Austin's 1884 Gun Fine Debates & Hospital Expansion

Gun Owners Got Fines Reduced: Two men caught carrying pistols requested relief from their $50-$100 fines. The council voted to reduce one fine to $25 and remitted $75 from the other, showing sympathy for firearm violation penalties.

New City Hospital Needed $600 More: The newly opened hospital (opened August 1) requested additional funding to finish essential improvements like fencing, privies, stairways, and heating—plus furnish private patient rooms to generate income for operations.

River Walk Access Dispute: The council rejected a tannery owner's request to keep private possession of riverfront property, affirming that all citizens have the right to unobstructed access to the river walk.

Water Contract Investigation Ordered: Aldermen questioned whether the water company fulfilled its obligations and formed a committee to investigate before approving $3,550 in hydrant rental payments.

Standing Committees Appointed: The Mayor announced 12 city committees overseeing streets, fire, finance, police, cemetery, hospital, water, and other civic functions.

Roll call present Aldermen Schneider Pillow Wells Campbell Bruner Schuber Warren Crooker Odell Plath Ervin and Brunner. Absent Aldermen Auton Hancock Underhill Drake Carrington Robertson Hill & Brush 8 Minutes of August 18th approved. Fines D.C. A petition was received from D. C. Tribble asking that a fine of $50. imposed against him for carrying a pistol be remitted. Alderman Carrington came in and answered to his name. Alderman Schuber moved to remit $25. of D.C. Tribbles fine motion to remit carried by the following vote Yeas Aldermen Schneider Pillow Wells. Campbell Schuber Maas Warren Odell Plath Ervin & Brunner 11 Nays Aldermen Crooker & Carrington 2 - Fines J.W. T. A Petition was made from J.W. Thompson asking that part of a fine of one hundred dollars imposed for carrying a Pistol be remitted Alderman Pillow moved to remit all but $25 of the fine motion carried by the following vote. Yeas. Interest on Bonds $3,675.00 $6,641.79 Cash Balance $38,837.47 Physician The following reports was received from the resigned City Physician. referred to the Hospital Committee committee Austin Sept. 1. 1884 To the Hon Mayor and Council of the City of Austin Gents. The new City and County hospital was opened under a temporary organization on the first of August 1884, when patients were transferred from Dr Cummings building. two of them in a hopeless condition. one a case of chronic diarrhoea and dropsy. the other cancerous condition of the stomach, both of whom died, seven patients were admitted. during the month and five were discharged - remaining in hospital Aug 31 1884 ten patients I made during the month 97 visits and 68 prescriptions for City Patients outside of the hospital There are no prevailing or epidemic diseases in the City at this time and from the best information I get from the City inspectors of premises the sanitary --- Page break --- 29 condition of the City is better than for many months Very Respectfully submitted W J Burt City Physician [illegible] (Austin Texas Oct 1. 1883 [illegible] To the Hon. Mayor and Board of Aldermen [illegible] of the City of Austin Sirs I desire to call your attention to the fact that the $600. appropriated to furnish the City hospital is about exhausted at least that amount, is now urgently needed to finish the furnishing of the hospital. and the completion of certain improvements either commenced or in contemplation viz: 1 Fencing the premises 2 Building two privies 3 Building a dead house 4 Putting blinds to windows 5 Putting up a pair of stairways 6. Purchasing and putting in 6 doors. 7 Blankets and covering for winter 8 Buying heating stove 9 Furnishing 4 private rooms 10. Furnishing operations room It is an important question Financially, this furnishing rooms for private patients. This will be the only means of income to the hospital and if properly managed will help materially in paying the running expenses of the institution Permit me to respectfully ask that you appoint with sufficient power to manage the hospital the organization cannot be satisfactory until made permanent through trustees, Very Respectfully. &c. Engineers on paving gutter in front of property Austin Tex Sept 1. 1884 To the Hon Mayor and Board of Aldermen of the City of Austin Gentlemen In obedience to instructions from your honorable Body I herewith submit an estimate of the Cost of paving the gutter in front of C. E. Anderson's property on west Pecan street. 61 yards of paving @ 75 cents per yard. $45.75 Respectfully Jsl. P.W. Hall City Engineer Street Com on Peti tion of C. Koch on riverwalk The street Committee submitted the following report. on Petition of C. Koch. To the Hon Mayor and City Council Your committee to whom was referred the Petition of C. Koch asking permission to continue in possession of the property known as the smith tannery on the river bank, would most respectfully beg leave to report, that we can find no authority in the charter to grant the petition as prayed for and are of the opinion that if we had the power it would not be just or proper to do so. Every citizen of Austin has an unobstructed right to the river Walk, more particularly have those who own property fronting the river. We would therefore ask that the petition be not granted as prayed for A Clark J W Driskill Street Com on Peti- tion of Mrs Horan sidewalk The above committee submitted the following report on Petition of Mrs C A Horan. The report was adopted Hon F G Peterson Mayor + members of the City Council Your committee to whom was referred the Petition of Mrs C. A. Horan asking that she be not required to lay down the side walk in front of her property according to the plans and specifications required in the ordinance regulating the same beg leave to report that we find no good or valid reason for granting the Petition --- Page break --- 31 as prayed for and recommend that the petition be not granted R. The street committee submits the following report of the Petition of Wm Theron the report was adopted To the Hon Mayor & Board of Aldermen Your committee to whom was referred the within petition asking for a change of streets, would most respectfully beg leave to report, that we have duly considered the same and would ask, that the petition be referred to the City Engineer with power to act. Respectfully A. Clark Chairman Gregory A. H. shooting gallery. The petition of A.H. Gregory was granted allowing him to open a shooting gallery in the City, the same to be governed by article 505 of the revised ordinances of the City of Austin Res iron footbridge. reading lost Alderman Maade called up a Resolution authorizing the City engineer to contract for 12 iron foot bridges for congress avenue The Resolution was read second time Alderman Maade moved to amend the resolution by adding, That the bridges be purchased from a foundry in the City. Amendment adopted The motion to suspend the rules and place the resolution on its third reading was lost weight & coal. Alderman Clark called up an ordinance making it unlawful for any dealer in coal to' sell the same by false weight or measure. The ordinance was read second time and then amended by adding after the words any dealer in coal the words "or any other commodity" no further action --- Page break --- 32 September 1st 1884 Stone &c walk The report of the street committee in regard to leaving E. Rock part of the river walk on motion of Alderman Crooker was laid on the table by the following vote Yeas Aldermen Schneider, Wells, Schuber Kraas, Warren, Crooker, & Odell, 7 Nays Aldermen Pillows, Campbell, Carrington, Plath, Ervin & Brunnert 6 Alderman Robertson came in and answered to his name. Leasing to C. Rock riverwalk Alderman wells moved to grant the petition of Charles Rock, and lease to him for five years that part of the river walk, petitioned for at an annual rent of One hundred dollars, Motion adopted $14.714.01 The Finance Committee submitted an ordinance appropriating the sum of $14,714.01 to pay approved accounts to that amount. The ordinance was read second time under suspension of the rules Ordinance amended and refer water [illegible] and refer Alderman Pillow moved to amend the ordinance by striking out the item of $3.550.00 for hydrant rental and refer the matter to a committee of Seven to investigate whether or not the water company has complied with its contract with the City, motion to amend and refer carried Sp. com. on water contract discharged Alderman Robertson moved that the committee previously appointed in regard to the water supply and water contract be discharged Motion adopted Ordinance passed under suspension of rules The ordinance as amended was read third time under suspension of the rules and passed. by the following vote yeas Aldermen Schneider Pillows, Wells, Campbell, Schuber Kraas, Warren Crooker Odell Carrington, Robertson Plath, Ervin and Brunnert. 14. $1434.55 [illegible] Lost The Finance Committee introduced an ordinance appropriating the sum of $1,434.55 pay roll for Aug 1884 and approved accounts the ordinance was --- Page break --- 33 was read second and third time under suspension of the rules, The motion to reconsider the vote by which the ordinance was read third time was carried. The ordinance was then amended by striking out "$100.00 for expenses of Hospital for August 1884. The motion to suspend the Rules and read the ordinance a third time was lost. Alderman Pillow offered the following resolution which was adopted Standing Resolved That the Mayor be requested to Committees appoint and announce the Standing committees of the City Council. Aldermen Brennen & Plath were excused from further attendance at this meeting.
