November 3-30, 1884 Austin City Council Summary

Fire Department Challenges: The city's fire department reported 18 fires in the past year with $16,500 in losses (mostly insured). The fire chief recommended installing an electric fire alarm system, noting the current system is unreliable and response times are slow due to poor communication.

Infrastructure Improvements: City Council approved an $800 ordinance to build a bridge over Mesquite Street (later adjusted from the proposed $1,200), allocated $264 for gutter improvements on Congress Avenue, and authorized new water troughs and fountains throughout the city.

Financial Operations: Treasurer reported approximately $31,770 in cash balances for October 1884, with the city approving nearly $1,300 in expenses for payroll and accounts, plus $400 for a new wagon and equipment.

Chief of To the Hon Mayor and Board of Aldermen of Fire Dept the City of Austin Gentlemen: In compliance with article 177 of the ordinances of the City, I respectfully submit my annual statement of the proceeding of the department for the year ending October 31st, 1884, together with the present condition of the same. The active force of the department consists of one hundred and eighty members, forty members more than in my last annual report. During the past year there have occurred eighteen (18) fires and nine alarms; nine fires less and six alarms more than in my last report. a loss of near $16.500 of which was covered by insurance --- Page break --- 65 The City has in its employ of four horseless and one engineer, the apparatus belonging to the City and in my charge consist of a Silsby Steam fire engine, two hose carriages, two hook and ladder Trucks, and a four thousand five hundred feet of hose all in good condition. During the past year five fires originated from the following causes, viz: four, overweight, carelessness, sworn fireworks one incendiary one suspicion one. The following taken from the register of the department explains it self. Washington No 1, first water six times and first to fire twice. Colorado No 2, first water eight times and first to fire three times. Protection No 3, first water twice and first to fire six times. Hook & Ladder No 1, first to fire ten times Since the existence of the department we have labored under great disadvantages namely namely when fire broke out it takes to long before word reaches the police station the present fire alarm is not reliable and when an alarm is sounded there is no telling in what portion of the city a fire is in progress I would again recommend to your honorable body the electric fire alarm system I would also suggest the necessity of having the hose carriage of Protection Company repaired so that the same can be drawn to fire by horses, and a horseless to be paid by the City to take charge of same, my reasons for suggesting the above, being that the companies in the central part of the City, are too far away for immediate services, I would also suggest that when the City purchase a location for the department that they all be not located at the same place that one company be placed on east Pecan street and the other on Congress avenue north of Pecan street or as near to both streets as possible. --- Page break --- 66 November 3d 1884 I congratulate our fellow citizens on the fact that while several cities and towns in our state have during the past year suffered from large and destructive conflagrations our city has been comparatively exempt, and not one fire spread beyond the building in which it originated, Thanking you for the valuable assistance you have rendered this department during the past year I remain gentlemen Yours Respectfully A C Breen Chief of Austin Fire Department. For the reason that the office of City Physician was held by Dr. W. J. Bush prior to the Hospital having been placed in his charge, that the trustees have no knowledge of the duties heretofore devolving upon the City Physician and have no means of knowing whether his duties as a city officer have been altered by the hospital ordinance of Sept 21 1884 and that the trustees not being in position to know whether additional duties are required, are not competent to judge as to the propriety of altering the salary for an office created and approved by the City Council Austin W. The printing of the proceeding in pamphlet form is a convenience for filing binding and easy reference.
