Austin 1881 Gas Lights, Barrooms & Salary Changes

Gas company dispute: City Marshal Ben Thompson refused to pay the gas company's full bill, demanding a 25% discount for consistently failing to keep street lamps lit throughout January. The gas company rejected the settlement offer.

Sunday barroom permits approved: The council granted two petitions allowing Charles Ratori and Gustav Sauter to operate barrooms on Sundays, marking a relaxation of alcohol sales restrictions.

City engineer replaced: Following the resignation of City Engineer D.H. Dinskind, the Mayor temporarily appointed E.P. McFall as his replacement, with a separate ordinance proposed to reduce the engineer's salary.

Street improvements authorized: The council approved sidewalk paving on the south side of Bois d'Arc Street and granted a lamp post for the Protection Hook and Ladder Company firehouse.

Injured worker relief: After street laborer John Leonard was severely injured, the council voted to pay him $1.50 per day for January and February 1881 as relief assistance.

183 Regular Meeting Austin Texas February 07, 1881- Mayor & Mr Croilkes presiding. Roll called, quorum present. Present- Aldermen Robinson Duff- Melg Walls Platt Huppertz Shehan Tobin and Wahremberger. Absent- Alderman Robertson. Minutes of called meetings January 17th and 18th 1881, were read and approved. Petitions of Chas Ratori and Gustav Sauter to open barrooms on Sunday one and eight. Granted. Petition of Doehler and Felking asking council for reclamation on stock sold. Alderman Tobin moved petition be referred to a committee of three aldermen. Carried. The Mayor appointed on said committee Aldermen Tobin, Huppertz and Hupferty. Petition of L. W. LaRue asking for leave of absence for four days to attend a meeting of the Grand Lodge of I.O.O.F. Granted. Petition of L. Cane, asking that amount be refunded him which he had paid to reclaim stock on pounded. Alderman Platt moved to refer to same committee that petition of L. Hill had been referred. Carried. Petition of Chas Felker asking for compensation on account of conduct of officer Lomme Forward postponed. Alderman Tobin moved to refer to police committee. Carried. Petition of R. I. Hill administrator of Cassish estate asking permission to pay back taxes to city. --- Page break --- 184 Alderman Louis moved That petition be granted provided he paid interest on amount due on property which had been sold The Mayor presented the resig- nation of City Engineer D.H. Dinskind and stated he had accepted the same Communication from Col. John W. Glenn Superintendent of The Government Building in reference to the proposed sewer was read and ordered filed. Communication with ordinance from City Marshal Thompson asking the city council to allow him a sergeant of police was read and on motion of Alderman Daily referred to the police Committee. Reports for the month of January of the city marshal, pound master, city physician, city sexton, and market master, were read and ordered filed. Reports for the term ending Jan 31st 1881 of the city assessor and collector and city treasurer were read and ordered filed. The following report from the city marshal was read and on motion of Alderman Tobin the marshal was instructed to approve. City Marshal's Office February 7th 1881- To the City Council of the City of Austin Gentlemen - I herewith beg leave to report to your honorable body as required by ordinance the following on reference to the failure of the gas company to keep lamps lighted during the past month: From the 10th of last month to the first of the three one certain --- Page break --- 185 at This office by policemen on duty four samples from the gas lights lighted from the 1st to the 15th of January. There was no report made in this office at all. The gas company sent their bill which I refused to approve without a discount of twenty five per cent of unsatisfactory light which the city is to have approve the bill with the The words stricken out. The following report from the ordinance committee was read, received and on motion of alderman Sheehan adopted: Upon committee to whom was refered ordinance relative to the obstruction of sidewalks etc. we beg to report favorably and recommend its passage. On motion of alderman Sheehan the rule was suspended and the ordinance placed on its third reading and passed by the following vote. Yeas - Alderman Boardman Duff Meily Wallis Platt, Hempsell, Sheehan Joblin and Mohrenburgst. nays - none. An ordinance to fix salaries The Salary of the Engineer of Colorado Fire Engine No. 2 Ordinance read first time. Alderman Wallis moved to refer to fire committee. Carried. The street committee reported favorably on petition of Protection Hook and Ladder Company No. 3 for a lamp post in front of their truck house. On motion the report was adopted and petition granted. --- Page break --- 186 Report of Street committee favorably on petition of Citizens asking that the sidewalk be paved on the south side of Bois D'arc street between Brazos street and Congress avenue oral read and on motion of alderman Boardman adopted. An ordinance reducing the salary of the city engineer. Ordinance read first time. Alderman Finn moved to lay on table - carried. An ordinance providing for the cleaning of alleys in the City of Austin Ordinance read first time. On motion of Alderman Nalle the ordinance was referred to the ordinance committee. An ordinance making city warrants of the City of Austin receivable for City taxes Ordinance read first time Referred to ordinance committee on motion of alderman Wahrmburger The Mayor reported that he had appointed Mr E. P. Mc Fall as city engineer temporarily to fill the vacancy occasioned by the resignation of Mr. Dinkens. Alderman Nalle President of the council at the request of the Mayor took the chair. Ordinance repealing Article 355-(3) of the Revised Ordinances of the City of Austin. Ordinance read first time On motion the rules were suspended and the ordinance placed on its second and Third readings and passed by the following vote, two thirds of a full council voting in the affirmative. Carried The Chair stated that since the John Leonard a laborer on the streets was severely injured, and thought that something should be done for his relief Alderman Tobin moved that he be put on the pay roll of laborer at the rate of $1.50 per day for the months of January and February 1881 On motion the council adjourned.
