Austin Gas Lights and Hospital Improvements

City Gets 47 New Gas Lamps: The Capital Gas Company offered to install and light 47 gas lamps for free for one month along Pecan Street and Congress Avenue, and the city accepted the deal.

Fire Chief Resigns: Chief A. Gieun of the Austin Fire Department resigned effective immediately on January 5, 1885.

Hospital Struggles with Organization: The new City and County Hospital, which opened in August 1884, needed additional funding and equipment. The city approved $1,000 in emergency expenses and asked the City Attorney to write clearer rules for hospital operations.

Market House Project Rejected: The council voted down a $5,000 proposal to build a new market house, citing concerns about the city's finances and uncertainty about whether the city actually owned the proposed land.

Pauper Burials Need Better System: The City Physician reported that burying poor residents required coordinating with five different city officials, and recommended streamlining the process.

Pet Capital gas Co. 47 gas lamps A Petition was read from the Capital Gas Company, asking permission to erect at their own expense 47. gas lamps, the same to' be located on Pecan St. beginning at West Avenue to the corner of Red River St and from Live Oak St along Congress avenue to Mesquite St thence north on Mesquite St. to Colorado street said lamps to be furnished with gas and lighted for 30 days free of cost to the City. On motion the petition was granted. Pet Louis Morris back Pay The petition of Louis Morris policeman, asking for pay for two months time lost from sickness. Referred to the Police committee Pet C. N. Worthington A petition from C. N. Worthington, asking that West Avenue be widened, was read and referred to the Street Committee. Resignation of A Gieun Chief A. F. Dept The following resignation of A Gieun Chief of the Austin Fire Department, was read and accepted. To his Honor, J. W. Robertson, and members of the City Council. On Dec 1st 12 patients were in the Hospital 18 were admitted during the month 18 were discharged cured; 11 remaining Jan 1st 1885. Since the organization of the hospital Aug 1st 1884, 61 patients have been admitted, 44 discharged cured, 5 died, 1 run away, remaining Jan 1st 11 patients During Dec I made 36 visits to City Patients out side of the hospital, and made 46 prescriptions I would most respectfully call attention to the complication and incomplete measures for burying paupers, on the certificate of the City Physician, the County Judge issues an order for a coffin on Messrs. Gardiner & Co; the City clerk issues an order on City Sexton for the grave; These parties must be telephoned and otherwise advised and this gets the coffin finally to the room of the dead person, but no arrangement for removing the corpse to the Cemetery. It takes usually a hard days work to find all the parties and bury a still-born child. They must find the doctor, the County Judge, the City Clerk, the --- Page break --- 102 January 5th 1885 City Sexton and some street express wagon to get a pauper buried. I would suggest that the whole matter of burying paupers be placed in the hands of the City Clerk or some other person with full authority to complete the work. Burt City Physician Referred to the Hospital committee Hospital Report of the Hospital Trustees for the Quarter trustees for ending Dec 31 1884 Greeting To the Hon. Mayor and City Council Dec. 31. 1884 of the City of Austin: The board of Trustees of the City and County Hospital beg leave to submit their report for the quarter ending Dec 31st 1884 The hospital has been occupied with patients under the care of the City Physician since the month of August, most of the session under disadvantage caused by the unfinished condition of the building. Under the direction of your trustees a number of additions, betterments and alterations have been made, for which builders were not liable under contract, out houses and cisterns have been built and the ground leveled near about the building, a front fence is now under construction, a stable is yet to be built, which is necessary. The furnishing of the house with beds, bedding, Stoves, cooking utensils and all household necessities to the smallest article has had attention, but much remains yet to be done in this regards. There are in the building two large wards for six beds each and six rooms for two beds each making in all 32 beds for free patients and two wards for four beds each for colored patients. Instead of this 40 beds we only have 10 at an estimate of $17.50 per bed. $437.50 will be required. --- Page break --- 103 to complete the four patients ward There are six rooms for pay patients, of which four are furnished and two to be furnished, requiring about $100.00 each room. For the number of patients admitted and discharged we refer to the report of the City physician who by ordinance is required to report to the City Council, and hence is not subject to our report. Since our appointment as Trustees the City Council has appropriated and set aside for the use of the hospital $1732.50. The following amounts have been paid: For permanent improvements on the Hospital Building and grounds as per vouchers marked A. No 1 to 11 $1403.66 For hospital and household furnish as per vouchers marked B. No 1 to No 13. $719.68 For expenses of Salaries of Employees Supplies and medicines as per voucher marked C. No 1 to 51 $1673.84 Total $3796.79 Petty cash in the hands of the matron 17.25 $3814.04 One half paid by the county of Yavapai $1907.02. by the City Balance in hand of Treasurer of the amount appropriated $25.48 In addition to said balance we respectfully call for the following appropriations Furnishing beds for the remaining wards $847.50 Expenses for the ensuing quarter $1200.00 Stable $400.00 Front fence $100.00 Partition already built under contract $45.00 2 cows $100.00 Feed for 6 months 75.00 $2,467.50 There has been a few pay patients in the hospital during this period, with whom the City Physician has settled. The income derived --- Page break --- 104 January 5th 1883 therefrom should be equally divided between the city & the County. Under resolution the whole amount is required to be paid into the City treasury. Your trustees recommend that the income from pay patients should be accounted for monthly to the trustees, and one half thereof be placed to the hospital fund of the City, one half to the hospital fund of the County. The ordinance of Sept 9th, 1882, required the board of trustees to prescribe and adopt by-laws rules and regulations for the government of the hospital, its officers, employees, etc. None of your trustees having knowledge of medicine we are embarrassed with these requirements. Believing that the benefit for the people of the City and County to derive from the hospital, that its success depends upon the management which is twofold; a medical management and a household management, and the rules should harmonize, we recommend that the hospital committee be authorized and required in conjunction with a like committee from the County court, and assisted by a board of three physicians to be appointed, and of your trustees to consult and devise rules and regulations for the entire management and to report and recommend such ordinances for your deliberation as may be deemed essential for a harmonious and successful administration of the hospital. We recommend that by ordinance the entire management be given to the trustees, that all conflicting ordinances be repealed and that the City attorney be required to revise and amend before the council take action thereon. Mayor} On motion of Alderman Warren, the Mayor appoint was authorized to appoint 3 physicians to Common consult with the hospital Trustees to frame of C. & E. The following report of the fire committee apApplication of Board proving the application of the board of fire commissioners for the employment of a tillerman for H & L Co No 1, was upon motion adopted: Hon. J. W. Robertson Mayor, The fire committee to whom the within petition was referred would recommend that the same be granted. Crooker Chairman Fire Coms The report of the fire committee on the appli H. & L. Co. No 3 cation of the board of fire commissioners asking that the council provide for the erection of a house for the hose cart of Protection hook & Ladder Co. No 3, cost of same not to exceed $125.00, was on motion adopted Ord $125.00 An ordinance appropriating $125.00 for the House for purpose of erecting a house for Protection hose H & L Co No 3 cart was introduced by Aldermen Crooker The ordinance was read second and third time under suspension of the rules and passed by the following vote yeas Aldermen Metz, Pillows, Hancock, Wells, Campbell, Mader, Warrens, Crooker, Oatts, Carrington, Holman, Heilig, Black, Brush & Runnen. Market house The following is the adverse report of the Com on ord & market house committee on alderman Erwin's $5000 for new mkt ordinance ordinance appropriating $5000.00 for the erection house award of a new market of a new market house. To his Hon. J. W. Robertson, Mayor, and board of aldermen of the City of Austin. Your committee on market house to whom was referred an ordinance appropriating --- Page break --- 106 January 8th 1889 $5,000. for the purpose of erecting a market house on market square, beg leave to report that we have had the same under consideration and would recommend that it do not pass for the following reasons 1 your committee thinks that the amount is greater than the finances of the city will justify the expenditure of at present for that purpose V That there is grave doubt in our minds as to the validity of the City's title to the lots composing said market house square, and we think it unwise to spend money on grounds that does not clearly belong to the City. Genl and his reply is, that in the opinion of the department, said official Records, is not a newspaper or periodical publication within the meaning of the law, and therefore declines to admit it as second class mail matter. City Council Gentlemen:- your committee to whom was referred the petition of Mrs N. H. Cobles asking relief from the City on account of certain hogs claimed by her to have been illegally sold by the City Marshals, beg leave to report that they have carefully investigated the matter and find that the sale of said hogs by the City Marshal was regular in every particular, and made in strict conformity with the ordinance authorizing such sales; and they therefore suggest that the relief asked for be not granted. Clark, for Committee Ordinance levying license tax 1883 An Ordinance levying a license tax on keepers of livery and feed stables and upon the owners and proprietors of vehicles not connected with livery and feed stables was called up and read second and third time under suspension of the rules and passed by the following Vote, yeas Aldermen, Metz, Pillow, Hancock, Wells, Campbell, Maas, Warren, Crooker, Odell, Carrington, Holman, Hill, Plash, Brenning & Brush Ordinance $1000 expenses of hospital to April 1st/84 An Ordinance appropriating $1303.75 to defray expenses of the City County Hospital for the quarter ending April 1st 1884 was read first, second and third times under suspension of the rules. The ordinance was then amended (on motion of Alderman Hill) to read $1000 instead of $1303.75. Resolution Alderman Hancock introduced a resolution instructing the mayor to memorialize the 19th legislature for authority to levy a special tax for sewerage purposes. referred to the Committee on sewers. Ordinance Alderman Brenneken introduced an ordinance sale of fowls prohibiting the sale of domestic fowls from which the feathers have been plucked. Referred to the ordinance committee. Ordinance Alderman Metz introduced an ordinance appropriating $1000 to be used for the improvement of Butcher park. Referred to the finance committee. Legislature On motion of Alderman Hancock the mayor was lease Block 122 authorized to memorialize the 19. legislature asking to City Park that the state lease to the city the north west quarter of Block 122 in order that the same may be improved as a public park.
