Cholera Prevention Campaign: The city council passed a resolution requesting the mayor issue a proclamation urging residents to sanitize their properties (back yards, alleys, gutters) using lime and disinfectants due to fears of Asiatic Cholera spreading to America.

Budget & Revenue Report: The city treasurer reported approximately $4,400 in cash on hand as of July 31, 1884, with revenue collected from taxes, licenses, and fees; the council reviewed and authorized quarterly spending totaling over $43,000 across departments including police, fire, streets, and hospital.

Police Staffing & Discipline: The council authorized the mayor to appoint three special police officers and investigated officer misconduct from July 4th, recommitting officer Oberwetter but finding extenuating circumstances warranted only a reprimand rather than further punishment.

Public Works Requests: Citizens petitioned for infrastructure improvements including street boundary adjustments, a bridge at Waller Creek, and fire hydrants on Pecan Street—matters referred to appropriate committees for consideration.

Committee Reorganization: Several aldermen resigned from committee positions, prompting a major reshuffling of assignments with multiple committee chair changes.

Scheifer situated on the north west Boundary and within the Corporate limits of the City for the purpose of target shooting. Petitioners asked that they be allowed to carry on the practice of target shooting on the above described premises. Petition granted. F. A. Bernds A Petition was received from F. A. Bernds asking that the Council remit a fine of $10.00 imposed against him in the Recorders for committing a nuisance. On motion the petition was granted and the fine remitted. A. Ruessig A Petition was received from A. Spec. rept. The Special committee appointed to investigate on charges charges against officer Oberwetter submitted Oberwetter the following report. To the Hon Mayor and Board of Aldermen of the City of Austin Your Committee to whom was referred the matter of alleged misconduct of Officer Oberwetter on the evening of July 4th ult would respectfully beg leave to report That they have heard the evidence bear- ing on the question and that they find that in the matter complained of officer Oberwetter was guilty of impropriety, deserving reprimand but they find further that there are extenuating facts as follows Said officer was laboring under a mistake as to identity of person and while deserving censure for not exercising greater care, your committee do not believe that the conduct of said officer on the occasion inquired about so culpable as to require further punishment Your committee would add that they find that said officer has made an apology to the parties offended and your committee do not believe that an officer having the --- Page break --- 9 good record enjoyed by Mr Oberwesser would intentionally have committed the impropriety com- plained of. Schneider Underhill Hill Brennen The motion to postpone action on the report of the Committee until the next regular meeting was adopted Physician The Report of the City Physician for July for July 1884 and a communication in regard to sanitary matters and furnishing the Hospital was read and referred to the Hospital Committee Alderman Brennen offered the following Res. to Resolution which was adopted. appoint A Resolution authorizing the Mayor 3 spec. police to appoint three special Policemen Section 1. Be it Resolved by the City Council of the City of Austin. That the Mayor be and is hereby authorized to nominate three special Policemen who shall be confirmed by the City Council. Section 2nd That the City Marshal is hereby directed to furnish the Mayor with the names of three suitable persons to be nominated as such special Policemen Section 3rd That this Resolution take effect and be in force from and after its passage. Alderman Brown Police Draw foot bridges Alderman Maas introduced a Resolution authorizing the City Engineer to purchase new foot brid- ges for Congress Corner Read first time and then referred to the Street Committee repealing Discount Ordinance Alderman Campbell introduced an ordinance repealing an ordinance allowing persons to pay their Ad Valorem Tax before required to do so by law Read first time and then referred to the Finance Com Pro. Procla- mation Sanitary matter Alderman Maas introduced the following resolution which was adopted Be it Resolved by the City Council of the City of Austin. That in view of the near approach of Asiatic Cholera to our shores and the possibility of a destructive epidemic throughout the continent the Mayor of the City be requested to issue a special proclamation to the Citizens of Austin urging them to use care and vigilance in cleansing and disinfecting their back premises alleys and gutters by the free use of lime copperas and carbolic acid and other disinfectants and by the prompt removal of all filth. garbage and decaying refuse and that he instruct the Police force of the City to report without delay all the nuisances such as offensive privies pigpens and stables that can be found in their respective beats. Amd Ord Art 375. Alderman Brush introduced an ordinance repealing an amendment to art 375 sect 1. of the revised ordinances of the City of Austin. in regard to council meetings. The ordinance was read first time and then referred to the ordinance Committee. C.E. Anderson A Petition was received from C.E. Anderson asking that the Council have the gutter in front of his property on Pecan Street paved Read and referred to the Street Committee resignation of Driskill on H. Comt. Alderman Driskill presented the following letter of resignation. To the Hon J.W. Robertson Mayor. of the City of Austin Sir. I herewith have the honor of tendering my resignation as chairman of the market house committee of the City of Austin. Respectfully J.W. Driskill Johnson working out fines. A communication was received from C.D. Johns. The ordinance was read, first time and then referred to the Police committee marshal Alderman Hill moved that the City marshal furnish to get list himself with a list of the street lamps as located of St. lamps by the street committee and that he see that the Gas company comply with their contract. Alderman Clark moved as a substitute that the City Clerk furnish the water and Gas committee with a list of the street lamps as located by the Street Com substitute of alderman Clark was lost and the motion of alderman Hill adopted Alderman Pillow came in and answered to his name $161.85 The finance Committee introduced an ordinance appropriating the sum of $161.85 for the payroll for July 1884.
