Saylor presiding Roll Called Present Aldermen Bruggarhoff, Cook, Kinney Kupperly, Koeller, Radkey, Scheiber, Platt, & Wilson Absent Alderman Metz His honor the Mayor stated that the meeting was called for the purpose to devise means for sanitary measures and such other business as may come before The Council. The following resolutions was submitted by the board of health and on motion of Alderman Cook was adopted by the following vote. Yeas. Aldermen Kinney, Cook, Scheiber, Bruggarhoff, Radkey, Kupperly, Koeller, Platt and Wilson Nays none. Absent Alderman Metz. To the Hon Mayor and City Council of the City of Austin. Gentlemen, At a meeting of the Board of Health held in the Mayors office City of Austin today the following resolutions were recommended to be presented to your honorable board by the undersigned committee Resolved. That it is expedient and demanded in protection to the health and lives of the Citizens of Austin that the cases of Smallpox now in the City and all those exposed to the contagion be removed forthwith from the City and suitable tents be erected for their accommodation together with such stores and necessary bedding, medicine and medical attention. Resolved That the steps already taken by His Honor the Mayor in having a guard placed in charge of the premises infected, erection of flags of warning, and are approved and that the necessary expends be paid by the City. Resolved That they recommend Dr A. S. Denton as a competent, Experienced and suitable Physician to place in charge of those affected or liable to become so for further That considering the fearful mortality of this loathsome disease and its virulence in many parts of the United States and even in our own State at the present time and the loose manner in which vaccination has been

On Motion of Alderman Cook the resolution was adopted by the following vote. Yeas Alderman Cook, Gruber, Bruggenhof, Radkey, Kuppertz, Morcer, Platt, & Wilson, Kinney Nays none Alderman Metz absent. Alderman Kinney presented an ordinance appropriating one thousand dollars to defray the necessary expenses in protecting the City against the spread of Smallpox. The following Ordinance was presented by Alderman Bruggenhof. Be it ordained by the City council of the City of Austin. That the sum of Five hundred dollars or so much thereof as may be necessary be and is hereby appropriated to defray the expenses of removing all patients now affected and persons liable to be affected by the disease now in the City and erecting necessary buildings or providing tents for them out side of the City limits and furnishing them such assistance as may be required. That this Ordinance is and is hereby in force from and after its passage The Rules were suspended and the Ordinance placed on its second reading. The motion was further suspended and the Ordinance placed on its third reading and passed by the following vote. Yeas Kinney, Cook, Gruber, Bruggenhof, Radkey Kuppertz, Morcer, Platt, Wilson, nays none. Absent Alderman Metz.
Alderman Cook moved that the Mayor appoint a committee of three to be known as the sanitary Committee. Motion Carried. The Mayor Appointed Alderman Platt Schuber and Wilson.

Alderman Bruggeshoff offered the following reswas carried. That the Health Physician be authorized to purchase such supplies as may be necessary for the smallpox patients. Alderman Cook moved to adjourn. Lost.
Alderman Platt offered, the following resolution which was adopted. Be it resolved by the City Council of the City of Austin. That the Mayor appoint a committee of five in connection with the City attorney to report an Ordinance at the next regular meeting in January, which steps shall shall be made with the outstanding indebtedness of the City and the best means of meeting the current expenses of the City.
His Honor the Mayor appointed Aldermen Kinney, Bruggeshoff, Radkey, Kuppertz and Platt.
Alderman Kuppertz offered the following resolution which was adopted. Be it resolved by the City Council of the City of Austin. That the Mayor be hereby authorized to advertise for bids for the publication of the City printing for two years beginning January 1st 1882 as follows. Class 1. To embrace the printing of all Ordinances Advertisements, proclamations and proceedings of the City Council in a daily paper issued at the City of Austin. Class 2. To embrace the job work of the of the city such as County Books &c for the several offices of the City. Alderman Moerter offered the following resolution which was lost by the following vote. Nays Aldermen Kinney Cook Bruggeshoff, Radkey, Kuppertz, and Wilson Yeas Alderman Schuber Moerter Platt. Absent Alderman Metz. Be it resolved by the City Council of the City of Austin. That owing to His Honor the Mayor having failed to return to the board of Aldermen an Ordinance repealing an Ordinance passed February 16th 1875 creating the Office of Market master and Health inspector under Article 340 (1) within the time prescribed for by the City Charter in Article 7 The said Ordinance be and is hereby declared in force as an Ordinance.

28 His honor the Mayor Presented his veto message upon the Ordinance passed December 1851 entitled an Ordinance repealing article 340 (1) of the revised City Ordinances passed February 16. 1878 to wit Mayor's Office Austin Decembr 9 1881 To the honorable board of aldermen of the City of Austin Gentlemen I have the honor to return herewith an Ordinance repealing article 340 (1) of the revised City Ordinances with my objections thereto Article 312 (1) It shall not be lawful for any person or persons to offer for sale & sell or expose for sale in the market or elsewhere in this City Any unwholesome stale emaciated blown stuffed tainted or measly meat poultry fish or other provisions of any kind or character whatever or to use any false weights in weighing any meats or provisions. etc. Under this article it appears important provisions are delegated to the market master and Health officer and to no one else It would seem ill advised. to leave so important a matter as the Market and Health of the city without some protection in this respect should epidemics occur from any cause the people would justly censure the City Authorities whose interest are intrusted to their hands while I would be glad to assist your honorable body in all matter looking to retrenchment and reform I cannot concur in dispensing with this officer unless some means are devised to protect the Citizens from imposition Believing the health of the City a matter not to be computed in dollars and cents Trusting that your honorable Body will give these objections proper consideration and that you will decide as your duty to yourselves to your constit uents to Austin and the Public at large, demands.
