The honor The Mayor stated that the Council had been called for the consideration of Financial matters and such other business as may come before your honor able body. On motion the reading of the minutes of Dec 7th 1881 was suspended. Alderman Bruggerhoff offered the following report of the estimate made by John Bremond Chief of Austin Fire department for the expense of the Department for the space of one year After due consideration, and recommendation that the report of the Fire commissioner be accepted, except the salary of the engineers be reduced to 900. per annum and that the appropriation be made for the month of November and December of last year Signed William Bruggerhoff. Alderman Schuber offered the following report of the Charity Committee which was adopted Austin Texas January 10th 1882 To the Honorable Mayor and Board of Aldermen of the City of Austin Your committee of Charity would most respectfully report to your honorable Body that a Mrs Walter was compelled to take care of a sick German person in a House that she rented and was only buried by the City authorities That owing to the prevalence of small pox at the time all the bed clothes used by the invalid were destroyed to the injury of Mrs Walter That Mrs Walter waited upon and nursed the the sick person during her illness thereby was prevented from following her occupation Your Committee have examined the premises and recommend that the sum of twenty dollars be allowed Mrs Walter as a compensation for her services and losses. 45 Whereas the Bonded debt of the City of Austin is $91.900. say Ninety one thousand Nine hundred dollars which amount is within $8100 of the limit of One hundred thousand dollars the limit of indebtedness allowed by the City Charter. and whereas the floating debt of the City Consisting mainly of 7% per cent warrants is $39514.89 the larger part of which has been created in violation of the City Charter and is therefor considered by many to be in point of law and fact illegal but which considerations of Justice and equity and a wise Policy require should be paid and whereas there are outstanding claims for which warrants have not been issued amounting to Nine thousand five hundred and forty dollars $9540.00 of which many perhaps all are just and should be paid And whereas the income of the City from all sources combined is greatly insufficient to pay the floating debt. the interest on the bonded debt. with a provision for the sinking fund the outstanding claims and the current expenses of the City Government. including such improvements as a wise economy. and a due regard to the present and future interest of our City may require among which improvements may be named the completion and substantial improvements of the streets to alleys gutters and such a system of sewerage as sanitary considerations demands and the city may be able to pay for in cash and Whereas the extension of the limit of the debt. of the City permitting the issuance of fifty thousand dollars $50.000 of additional 6 per cent. Bonds to run twenty years (20 years) but subject to be called in at the end of ten years at the option of the City which shall be sold at not less than par and the proceeds applied to the payment. of the floating debt would not increase the present. indebtedness of the City but simply change the floating debt to a bonded debt. which would release the City government of all financial embarrassment and enable it to meet the expenses of this year with the taxes to be collected this year. and so for every succeeding year thereby rendering it entire unnecessary to treat any debt but in all probability enabling the rate of taxation to be decreased Therefore. Be it ordained by the City Council of the City of Austin Sec 1, That the Mayor be and is hereby authorized and

and invited to issue his Proclamation ordering an election to be held on the 11th day of February next, at which shall be submitted to the qualified voters of the City the question of extending the limit of the indebtedness of the City of Austin to one hundred and fifty thousand dollars in accordance with the provision of Section 6, Paragraph second 2 of Article I of the City Charter. The said election and the question submitted shall be for the extension of the limit of indebtedness so that the debt of the City may equal but not exceed at any one time one hundred and fifty thousand dollars and the vote shall be "For" or "Against" said extension of the limit of indebtedness. Sec 3. The election contemplated by this Ordinance shall be conducted in all respects as an election for municipal officers and the Mayor is charged with duties as in a general election Sec 4. On Motion of Alderman Hoeclar the Council went into executive session On returns of the Council from their executive session the following Ordinances were and read Be it ordained by the the City Council of the City of Austin. That art 494 of the Revised ordinances of the City which now reads as follows to wit. The City Clerk shall receive a salary of fifteen hundred dollars per annum. be and the same is hereby amended so as to read to wit Art 494 "B" The city Clerk shall receive a salary of twelve hundred dollars per annum.

2. That article 495(b) be amended to read - The City Engineer shall receive a salary of Twelve hundred dollars per annum. That said Ordinance be and the same is hereby amended so as to read. Art. 495 a The City Engineer shall receive a salary of Nine hundred dollars, per annum. 3. That Art. 500. c which reads. The Engineers of the City Fire Co shall each receive a salary of One thousand dollars ($1,000) per annum, be and the same is hereby amended so as to read, to wit Art. 500c. The Engineers of the City Fire Co. shall each receive a salary of seven hundred and twenty dollars ($720) per annum. On Motion of Alderman Platt the rules were suspended and the Ordinance placed on its second reading by the following vote Yeas. The petition of the school trustees in regard to City part for school purposes was read up and laid over.
Alderman Brueggerhoff offered the following Ordinance which was read first time. Be it ordained by the City Council of the City of Austin that the following sums of money be and are hereby appropriated out of any moneys in the treasury except for the sinking fund. For the maintenance of the fire department the sum of three hundred dollars ($300.00) for the month of November 1881 For the maintenance of the fire department. For the month of December 1881 the sum of three hundred dollars ($300.00) For leveling rod for the use of City Engineer Sixteen dollars $16.00
