Austin 1880 Public Works and Business Licenses

Business permits granted: The city approved new barroom, meat market, and other commercial licenses while granting a policeman's week-long leave and allocating funds for child welfare assistance.

Aging street lamps problem: Austin's 82 oil street lamps ($860+ total value) were deteriorating and costing money with no clear plan for their upkeep—officials debated whether to store or sell them.

Fire department expansion: The Fire Committee recommended building a $1,000 brick firehouse for Hope Hose Company #2 on the Public Square to save on rent costs rather than continuing to lease their current spaces.

Public health reports: September and October death records were logged (35 and 24 deaths respectively), while the city physician treated 30-34 pauper patients per month with modest success rates.

School board election results: Three candidates (Wooldridge, Rector, Ludlow) won four-year terms as school trustees, with four additional candidates selected for two-year terms.

Scullion to open a barroom in the first Ward - GrantedThe following report from his Hon. the Mayor was read & ordered filed. Mayors Office Austin Texas Oct 1/80 To the Honorable Board of Aldermen of the City of Austin. Gentlemen - According to your resolution of Sept. 6th 1880 instructing me to re-examine the licenses issued by the Assessor & Collector under Art. 5-7. Sect 1 I have to report that I have done so and find that in every case the law has been complied with - Very Respectfully L. M. Crooker Mayor. City Marshals office Austin Tex, Nov. 1-1880 Hon. L. M. Crooker Major City of Austin - Sir - I have the honor to respectfully report the fact that the City has eighty two oil street lamps. which have not been in use for several months. They cost the City of Austin $10 oo each. amounting to $860 oo and are becoming damaged more or less daily from different causes. some of the posts on which they are mounted are giving away. some of them are pulled or knocked down and several of the lights & lamps are broken. I would suggest that they be taken down and stored away, or that some disposition be made of them, whereby the City may not incur a further loss. I would also call your attention to the W. P. Pansur self acting fire extinguisher which was placed in my charge about eight months ago. by his Hon. Mayor J.C. Richman. This apparatus cost the City $2,733.60 and is rapidly becoming worthless in its present condition I would ask what disposition I shall make of it. Very Resptly - E. Crary - City-Marshal Alderman Richman moved being seconded by Alderman Platt. that the City Marshal be instructed to take down the oil street lamps & store them away - Lost. Alderman Richman moved that the mayor & fire committee be authorized to sell at Auction the Engin refered to in the Marshals report - Carried. To the Honorable Mayor & Board of Aldermen of the City of Austin - Gentlemen, Upon, August 31. six pauper patients remained under my care, since which time, twenty four additional have been Cared for. making a total of thirty treated by me during the month of September. of this 30 - 24 have been restored, one has died. and six remain under treatment - seven of the thirty were treated at the hospital- I have given fifty prescriptions during the month Respectfully Submitted R. Receipts $16.50 disbursements $4.00 Augt forwarded to City Collector $12.50 Read and filed - The following report from the Fire Committee was read, and on motion of Alderman Richman further action was deferred until next meeting of the Council at which Nov. 1 to To the Hon. Mayor City of Austin - Your Committee, on Fire department to whom was referred the matter of building a brick house for Hope Hos. Co #2 Beg to recommend the erection of a brick house on the Public Square in the First ward of the City of Austin. By so doing the City would, with a permanent investment of about $1000.a discounting the paying of $20.00 per month rent of lot chig now occupied by said Company, and also the rent of the Companys meeting room on Pecan St. Respectfully Ant. Richman W.H. Duff Committee The Mayor presented the official bond of C.B. Covill, City Clerk, with sureties - J. Y. Brackenridge & B.G. Duval and there being no objection the Mayor was authorized to approve the same. The Mayor presented the bill of Mr. J.S. Waysh for Stationery etc, and on motion the Finance Committee were instructed to approve the same. The Mayor appointed Aldermen Plutt, Richman School [illegible] Morgandallm & Lo-tellus to examine returns of election held Sept. 21st 1880 for a board of School Trustees! Wooldridge, Rector and Ludlow having received the highest number of votes, were elected for the long term vizfour years. and Messrs Van Rosenberg - Campbell, Hill & Swaringen were the next highest and were elected for the short term viz- two years.
