A called meeting of the City Council Feb 19th 1881
Mayor [illegible] presiding Roll called Present. Aldermen Metz. Kinny. Cook. Schubert. Braggs. Schiff. Pelley. Huppertz. Moeller. Platt and Hilton. Quorum present. The Mayor stated the council was called together for the purpose of appointing and confirming City officers, and to consider financial matters. The minutes of meeting Feb 14th were read and approved. The Mayor administered the oath of office to A. Braggs. City Treasurer. Alderman Metz moved that the council proceed to elect its President. Carried. Aldermen. Platt. Moeller and Kinny were nominated. Alderman Metz. Huppertz and Cook were appointed tellers for the evening. On the second ballot Alderman Platt having received a majority of the votes cast. was declared elected. The Mayor placed before the council the names of Dr. Cummings, Dr. [illegible] and Matthews for City Physician. On the 14th ballot Dr. Cummings having received a majority of the votes cast was declared elected. The Mayor placed before the Council the nominees for Market Master and Health Officer The name of D. E. McCormick. On motion of Alderman Kinny the Council went into executive session to act upon nomination.
On motion of Alderman Platt the Council decided to do away with the offices of Market Master and Health Officer and to postpone further action on the matter until the City Attorney can draw up an ordinance to that effect. H. H. Bachman was nominated for City Attorney and rejected. The Mayor nominated John Chenoweth.

For Sergeant of the Police. Who was on motion of Alderman Metz confirmed by acclamation. The Mayor placed before the Council the names of Twenty-two applicants for positions on the police force The following were selected and on motion of Alderman Metz confirmed by acclamation: R. J. Stuckert, A. J. Thorp, E. R. Oberwetter, Geo. Kuerwond, Lewis Miner, H. G. Madison, W. H. Rudolph, J. L. Hals, L. C. Lock, C. McD. McGilroy, and J. H. LaRire. The following resolution was presented and read: Resolved, That no policeman shall be detailed as day clerk, but said duties shall be performed by the City-Clerk. And be it further Resolved that all policemen confirmed by the City-Council shall be required to wear their uniforms while on duty. Alderman Cook moved the adoption of the resolution. Motion lost. The Mayor nominated for City Sexton Mr. C. L. Kitcher who was on motion of Alderman Metz confirmed by acclamation. Mr. R. Thompson was nominated for pound master. Alderman Schwab moved that this office be abolished and that the City attorney be requested to draw up an ordinance to that effect. Carried. On motion Alderman Metz was allowed to retire. The following gentlemen were appointed by the mayor and confirmed by the Council as members of the Austin Board of Health: Drs. J. H. McLaughlin, H. L. Bibb, G. J. Hewettig, and S. G. Madisou. The City Marshal and city treasurer and collector presented their official bonds. On motion of Alderman Schwab they were approved and accepted. C. H. Schwab presented an account for one Thousand and five dollars for expenses and services rendered while acting as finance agent of the City of Austin under Mayor Cook. On motion the account was referred to the finance committee.

An Ordinance. Repealing Act. 340 (1) of the Revised City Ordinances. passed Oct 16 1878 Section 1. Be it ordained by the City Council of the City of Austin. That Article 340 (1) of the revised Ordinances of the City of Austin be and the same is hereby repealed. Ordinance read first time Alderman Platt moved to suspend the rules and place the ordinance on its second reading Lost by the following vote Ayes Aldermen Ramsey, Schwab, Bonezzenhiff, Platt and Gibson.
