Austin Prepares New City Charter, Market Improvements

New City Charter Proposed: Council approved a revised city charter to be sent to the Texas Legislature, with plans to request state senators and representatives to advocate for its passage.

Market House Improvements: Council contracted with William Keyes to build brick walls and repair the market house roof for $109, while also addressing complaints about condemned market stalls and the ongoing city clock maintenance contract.

Infrastructure Investment: Council approved $704 for paving Congress Avenue gutters and ordered construction of fire hydrants on the city's west side to improve fire safety.

Fire Department Proposal Postponed: A committee recommendation against establishing a paid city fire department was shelved rather than voted down, leaving the decision for later consideration.

Public Opposition to Cemetery Expansion: Citizens filed multiple petitions protesting the city's plans to expand the cemetery, which were referred to committee for further review.

Minutes of February 2d 1880 adopted Pet off. Joseph Luchsinger petitioned to be released from the payment of certain notes due the City for rent of a market stall Referred to the Market Committee Pet. of Gus Gus Frick petitioned for payment of $8.00 for Beef Frick spoiled by City Prisoners, committing a nuisance in the City calaboose Referred to the Market House Committee Pet & E. H. Carrington petitioned for the payment E. H. Car- of hogs impounded and sold by the City, alleging said hogs were taken up outside of the City limits Referred to the Police Committee Market The Market house committee submitted the committee aforesaid report and resolution The report was read and received. was in regard to repairs at the market house was adopted. Robertson, mayor and Board of aldermen of the City of Austin Your committee on market house in obedience to a resolution directing that the market house committee advertise for bids and make a contract for taking care of the City clock for the next two years, beg leave to report that we have inserted in the Austin Daily Statesman an advertisement asking for such proposals, and in response only one such bid was presented which said bid is hereto attached and marked exhibit --- Page break --- 121 "all of which is most respectfully referred back To your honorable body for its further action. Your committee would further report that in reference to the ordinance passed at the last meeting of the council appropriating the sum of one hundred and thirty five dollars for building walls under posts of sheds at Market house, and for repairs on roof. That we have prepared the attached specifications marked exhibit. B, and in reponse to an invitation to four prominent contractors for brick work, only two bids were put in for said work, which bids, marked exhibit C & D, are hereto attached. It will be seen by these bids that William Keyes has the lowest bid and your committee respectfully recommend that the following resolution be adopted, Resolution Be it Resolved First, That the mayor and [illegible] Market house committee be and they are hereby instructed to enter into a contract with Wm Keyes for brick upon the basis of his bid for brick work, with the stone coping left off, for two walls under house the posts of sheds at the market house, as per attached specifications. Second that the work shall be done under the supervision of the City engineer and Market house committee Third, That when the work is done to the satisfaction of the city engineer and market house committee, They shall give to the said Wm Keyes a certificate to that effect, upon which certificate the mayor shall issue his warrant on the City Treasurer of the City, for the sum of one hundred and nine dollars, in payment of said contract. To the hon Mayor and Board of Aldermen Gentlemen - your committee to whom distribution was referred a resolution to ascertain the addi tional cost of distributing the printed proceeding of the city council, beg leave to report that the present contractor offers to have 500 copies delivered of 80 cents as directed by the council. He also promises to print and deliver as above 1000 copies at two cents per line Respectfully Wm Maas Chairman Printing Committee Printing Com. bids for printing minutes To the hon Mayor and board of Aldermen of the City of Austin Gentlemen - In compliance with a resolution passed at the last session of the council. Report of the Fire Committee on an ordinance presenting to establish a paid Fire Department for the City Department. Hons. Juo Robertson and City Council Your Fire committee to whom the within ordinance was referred would recommend that it do not pass. Crooken. C. Smetz Fire Committee not act The motion to postpone action on the report of Fire Com. the Fire Committee was carried by the following Vote Yeas Aldermen Pillow, Campbell, Underhill, Dickins, Odell, Carrington, Hohman, Hill, Pleiss and Brimmer. Nays Aldermen Dehmelins, Metz, Hancock, Wells, Schuber, Maass, and Crooken. Spec. Com Alderman Hancock submitted the following on amend report of the special committee on amendmentsments to to the present city charter on motion of Alderman city charter Platt action on the report of the committee was postponed To the Hon. Mayor and City Council Your special committee to whom was referred the subject of suggesting amendments to the City Charter, respectfully report that they have had the matter under advisement and submit herewith a new charter, drawn up by the mayor, with the recommendation that the council cause the same to be brought before the Legislature as soon as possible. Pet of officer Bracken Officer Bracken petitioned for pay, for 4 days time, lost on account of a wound received while making an arrest. $2,739.10- The Finance committee submitted an ordinance appropriating the sum of $2739.10 for the 1885 pay roll and approved accounts. The Ordinance was read second Time under suspension of the rules. Then amended by adding $8.00 back pay for officer Bracken. Then read Third time under suspension of the rules and passed by the following vote yeas Aldermen Smith, Schneider Pillows, Hancock, Mills, Campbell, Schuber, Underhill Maas, Crooker, Quickfile, Daul, Carrington, Holman Hill and Clark. amendment to art. 197 & 200 of fire limits Alderman Hancock offered an ordinance amending article 197 & 200 of the revised ordinances of the City of Austin. The amendment provides that grain in roof may be used inside the fire limits. The ordinance was read second and third time under suspension of the rules and passed by a unanimous vote. $704. paving ordinance Alderman Schneider introduced an ordinance appropriating $704.00 for the purpose of paving the gutter on Congress avenue from Live Oak to Water street. Read first Time and then referred to the street committee. 3 hydrants 10th ward Alderman Brennen introduced an Ordinance providing for the erection of three hydrants, read first time and then referred to the street committee. Ans. condemning 4. butk. Stalls Alderman Campbell introduced the following resolution which was adopted. Read first time and then referred to the street committee ordinance Alderman Hill called up an ordinance entitled sale of domestic an ordinance prohibiting the sale of domestic fowls. fowls from which the feathers have been removed The ordinance was read third time and passed by a unanimous vote. Ordinance. The Cemetery committee introduced an ordinance addition to entitled an ordinance providing for the purCity Cemetery chase of an addition to the City Cemetery. The ordinance was read second time under suspension of the rules. Alderman Plath moved to amend by striking out $800 per acre and inserting $300.00 amendment laid on the table. amendment Section 2nd was amended by striking out the words “$8500.00” and inserting the following “For such sum as shall be necessary to carry out said purchase at the price of $800.00 per acre according to a survey of said land made or approved and certified as correct by the City Engineer The ordinance was read third time under suspension of the rules and passed by the following vote yeas Aldermen Schneiders, Metz, Pilow, Hancock, Wells, Campbell, Schubert, Underhill, Maass, Driskill, Crooker, Odell, Carrington, Holman & Hill. Summons Waddell Schultze Special police R. A. Waddell, W. H. Henderson and Paul Schultze were nominated and confirmed as special policemen. On motion the Council adjourned until Tuesday February 17th, 1881. Meeting Feb. 17th adjourned meeting Feb 17th, 1881 Hon. J. W. The Council went into a committee of the whole on the amendments to the City Charter. The Committee rose and reported progress. The Council adjourned until the 18th 1881. Austin Tex January 9th 1881 To the Hon. Mayor and the City Council of the' City of Austin. I herewith resign the position of trustee of the City & County Hospital. (Resolved, That the City Council accept the resignation of Hon. Wm Von Rosenberg as one of the trustees of the City and County hospital, with regret, and we hereby tender him our thanks for the disinterested and faithful manner in which he has discharged the duties of his trust. Mayor in the Chair The following resolution was adopted. Resolution Resolved, That the Mayor be instructed Mayor to to prepare the City Charter as amended, prepare & and present the same to the legislature now amended, Senator & Represen in session, and to memorialize the legislature to session to present to pass the same.
