Regular meeting of the City Council Austin July 02, 1883. Hon W A Saylor Mayor Presiding.
Roll call present alderman Lawrence Schubart Rodney Hauppert and Heath
On motion the Council was called and the marshal sent after [illegible] absentees
Alderman Kinny and Moreau came in and answered to their names on motion the call of the Council was suspended
A fine of one dollar was entered against Alderman Hartz and Wilson for non attendance at this meeting.
A petition was received from Clark Hendrickson asking the Council to remit a fine of five dollars against him in the Mayors court. Petition granted and the fine remitted.
The report of the City marshal for the month of June 1886 showed Total arrest 159 fines collected in cash. 58.75 Fines worked out on the street. 100.00 Rules for Vegetable stalls 2.50. report referred to the Police Committee.
Report of the City Sexton for the month of June 1886 shows Total deaths 34 males 19 Females 15 referred to the Cemetery Committee
The report of the City Physician was referred to the Charity Committee
The report of the Poundmaster for June was referred to the Police Committee

To whom the subject of obstructions on the sidewalks of the City was recommended with instructions to report what obstructions on said sidewalks should be removed. We leave to refer to the report made by us to the Council meeting of the 9th day of May ultimo and to repeat that article 34 of the City ordinance sufficiently indicate what are side walk obstructions and that said article together with articles 38 and 39 give as much authority to the Mayor and the Marshal for the removal of obstructions as would be furnished by a new ordinance particularly naming the obstructions which should be removed. We therefore recommend that the mayor and marshal proceed to comply with the provisions of the ordinance referred to beginning with those obstructions which are the greatest to the public convenience. The Mayor was requested to investigate the matter of naming the street of the City and to have the City attorney to draw up an ordinance to cover the matter.
Alderman Rackey offered the following Resolution which was adopted.
Be it Resolved by the City Council of the City of Augusta That if the City water company refuse further to furnish all water necessary to flush the gutters satisfactorily to the City Council and in accordance with the Contract when made for sanitary purposes the Contract between the City and the City water Company shall be annulled.
Alderman Kinney introduced an ordinance appropriating the sum of $1078.86 to pay approved accounts to that amount the ordinance was read a second and third time under suspension of the rules and passed by the following vote. Yeas, Kinney, Lawtoner, Schuber, Rackey, Huppertz, Smooter and Peart.

Alderman Kimey moved to suspend the rules and place the ordinance on its third reading granting to W B Brush the right to build a sewer motion lost
Alderman Pearth called up an ordinance granting to the state of Texas the right to build a sewer within the limits of the City of Austin The ordinance was read third time the motion to pass the ordinance was lost by the following vote. Yeas Aldermen Haupertz Moeller and Pearth nays Aldermen Kimey Schuber Lawrance and Rackey
Alderman Kimey called up an ordinance granting to the state of Texas the right to build and operate a sewer from the Temporary Capital and other state building down the alley between Congress Avenue and Brazos Street to the Colorado River or to the state sewer. The ordinance was read second time.
Alderman Kimey introduced an ordinance amending article 344 section 1, of the general ordinance of the City of Austin in regard to levying and collecting taxes the ordinance was read second and third time under suspension of the rules and passed unanimously
Alderman Kimey introduced an ordinance providing for the levying and collecting two mills on the dollar upon all property made taxable

For State and County purposes situated within the limits of the City of Austin and also to be in aid of the public free school of the City of Austin For the year commencing Sept 1. 1880. The ordinance was read second and third time under suspension of the rules and passed by a unanimous vote.
Alderman Kinney offered an ordinance providing that there shall be levied and collected ¾ on one per cent on all property real and personal situated within the limits of the City of Austin and made taxable by law for State and County purposes. The ordinance was read first time.
Alderman Kinney offered the following resolution which was adopted.
Be it resolved by the City Council of the City of Austin That the assessor and Collector is hereby instructed to ascertain what amount of money may be due the City of Austin from the Justices Courts and other Courts in the City and to make settlements with said Courts allowing deductions for such fees as may be due the parties concerned reporting to the Council the settlement made and the amount Collected.
Alderman Kinney introduced an ordinance which was read amending Art 407 Section 14 of the revised ordinances of the City of Austin The amendment provides that any person on persons who shall violate any provisions of an ordinance in regard to nuisances shall upon conviction be fined not less than ten nor more than one hundred dollars. The ordinance was read second and third time under suspen sion of the rules and passed by a unanimous vote.
Alderman Plath offered the following resolutions passed by the Board of appraisers and Equalization Be it resolved by the Board of appraisers and equalization that the City assessor and

319 Collector L & is hereby authorized and instructed to assess for taxation for the year 1883, all the property owned by the City water works and that this resolution be presented to the City Council for their confirmation. Adopted June 7th 1883. Signed R. Plath.
