Austin Cemetery Expansion and Infrastructure Improvements

Cemetery Expansion Debate – The council approved purchasing the Savante Palm tract (Lot 39) to expand the city cemetery for $1,500 cash, with remaining payments spread over two years. This decision followed heated debate over whether to buy the Palm tract or the alternative Wheeler property (40 acres for $13,600).

Fire Department Building Progress – Funding of $350 was approved to complete excavation work for a new Fire Department building on Hickory Street, which was already half-finished. Previous work had cost $712.42 to grade the street.

Cemetery Opposition – Citizens living near the cemetery filed a formal protest against the expansion, petitioning the city to prevent use of the purchased Riley tract for cemetery purposes.

Market House Status Quo – The council decided against centralizing Austin's markets at a single city market house, determining citizens preferred the existing decentralized arrangement.

Minor Approvals – The council granted Laura Brinkwell permission to establish a shooting gallery on Pecan Street and confirmed Wm Wagenfuhr as a special police officer.

Mayor and Board of Aldermen +excavating of the City of Austin Gentlemen:— By an ordinance appropriating one thousand (1,000) dollars for grading Hickory street between congress avenue and Colorado St. and making the excavation for the Fire Department Building. --- Page break --- 190 July 20th 1885 I would report that the grading of Hickory Street cost $712.42 and the remainder of the appropriation $387.60 has been expended on the excavation for the building for the Fire department. Said excavation said excavation being about half completed. The material taken from said excavation has been used in filling up the extension of the arch bridge on west Pecan street. Robertson, Mayor, and board of Aldermen of the City of Austin --- Page break --- Market house Gentlemen- Your committee on Market house, on market to whom was referred the resolution directing the limits committee and the city attorney to prepare an ordinance regulating market house, and markets, limits, beg leave to report, that we have had the same under consideration, and a majority of said committee, the city attorney concurring, believe it to be unwise to make any ordinance looking to the centralization of the markets at the city market house; A majority of your committee believe that the citizens of Austin are better satisfied with the present arrangement of the markets than they would be with any proposed changes, and would, therefore, asked to be relieved from any further consideration of the matter Respectfully submitted, this 20th day of July 1880 W. Mayor, and city council & cemetery of the city of Austin Your committee to whom was referred the within petition, asking for an appropriation of thirty dollars to repair the streets, walks and gutters in the city cemetery, would report that we have duly considered the same, and recommend that the appropriation be granted. Odell, Proposition Zinslemen & Bergen, agents for Savante Palm to sell to submitted a proposition to sell to the city part of out city Palm lot 39, division B. lying east of the old cemetery, at tract the price of $500 00 cash $1000 00 and the remainder in one and two years to be paid out of the sale of lots title to vest in the city at once. --- Page break --- 192 July 20th 1880 Land for Alderman Hill submitted a proposition from Cemetery Thos H. Wheeler to sell to the City for a cemetery his place containing 40 acres. Being City out lot 58, division B. at $13,600. The tract is one mile beyond the city cemetery, on Magnolia avenue. Well timbered and watered. The land is inclosed; has a new house stable, etc. upon it. Referred to the cemetery committee. Alderman Hill submitted a proposition for Land for Mrs Maggie Stiles to sell to the city for a cemetery Cemetery the grounds owned by the late Dr. [illegible] Riles lying two miles east of the city embraced in out lots, 26, 27, 28, 29, 30 & 31. of division B. price not stated. Referred to the cemetery committee. Ord; purchase An ordinance providing for the purchase of Riley tract the Riley tract for cemetery purposes, and making an appropriation of $6,000. for partial payment on the same, was called up and read second times. Substitute Alderman Hancock offered as a substitute Ord; Palm an ordinance entitled "an ordinance providing tract for the purchase of land and the enlargement of the city cemetery, and providing for certain improvements and regulations in reference thereto, and making an appropriation to carry the same into effect." Alderman Schneider came in The substitute was adopted then read by sections and the following amendments offered By alderman Hill. Amend by inserting the name of Thos H. Wheeler in lieu of that of Swantee Palm, Amendment and change the entire section so as to apply to Mr. Wheeler's proposition. amendment lost by the following vote: yeas aldermen Pillow, Maxey, Odell, Hill, Alatt, and Brennen. 6. Nays-- Aldermen Metz, Hancock, Wells, Campbell, Schubo, Warren, Carrington, & Brush. 8. Excuse from voting alderman Schneider Alderman Hill moved to amend section 2nd by inserting --- Page break --- 193 "Without retaining lien." Amendment adopted. The motion to amend section 6 by striking out "a sufficient portion of said tract for the exclusive use of the Colored people" was lost. The motion of Alderman Platt to recommit the ordinance, was lost. Alderman Maas, moved to amend sec. 7. by inserting "that the minimum value of said lots shall be $50. Alderman Hill moved to amend the motion of Alderman Maas, by adding "and the fractional parts of lots shall be in proportion" Amendments adopted. Section 10. was amended by inserting "$4,000." Alderman Platt moved to lay the ordinance on the table. Motion lost by the following vote: Yeas— Aldermen Metz, Pillow, Odell, Carrington, Platt & Brush— 6. Nays— Aldermen Schneider, Hancock, Wells, Campbell, Schubert, Maas, Warren, Hills, & Brennen— 9. $350 for An ordinance appropriating the sum of $350.00 for the excavation purpose of finishing the excavation for the Fire department F. D. building building, was introduced and read & then read second time under suspension of the rules. Alderman Maas, moved amendment to amend by inserting $400.00 payment of A. M. Eckijon for plans $400. A.M.C.Eckijon remodeling market house, amendment referred to the Finance committee. The ordinance was read third time under suspension of the rules, and passed by the following vote: Yeas— Aldermen Metz, Pillow, Hancock, Wells, Campbell, Schubert, Maas, Warren, Odell, Carrington, Hills, Platt, Brush & Brennen 14.
