Monday, July 23, 1883 special called

Tax increase approved: Council members debated and narrowly passed a property tax increase from 0.75% to 1.0% on all real and personal property in Austin to fund city operations.

Congress Avenue improvements: Council authorized grading, curbing, and sidewalk construction on Congress Avenue between Bear and Water Streets—a major infrastructure project for the growing downtown area.

New street regulation: Council passed an ordinance requiring developers to file street plans with the City Engineer before laying out new streets, alleys, or naming them—establishing early urban planning controls.

Special election called: Following Alderman Radkey's resignation due to moving out of his district, the council scheduled a special election in the Sixth Ward to fill his seat.

New alderman sworn in: Henry Pfannenkuckh was sworn in as a new council member, and Bart Long was appointed as a special police officer.

Called Meeting of the City Council Austin Texas July 23, 1883. Hon W A Saylor Mayor presiding Roll call present Aldermen Netz, Kinney, Lawrance and Pease On motion of Alderman Pease the council was called and the Marshal sent after the absentees. Aldermen Fuchhertz and Norcles came in and answered to their names. On motion the call of the council was suspended. Alderman elect Henry Pfannenkuckh came forward and was sworn in by his honor the Mayor as an alderman of the City of Austin The following call of the Council was read To the members of the City Council of the City of Austin Gentlemen You are hereby notified to attend a called meeting of the City Council this Monday July 7th 1883, at 8 P.m. for the consideration of matters pertaining to Payalls, Roads, Streets and sidewalks and an election for alderman of the Sixth ward. Very Respectfully W A Saylor Mayor The reading of the minutes of previous meeting was dispensed with An ordinance levying 3/4 of one percentum on all property real and personal situated in the City of Austin and made taxable by law for State and county purposes was called up and read second time. Alderman Fuchhertz moved to amend the ordinance by striking out 3/4 of one per centum and inserting one per centum motion to amend carried by the following Vote. Yeas Lawrance Pfannenkucke Fuchhertz Norcles and Pease motion to suspend the rules and place the ordinance on its third reading was lost --- Page break --- 326 Alderman Pleath introduced an ordinance which was read Providing for the grading curbing and laying of sidewalk on Congress Avenue between Bear and Water Street. The ordinance was read second and third time under suspension of the rules and passed by the following vote yeas aldermen Metz, Kinney, Lawrence, Pfannewrch, Ruppertz, Moreller and Plath. The following resignation was received from Alderman Radkey which was accepted. Austin Texas July 20 1883 To the Hon Mayor and City Council of the City of Austin Gentlemen. Having removed from the sixth ward of this City which I have the honor to represent I hereby tender my resignation as alderman of said ward. I hope the good feeling which has hereto fore existed between us will be extended to and enjoyed by my successor. Respectfully Submitted B Radkey Alderman Plath introduced an ordinance which was read entitled an ordinance prohibiting the laying out and naming of any proposed street highway lane or alley and the plat and calls of lots shown by exhibiting made thereof unless a copy is first filed with the City Engineer. The ordinance was read second and third time under suspension of the rules and passed by the following vote yeas Metz, Kinney Lawrence Pfannekueh Ruppertz, Moreller and Plath. Alderman Plath offered the following resolution which was adopted Be it Resolved by the City Council of the City of Austin That the mayor be requested to issue his proclamation for a special election. --- Page break --- 327 To be held in the six ward, for an alderman of saidward. To fill the vacancy occasioned by the resignation of alderman Raakey from said ward. Said Election to be held on such a day as the mayor may appoint. Furthermore to hold the place of election to be at Weilbacker’s store the Judges to be Messr. August Weilbacker, Joseph. Barthbart Louis Marcanso On recommendation of alderman Kuppink the mayor appointed Bart Long. as a special Police Officer on motion the nomination was confirmed by acclamation. The mayor appointed Alderman Kuppint as a member of the Finance Committee The mayor appointed Alderman Kannu Ruehe Chairman of the Fire Committee and a member of the Market house and Charity Committee On motion the Council adjourned J.
