Austin's 1881 Water & Police Plans

Cemetery Water Project Approved: The council authorized spending $685 to install water pipes and 20 hydrants at the city cemetery, with the city paying $200 annually for three years—addressing a petition to supply water from the city water works.

Police Force Expansion: Two new officers (George Hutcheson and E.C. Burcher) were elected to fill vacancies on the police force, and a new sergeant of police position was officially created.

Federal Sewer Line Granted: The city approved allowing the federal government to run a sewer line from the new U.S. courthouse and post office to the Colorado River.

Tax & Debt Management: The council processed multiple back tax payment requests and passed an ordinance to refinance the city's outstanding 10% bonds into lower-cost 6% bonds, improving the city's financial position.

Local Business Permits: New licenses were granted for a meat market and a bar room in the South Ward.

195 Regular Meeting- Austin Tex April 04, 1881- Mayor L. M. Crooker presiding; Roll call. Present Aldermen Boardman Halle and Robertson. Absent Aldermen Duff Metz, Platt, Haepperty, Sheehan Tobin and Hahrenburger. No quorum being present on motion of Alderman Halle the council adjourned until Friday, April 8th 1881. Adjourned regular Meeting- Austin Tex. April 8th 1881. Mayor L. M. Crooker presiding - Roll call. Present Aldermen Boardman Duff, Halle, Platt, Robertson, Tobin, and Hahrenburger. Absent, Aldermen Metz, Sheehan, and Haepperty. Quorum present. Minutes of regular meeting March 7th 1881, read and approved. Petition of board of trustees of The Blind Asylum asking that Sabine street between blocks 64 and 71 be closed. Referred to street committee. On motion of Alderman Halle petition of John T. Spence, agent of the estate of R. S. Dickinson asking to be allowed to pay all back taxes on said estate. Referred to Standing committee on back Taxes. Petition of C. A. Glinn asking permission to pay back taxes on property sold. Referred to Standing committee on back taxes. Petition of G. P. Schiffer to open an outside meat market Granted - Petition of Hannah Man asking to be allowed to pay back --- Page break --- 196 taxes on property sold. Referred to committee on back taxes. Petitions of Policemen John Dolph & S Hatter and O. H. Binkley asking that pay be allowed them for time of sickness. Granted. Petition of city sexton C. L. Nitschke for leave of absence from the 18th to the 24th of April. Granted. Petition of J. M. O’Gorkins asking that he be allowed back taxes prior to and including 1875. Granted. Petition of John Leonard asking he be allowed pay for time he had been kept from work on account of injuries received while in the employ of the city. Alderman Naille moved that the mayor be arranged to continue first pay as laborer. Carried. Petition of Hamilton & Co to open a bar-room on the South ward. Granted. Petition of Q McClaskey for position on the police force. Referred to Marshal Thompson. Reports for the month of March of the pound master, city sexton, market master and city marshal were read and ordered filed. Alderman Platt of the street committee stated that the petition of the Ladies of St. David's Church had received the attention of the street committee and said work had been done. Report received. The following report from the ordinance committee on an ordinance to appoint a sergeant of police was read and received: The, the committee to whom was referred above ordinance, beg --- Page break --- 197 leave to report adversely as we find that it conflicts with the city charter. G. L. Boardman R Platt Committee An ordinance providing for the appointment of an overſeer of police who shall be accountable and fixing the salary thereof. Ordinance read first time. On motion the rules were suspended and the ordinance placed on its second reading by the following vote: Yeas - Aldermen Boardman Duff Halle, Platt, Robertson, John and Hahrenberger. Nays - None Ordinance read second time. Alderman Robertson moved to amend by inserting $75- instead of $80. Alderman Halle ordered to lay the amendment on the table. Carried. Alderman Halle moved to suspend the rules and place the ordinance on its third reading. Lost by the following vote, Yeas - Aldermen Boardman Duff Halle Platt, John and Hahrenberger. Nays - Alderman Robertson. Petition of E. R. Oberwhether for a position on the police force was read and on motion referred to the city marshal. An ordinance to fund the outstanding 10 per cent bonds of the city of Austin into 6 per cent bonds. Ordinance read first time. On motion of Alderman Halle the rules were suspended and the ordinance placed on its second and third readings and passed by the following vote, the roll of --- Page break --- 198 full council voting in the affirmative. Yeas - Alderman Boardman Duff Gale Plath Robertson Tobin and Hahrenberger. Report of the city engineer on the capabilities of exchange of the B and C railroad in the limits of the city. on section all road and motion referred to street committee. Petition of C. White and A Q Dickerson with report of charity committee on same was read and the mayor was authorized to pay the amount of pound fee asked for A resolution appropriating $1.25 for the purpose of aiding the fire company in celebrating San Jacinto Day. Alderman Hahrenberger moved that the same be allowed. Lost. The mayor presented the bill of Barnhart & Bromby for $25- for payment. On motion of Alderman Melle the mayor was authorized to pay the same. The following report was read and on motion the mayor was authorized to issue commissions for said office. We the judges of election for officers of the fire department held this day at Austin Hall do declare the result to be as follows. For chief of fire department John Bremond 82 votes, for assistant chief of fire department August Ziller; 81 votes For recorder of fire department E P Kirk 86 votes, for recorder L N Goldbeck 56 votes, W. A. Brown for city; Le Thompson for Hook & Ladder Co 1; R. S. Carrington --- Page break --- 199 for Washington Engine Company No 1. Chas D. Scott for Hope Herbert Laider No 2; George D. Allen for Colorado Engine Company No 2. S.L. von Roemitz for Protection Hook & Ladder Company No 6. Alderman Sheehan appeared and taking his seat answered to his name. Communications from the different fire departments of the state were read in reference to expenses of each city. On motion of Alderman Halle the communications were received and the mayor was authorized to call a meeting of the council and fire commissioners to consider the advisability of reducing the expenses of the fire department. An ordinance granting authority to the United States to place a sewer from the United States court house and post office building to the Colorado river. Ordinance read first time. On motion of Alderman Halle the rules were suspended and the ordinance placed on its second and third readings and passed by the following vote, two thirds of a full council voting in the affirmative: Yeas - Alderman Boardman Duff, Halle, Platt, Robison, Sheehan and Wahrenberger. Nays - none. The mayor stated there being two vacancies on the police force put in nomination to fill the vacancies E.C. Burchin; George Hutcheson and C.E. Stromberg. Alderman Halle moved --- Page break --- 200 that the council go into executive session. Carried. The council retired and upon returning and taking their seats Alderman Tobin moved that Messrs Hutcheson and Burcher be declared elected by acclamation. Carried. The Mayor appointed the following committee from the Aldermen and citizens on the board of equalization of taxes for 1881: Alderman Boardman Nalle and Meliz Citizens - L Barron and O. A. Caldwell. An ordinance amending Art. 31. (1) of the revised ordinances of the city of Austin. Ordinance read first time. Refered to ordinance committee. On motion of Alderman Robertson the following report from the cemetery committee was read, and on motion of Alderman Tobin adopted. To the Hon Mayor and city council of the city of Austin: Your committee on cemetery to whom was referred a petition requesting that the city cemetery be supplied with water from the city water works have had the same under consideration and would recommend that the proposition obtained from the city water company, here to attached, be accepted; and that an ordinance be passed authorizing the Mayor to enter into contract with the city water company upon the basis of the proposition as submitted Respectfully Yours Jas Holtzclaw Chm Jeremiah Sheehan Cemetery Committee April 18th 1881 --- Page break --- Pages 201 & 202 Are Missing --- Page break --- 203 Mr Nohrenberger Dear Sir:- I have drawn a small plan of what I think it will require to take water to the Cemeterys. We will lay the pipe to say 1675 feet. 2 in. pipe; 1200 feet 1 1/4 in, and 500 feet 1 inch. It will cost to lay the above pipe $610. 20 screw closing bibbs and specials, for same $75. Total $685. The City to pay for three years in advance $200.00 per year for twenty annual hydrants and $5.00 for annual for each additional there after Yours Truly, M. S. Walker President. An ordinance authorizing and in- -structing the Mayor to enter into a contract with the City water Company for twenty Hydrants for the use of the City Cemetery. Ordinance read first time. On motion of Alderman Fohn the rules were suspended and the ordinance placed on its second reading by the following vote: Yeas - Alderman Boardman Huff, Nalle, Platt, Fuellem, Fohn & Nohrenberger Nays - Alderman Robertson. Ordinance read Second time. Alderman Nalle moved to amend by inserting "for the use of watering the City Cemetery". Carried. On motion of Alderman Platt the rules were further suspended and the or- -dinance placed on its third reading and passed by the following vote, two thirds of a full Council voting in the affirmative. Yeas - Alderman Boardman Huff, Nalle, Platt, Fuellem, Fohn & Nohrenberger Nays - Alderman Robertson. Alderman Nohrenberger on Cemetery Com- -mittee was granted further time to report on petition of James O. Reilly. Alderman Robertson moved a reconsideration of the vote on the ordinance Appointing Sergeant of Police - Carried. --- Page break --- 204 On motion of Alderman Nalle the rules were suspended and the ordinance placed on its third reading, and passed by the following vote, two thirds of a full council voting in the affirmative. Yeas, Alderman Brocman, Duff, Nalle, Robertson, Richard, Silver, Wredenbergen. Nays - None. On motion Alderman Wredenbergen, was excused from all book fines on account of sickness. A Resolution appropriating $27.00 for the purpose of reimbursing Mrs J. A. Hindman was read and on motion adopted. Alderman Nalle moved that the Council adjourn - Carried.
