platt was laid on the table.
Austin, July 15th 1880. Hon. F. G. Grees Sir – I have the honor to request that the City Council be allowed to put in the new street.

X Very respectfully submitted I. C. Hull chairman Alderman Reichenow presented to the council the Bill of J. Feideman for 137.54 for lighting and repairs since the 7th of June 1880 Alderman Reichenow moved and was instructed to approve the Bill and that the same be paid. Alderman Brooker moved to proceed to ballot for the election of a President of the Police Force, the names of Randolth, La France, Birkley, Patterson, Hussere and Engelhard were put in nomination.
Alderman Brooker moved the ballot be taken by number of votes. It being spread, the following was the result Randolph 4. La France 3. Birkley 6. Patterson 4. Hussere 2. Engelhard 2. Alderman Birkley was declared received a majority of the votes cast Alderman Reichenow moved that the city clerk be instructed to draw a resolution on the collector of the city for the payment of one half of the amount due to the heirs of Walenberger for going the assessor’s bond.
