The street committee submitted the following report on the petitions of Laura Brinkrell and C. H. Mailer for permission to open a shooting gallery on Pecan Street. To the Hon Mayor and Board of Aldermen The within petitions having been referred to the street committee, we would most respectfully state that parties complying with the ordinances of the and conforming with the Police regulations should be allowed to carry on a legitimate business, and this class of petitions having been heretofore invariably granted the street committee could not raise objections Schuber. Your committee to whom was referred the within petition in regard to the erection of a windmill on the Avenue, would most respectfully report, that they had had the same under due consideration and would state that in the opinion of your committee that by allowing petitioner to erect said building would be a direct violation against the ordinance forbidding the erection of wooden structures within the fire limits and further it would create a nuisance on said avenues, We therefore recommend that the petition be not granted. Report of special committee to whom was referred the Petition of the City Water Company. To the Hon. Mayor and City Council of the City of Austin.
Your special committee to whom was referred the petition of the City Water Company to have refund to them the taxes of 1884 paid by them amounting to $2500, beg leave to report that they have had the same under consideration and find under the present constitution of the state, there is grave doubt as to the right of the petitioners to have said taxes refunded or of the city to so refund thing but your committee also find that by section eleven of said contract between the City and petition the latter was to perform certain services, and in consideration therefor was to be exempt from taxation, while the exemption herein provided for is perhaps not authorized, it is undeniable that the company performed the services, and is entitled to compensation; and your committee think that the proper amount of taxation for the year, less the amount of school tax which is not properly a municipal levy, and which could not fairly be said, and come within the terms of the contract entered into, Your committee therefor recommend that the sum of $1876.[illegible] be appropriated to pay the water company, for services rendered for the year 1884 under section eleven of said contract. Alderman Brush introduced an Ordinance entitled "An Ordinance amending an Ordinance appropriating $800. for improvement of Cedar and Cypress Street. The amendment provides that the unexpended balance of the appropriation shall be used for the general improvement of the streets in the 10th ward. The ordinance was read second and third time under suspension of the rules and passed by the following vote yeas Aldermen Schneider Pillow, Hancock Wells, Campbell, Schuber, Underhill Warren, Driskill, Odell, Carrington, Heil, Platt & Brush
Alderman Driskill introduced the following Resolution which was adopted. Be it Resolved by the Councils that a special committee of three be appointed to fully investigate the conduct of the special Detectives while in the employment of the City of Austin. Be it further resolved that said special committee be further empowered to investigate the alleged outrages perpetrated upon the colored man Alex Mack, by the said detectives and City officers. The Finance committee introduced an Ordinance appropriating the sum of $133/100 to pay approved accounts. The ordinance was read first time; the motion to suspend the rules and read the ordinance a second time was lost.
Alderman Hancock introduced an ordinance entitled: "An Ordinance appropriating the sum of $187/100 to pay the City Water company, for services rendered under section eleven of the contract between the City and said company. Read first time. The motion to suspend the rules and read the ordinance a second time was lost.
Alderman Hill submitted the following report of the Ordinance committee on the petition of G.P. Heeman. Report Adopted: To the Hon. J. W. Robertson, Mayor. Your committee on ordinances to whom was referred the petition of G. P. Heemann for payment of damages would respectfully report, that they have had the same under consideration, and believing that the excavation complained of and by which petitioner was damaged, was not made or walled by the city or its authority and they recommend that the petition be not granted.
