Emergency meeting called to address crime wave: Mayor Robertson convened a special city council session to respond to recent "outrages and crimes" in Austin and develop strategies for arrests and prosecution.

Detective force authorized: Council approved hiring one or more undercover detectives for up to six months to investigate and apprehend criminals, with operations kept secret and under the mayor's direct control.

Significant budget allocated: The city authorized up to $500 per month for detective services—a substantial sum for 1885—to be included in the general budget upon the mayor's request.

212 Called meeting of the City Council Austin Tex August 31, 1885 Hon J. W. Robertson, mayor presiding Present Aldermen- Schneider, Pillow, Campbell, Schubert, Mages, Warren, Brookin, Odell, Carrington, Hohman, Hill, & Brennen- 12. Absent Aldermen - Kelz, Hancock, Wells, Underhill, Driskill, Clark, Ervin, & Brush- 8 On motion the council was called, and the marshal sent after the absenters. Call of the council suspended. Mayors Office. Austin Tex August 1st 1883 Call of council To the members of the City Council of the City of Austin, Gentlemen:— I hereby call a special meeting of the City Council to assemble at the council chamber this (Monday) evening at 8:30 o'clock for the purpose of taking action in reference to recent outrages and crimes committed in this city, and to devise means to secure the arrest and punishment of such persons as may be found guilty thereof. If any other matter of special interest should arise, the same will be duly presented in your meeting. Very Ruly etc., J. W. Robertson Mayor of the City of Austin. Ordinance Alderman Hill introduced an ordinance entitled suppression an Ordinance providing for the suppression and of crime punishment of crime in the City of Austin, and making an appropriation to carry the same into effect. The ordinance was read first time. On motion the council went into a committee of the whole. The committee rose and reported back to the Council the following Resolutions. Be it Resolved by the City Council of the city of Austin. --- Page break --- Resolution That the Mayor be and he is hereby authorized mayor to and empowered to employ one or more skilled detecemploy tives for service in the city of Austin, for such length detectives of time as he may see fit, not to exceed six months and for such services as he may direct in ferreting out and bring to punishment criminals 2 That such services be secret and wholly within the charge of the mayor and such other officer or Officers if any as he may choose to advise with. 3 Payment for such service shall be made to the mayor and upon his representation, The finance committee shall incert in the general appropriation ordinance for such detective service any amount not exceeding Five hundred Dollars per month.
