Austin's 1883 Election Results & Railroad Expansion

Monday, July 16, 1883 regular

Ward 5 alderman elected: Henry Pfannekuche won the election with 74 votes over John W. Wayland's 36 votes and will be installed at the next meeting.

Railroad expansion approved: The Capitol Compress Company was granted permission to build railroad tracks across Bowie Street, West Avenue, and Cypress Street, connecting to the International and Great Northern Railroad.

Prison food investigation ordered: Council appointed a committee to inspect how city prisoners were being fed and assess the quality of food provided.

Tax dispute filed: The City Water Company petitioned the council to waive property tax assessments for 1883, referred to the Finance Committee for review.

Attendance penalties enforced: Two aldermen were each fined $1 for missing the meeting.

322 Regular meeting of the City Council Austin Sep July 16, 1883. Hon W. Saylor Mayor presiding Roll call present Aldermen Kinney Lawson Kuppinger and Moeller On motion of Alderman Kuppinger the Council was called and the Marshal sent after the absentees Aldermen Clark Rackley and Wilson came in and answered to their names On motion the call of the Council was suspended A fine of one dollar was entered against Aldermen Schuber and Metz for non attendance at this meeting The following report was received from the Police committee which was adopted That the Police committee to whom was referred the report of the City Marshal for the month of June 1883, recommend that the same be adopted H B Metz R Clark His Honor the mayor presented the returns from the election held in the 6 ward June, 1883, for the election of an Alderman for said ward Alderman Kuppinger moved that the mayor appoint a committee of 3 aldermen to to canvass the returns from the 3 ward motion adopted His honor appointed as the Committee Kuppinger, Moeller and Rackley The committee after counting the votes made the following report and submitted the following resolution. We the undersigned committee appointed to canvass the election returns from the fifth ward for Alderman do most respectfully report that we have examined the election returns and find that at said election 110 votes were cast of which 74 were for Henry Pfannekuche 36 were for John W. Wayland whereby said Henry Pfannekuche is duly elected alderman of the 5th ward. To W. Korler B. Radkey E. Kruperg. Resolved by the City Council of the City of Austin That the Clerk of the City be instructed to notify Henry Pfannekuche of his election as alderman for the fifth ward and that he call said Pfannekuche to appear before this Council at the next meeting, to be installed and take the oath of Office. The following Resolution was adopted by the Council. Be it resolved by the City Council of the City of Austin That the leave of absence heretofore granted to S S Walton City Attorney be and the same is hereby extended for thirty days from date. A Resolution was introduced granting to the firm of Hook and Saxton Co. the right to use Hook & Saxton Garden Truck Referred to the Fire Committee and Chief of the Fire Department. Alderman Plath introduced an ordinance granting to the Capitol Compress Company of the City of Austin the right to construct and maintain side and spur track from the main line of the International and Great Northern Railroad in and across said vacant Bowie street and west avenue and in and upon and through Cypress street, the ordinance was read second and third time under suspension of the rules and passed unanimously. --- Page break --- Petition was received from the City Water Co. asking the Council not to enforce an assessment made against the property of said Company for ad valorem taxes for the year 1883. Referred to the Finance Committee. Alderman Ramey moved that the mayor appoint a committee of three aldermen, to investigate the manner of feeding City prisoners and the quality of food furnished. motion adopted.
