School Funding Approved: The council passed ordinances authorizing a special property tax election and implementing a 2-mill tax on all city property to fund Austin's free public schools.

Bridge & Sewer Repairs: Authorized $125 in funding for construction of two new bridges over Waller and Small Branch creeks on North Avenue, plus repairs to the Congress Avenue sewer system.

Mill Relocation Request: English & English petitioned the city to lease river walk land south of Block 13 to relocate their mill from Barton Creek to Austin—referred to committee for review.

Drainage Problem: Resident George Gehr requested the city force the railroad company to create proper water outlets, as the railroad embankment was flooding his property during wet weather.

Capitol Building Dispute: The city's investigation committee deferred their report on the temporary state capitol building's safety, waiting for the state's own committee findings to avoid conflicting recommendations.

188 Regular Meeting of the City Council Austin Texas Sept 15 1882 Hon R Clark Acting Mayor Presiding Roll call present Alderman Hart Kinney Schuber Bueg gerhoff, Radkey Huephertz Moeller Clark Wilson absent Cook A fine of one dollar was entered against Alderman Cook for none attendance at this meeting Minutes of the regular meeting of Sept 4th 1882 and called meeting of Sept 9th 1882 read and approved A petition from English & English was received and read Asking that the Council lease to them the river walk south of Block 13. as they wish to remove their mill from Barton Creek to the City of Austin and place said mill on that part of City river walk Petition referred to the Street Committee A petition was received from Geo Gehr asking that the Council compell the rail road Company to make an outlet for the water that is damed by the R R embankment so that his yard is covered with water in wet weather Referred to the Street Committee The following report was received from the City Engineer Austin September 15th 1882 R Clark Chairman Street Committee I have made an estimate for two foot bridges on North Onion one at the Crossing of Waller and the other at the crossing of the small branch west of Waller creek on the same Street The following is the estimate 12 perch of masonry @ $3.00 per perch 36.00 1367 feet of Lumber both bridges @ $25.00 M bd. 34.17 6 cedar post 7 feet long 1.00 For building bridge 2 men 4 days @ $5.00 per day 24.00 Total 95.17 I would also call your attention to the sewer at the foot of congress avenue and suggest an appropriation of at least twenty five ($25.00) dollars to protect the arch culvert at the south end of said culvert also the alley east of congress Avenue and parallel with --- Page break --- 189 the Avenue where the Central rail Road crosses. said alley on pine street that it is necessary for the Rail Road company to put in a culvert of of 5 feet opening and of same grade as the grade of the alley to drain the property immediately north of the Railroad at this point. Fall City Engineer On Motion of Alderman Burggeshoff the street committee and City Engineer were instructed to have the work done. as per the report of the City Engineer and the Chairman of the Finance committee instructed to draw up an ordinance to cover the amount asked for The following report was received from the special committee appointed by the Mayor to investigate the safty of the Temporary Capitol the report was accepted and the time extended as asked for Austin September 11th 1882 Hon A Pease Mayor. City of Austin Sir The undersigned respectfully represents that the appointment by the Capitol Board of a committee of seven from a distance for an investigation of the Building intended for a Temporary Capitol having been published and that the report of that Committee may give all the information for your action that may be needed and as we cannot wish on admittance to a committee evidently selected to avoid local influences and a separate report by us possibly discuiting might produce conflict which to settle there may not be found sufficient authority in the City Charter referred to in the resolution under which we are appointed We respectfully ask that our action be suspended until further deliberation by the City Council after learning the report from the state Committee Wm Von Rosenberg J. H. Robinson J K Mc. Fall City Engineer The following letter was received from O M Roberts President of the Capitol Board Austin September 12" 1882 --- Page break --- 190 To the Hon. Mayor and Board of Aldermen of the City of Austin Gentlemen In answer to your communication of the 9" instant the State Capitol Board request me to say that for various reasons it is not deemed desirable that such investigations of the Condition of the Temporary Capitol may be in behalf of the state through the Committee of gentlemen who have been invited from distant Locations in the state shall be connected with any examination proposed to be made by any other authority. The Board of course can have no objections the City Authorities making such investigations as they may deem necessary under the law. Very Respectfully O. M. Roberts Gov and Pres. of Board An Ordinance authorizing the Mayor to order an election of the property tax payers of the City of Austin for the purpose of voting for or against the levying of a special tax of one hundredths of one per cent to aid in maintaining an efficient system of public free schools within the limits of the City of Austin The Ordinance was read second and third time under suspension of the rules and on motion Passed by the following vote, Yeas Aldermen Kinney Schuber Bruggerhoff Radkey Kauppertz Koerner Plath Wilson Nays Alderman Metz. Alderman Kinney introduced an Ordinance which was read first time, Providing for the levying and collecting an ad valorem tax of 1887 of two mills on the dollar upon all property situated within the limits of the City of Austin Texas in aid of the free schools of said City. The Ordinance was read second and third time under suspension of the rules and passed by the following vote Yeas Aldermen Metz Kinney Schuber Bruggerhoff Radkey Kauppertz Koerner Plath Wilson nays none Alderman Kinney introduced an Ordinance which was read, appropriating one hundred and twenty five --- Page break --- 191 dollars for the purpose of building Bridges on north avenue over Waller and Small Branch creeks and for rebuilding the sewer at the foot of congress Avenue The ordinance was read second and third time under suspension of the rules and passed by the following vote Yeas Aldermen Metz Kinney Schuber Brueggerhoff Radkey Kauppertz Aboelter Plaxk Wilson nays none The Police committee made the following report on the Ordinance regulating the appointment of special Police. To the Hon Mayor and Board of Aldermen of the City of Austin Your committee to whom was referred the within ordinance would most respectfully recommend its passage. R Plaxk A B Metz H W Aboelter The Police committee called up and ordinance repealing an Ordinance entitled an ordinance amending article 447 (B) of the revised ordinances of the City of Austin passed December 1, 1879 and repealing and Ordinance passed March 5" 1888 entitled and ordinance authorizing the City Marshal to fill vacancies on the police force and enacting an ordinance regulating the appointing of special police The ordinance was read second and third time under suspension of the rules and passed by the following vote Yeas Aldermen Metz Kinney Schuber Brueggerhoff Radkey Kauppertz Aboelter Plaxk Wilson nays none On motion the Council adjourned Oct 8" 1888 A C Bunn City Clerk Read and approved Oct 9d 1888.
