399 Regular Meeting of the City Council Austin Tex November 19, 1883
Hon W Saylor Mayor Presiding
Roll call present aldermen Schubert, Maas, Dreiske, Heath and Wilson absent Alderman Kinney Lawrance Metz, Kuhrnetz and Said. On motion the Council was called and the marshal went after the absentees
Alderman Kinney came in and answered to his name. Call of the Council suspended.
Chas Caldwell was appointed judge of election in the Fourth ward instead of H. E. Lindeman. R. E. Richardson was appointed judge in the 10 ward in place of Tom Richardson
The Petition of Judge, Schulter rector of the Texas German, asking the Council to print the ordinances reports and other matters of the Council at the cheaper rate at the same rate as charged by the Alderman, was referred to the Printing Committee. A Petition was received from the Swedish Methodist Episcopal Church, asking the Council, to refund to them the sum of $90. expended by them for working the street in front of their Church. Referred to the street Committee.
The resignation of Harry Montgomery as Pound master was received and accepted.
The street committee submitted the following report which was adopted To the Honorable Mayor & Board of Aldermen
Your committee to whom was referred the ordinance granting to Mr. D. Mather and his associates the right to construct a system of electric lights in the City of Austin after consedering the same would respectfully recommend that the ordinance be passed Respectfully R Plath Chairman H. 400 The Market house committee submitted the following report which was adopted and the Committee granted further time. We the undersigned market house Com mittee to whom was referred the matter of locating and selecting grounds for three market houses in the northern and Southwestern parts of the City have had the same under consideration but as yet have not as yet selected grounds for the erection of said market houses and would respectfully ask for further time Jno W Pirie M Maas Alderman Maas introduced the following resolut ion which was adopted. Be it resolved by the City Council of the City of Austin That the street Committee be author ized to expend two thousand dollars heretofor appropriated for improvements of the street in such a manner as is deemed by them to be to the best interest of the City
The ordinance granting to Mr S Mathus and his associates the right to construct electric lights in the City was called up and read a a second time the ordinance was amended by inserting in Section 3 the word four years in stead of ten. The petition of Edith Johns asking the Council to remit $30. of a fine imposed against her in the mayors court was granted
A Petition was received from W H Ford Westfall asking the Council to refund to him the sum of $400. amount paid to the City in '83 or '84 for tax on Lot 8 Block 40 Division C Petition Granted
Leave of absence was granted to J. A. Cline. Platt for 3 days from Nov 26" 1883
The Finance Committee introduced an ordinance appropriating the sum of $7718.63. to pay approved accounts to that amount, the ordinance was read second and third time under suspension of the rules and passed by the following vote yeas Aldermen Hetz, Kinney, Lawrance Schubar, Haas, Driskill, Platt and Wilson.
Alderman Kinney introduced an ordinance authorizing the Mayor to sell at not less than par the 6 per cent Austin City Bonds Nos 96. 97. 98. 99. & 100 each, issued in accordance with an ordinance passed April 8th 1881

Also authorizing the Mayor to issue twenty four per cent Bonds. of the denomination of $500 each payable twenty years from the 1st day of January 1884 but subject to be called in at the end of ten years. The Bonds shall be sold for the purpose of redeeming $14.400. of 10 per cent Bonds due January 1, 1884. The bonds shall not be sold atless than par. The ordinance was read second and third times under suspension of the rules and passed by the following vote. Yeas Aldermen Mertz, Kinney, Lawrance, Schuber, Maas, Driskill and Wilson Nays Aldermen Plath.
The Mayor was authorized to purchase 10 additional desks and chairs for the Council chamber. On motion the Council adjourned.
On motion the annual report of the Mayor for 1883 was ordered published in the Texas Vorwarts.
